Minutes of the meeting of Winteringham Parish Council held on 5th April 2005 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 1st MARCH 2005 These minutes had been circulate along with the agenda for this meeting. It was proposed by Councillor D. Borrill, seconded by Councillor Z. Sullivan that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES a) Anti Social Behaviour and Under Age Drinking - Councillor Smith said that the police have told him that they now have a patrol car which is permanently in this area. He feels that all areas in North Lincs should be covered by the “no drinking in the streets” law.
b) Letter re. Planning - Reply received from Ian Cawsey. He says that he will consult with Tony Lyman at North Lincolnshire Council and ask for his comments.
b) Rural Pathfinder Event on 15th March - this was attended by Councillor Bateman and the Clerk. The Clerk gave a brief resume to the councillors.
FINANCIAL MATTERS The reports prepared by the Clerk were presented and payments to be made were agreed.
The External Audit for the year ending 31st March 2004 has been successfully completed. There were no issues or comments to bring to the attention of the Councillors.
HIGHWAY MATTERS a) Request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box - No reply has been received to the letter sent following the March meeting. Councillor Smith said that he would chase this up.
b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - These have not yet been repainted. The Clerk will mention this in her letter to Highways. c) Junction of A1077 and Cliff Road -Nothing new to report. Councillor Smith said that he believes that lorries should be made to use the motorways rather than this road and other ’A’ roads.
d) The holes in the road surface on Cliff Road have been filled in. The grid on drain and hole in the road surface adjacent to the shop - instructions have once again been issued to rectify this matter.
e) Grass Verge on Cliff Road - Mr Wayne Hill reports that he has agreed with the builders that materials can be stored on the verge, within the wire fencing. At the end of the work the builder must reinstate and reseed the grass verge.
f) Silver Street - Mr Duck will be contacted re. the problems with the dyke.
Mr Hill will speak to Mr Dowson to clarify the problems with the blocked drains/culverts on Ferriby Road.
g) Blocked Drains - These have been cleaned out.
h) School Barrier - Instructions have been issued to replace the damaged barrier.
New Highway Matters The slabs on the road in front of bus shelter at Town End are loose.
The whole of Silver Street needs attention as the road sides are breaking away.
The Clerk will ask about the signs, which were requested some months ago, to indicate that West End down towards the Church is not suitable for lorries.
PLANNING MATTERS New Planning Permission Requested 2005/0313 - Permission requested to erect a conservatory at 14 Ferry Lane There were no objections or comments which the Councillors wished to make.
2005/0360 - Planning permission requested to change the use of a stable block into a café (re-submission of application 2004/2043). The Councillors only concerns were that this cafe is at the side of a busy main road and that Highways Dept should assess the impact of the traffic turning in /out of this property.
Permissions granted 2005/0225 - Permission granted for the erection of a conservatory at 32 Low Burgage.
Reference Plancon 2003/0715. Land at No 1 Mere Farm Cottages - Nothing new to report. The Clerk will contact the Enforcement Officer yet again. Reference Application No 2004/1133 - This appeal against the refusal to allow a bungalow to be built on land at 63 West End has been dismissed.
Reference Application No. 2004/1266 - Nothing further has been heard about the appeal made against the refusal of planning permission for the erection of a detached dwelling on land north west of Briar Garth, Ferry Lane.
Application 2004/1498 - 19 School Road. Nothing new to report
LOCAL DEVELOPMENT FRAMEWORK - CD ROM received.
PLAYING FIELD Disability Discrimination Act The Clerk has sent off the completed Application Forms to Evolve GB and an acknowledgement has been received.
Inspections Councillor Rowbotham said that there were no new issues. The main problems are still graffiti and litter. The Clerk reported that when North Lincolnshire Council had come out to do the moss treatment on the AWSF, this area had been covered with broken glass. The team had swept it to one side and the handyman has cleared it away.
Work by Probation Team The Clerk has contact Liz Adams and ask about our painting work is on the work sheet for spring.
HANDYMAN Holes in Grass adjacent to Bonfire Site Mr Johnson brought these to the attention of the Clerk and the handyman will fill these in if he is provided with some top soil. Councillor Dowson said that if Ken contacts him he will supply top soil and turf to fill in the holes.
PARISH PATHS In his reply to our letter, Mr Sanderson says that he will arrange for the signs to be erected pointing out to horse riders that these are paths not bridleways and also arrange for the steps on footpath 318 to be repaired.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE Councillor Dowson said that he had looked at the footpath across Jubilee Garden and he feels that when the builder is here working on the Playing Field he should be asked to look at this path also.
REPORTS FROM REPRESENTATIVES Village Hall - Meeting on Tuesday 12th April. The committee are still seeking grant aid for refurbishments

VILLAGE NEWS LETTER The Councillors felt that a newsletter should be issued at the end of April.

Comments from Councillors to the Chairman/Clerk The Clerk was asked to contact Environmental Health to bring to their notice the amount of rubbish which is being left lying around in the grounds of Spring House by the owners.
The Clerk reported that one of the Filing cabinets is damaged and asked permission to purchase a new one. The Councillors agreed to this but it was suggested that she should contact North Lincolnshire Council to find out if they have any spare ones.
Next Meeting The Annual Parish Assembly will be held on 3rd May 2005 commencing at 7 pm. This will be followed immediately by the Annual Council Meeting.
