Minutes of the meeting of Winteringham Parish Council held on Tuesday 4th April 2006 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 7th MARCH 2006
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Dowson, seconded by Councillor Ashberry that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Vacancy on Council - A notice from the Returning Officer advertising the vacancy has been displayed in the village and also in the Newsletter. If by 28th March a request had been made for an election to fill the vacancy then this will be held on 1st June. As no such request was received by the Returning Officer then the vacancy can be filled by co-option. The Clerk was asked to put up a poster advertising the vacancy, with a closing date of 30th April for letters expressing an interest.
b) Refurbishment and Alterations to the Village Hall - No further news about grants. The kitchen units have been received and will be fitted by volunteers over the Easter weekend.
c) Derelict Farm building at Mere Farm - No further news
d) The new green bin was ordered on 9th March at a cost of £39 (delivered). As this had not yet been received the Clerk has sent an e-mail asking when delivery will be.
e) Police Matters - Nothing new to report
FINANCIAL MATTERS
The reports prepared by the Clerk were presented and payments to be made were agreed.
The Clerk had also prepared a resume of spending during the year.
HIGHWAY MATTERS
a) White Lines in the centre of the road and the state of the road surface at the junction of High Burgage/Silver Street - No further news
b) Village Name Signs - Instructions have been issued that these are to be cleaned and they will be assessed at this time.
c) Safety Fence on High Burgage - Building work has commenced. The path has now been repaired and the safety fencing removed.
The Clerk had spoken to Mr Hill about the Councillors’ concerns that there is no room for any building materials on the site and also that any scaffolding constructed would have to encroach on to the path and road. Mr Hill had informed her that if the builders request permission then they can put their building material on the road and erect scaffolding over the footpath. The Clerk was instructed to contact Mr Hill pointing out that this was on a bus route and asking if there was requirement that a certain width of road should be left free from obstructions. The situation will be monitored.
d) Trees behind Seat - Councillor Dowson had no new information on this issue
e) Road Edges along the Bus Route - No new information
f) Harrison Close name sign - No new information
New Highway Matters
Ferry Lane - the edges of the road have been broken away by the lorries going to the building site. This will be reported to Mr Hill.
PLANNING MATTERS
New Planning Permissions Requested: 2006/0387 - Planning permission requested to erect a stable block on Field No. 7483 Marsh Lane
The Councillors expressed concerns that this was outside the building line and also that the materials used should be ‘in keeping’ with the surroundings.
2006/0405 - Planning permission sought to infill an extension to provide a utility room at 26 West End. No comments or objections.
Approval of Reserved Matters 2006/0102 - Following outline planning permission approval is given for the erection of a detached house and garage on land adjacent to Briargarth, Ferry Lane.
Permissions Refused None received
OTHER PLANNING MATTERS
2003/0715. Land at No 1 Mere Farm Cottages - Mr Hill has visited the owner again and has informed him that there is still work to be done on the site in order to comply with the notice.
Application 2004/1498 - 19 School Road. - Mr Blanchard has said that he intends to reduce the size of the extension. In his e-mail, dated 31st March, Mr Hill says that the owner has supplied further plans and these are being calculated to see whether the proposed reduction will make the development permitted and not requiring planning approval.
36 High Burgage - The extension does require Planning Permission although the developer has spoken to the Planning Officer with regard to reducing the height to ensure that permission is not required. Again Mr Hill has visited the site and he says that there has been no reduction so pre-enforcement requisitions have been sent.
New Issue - The Chairman commented that she had observed that new signs had been erected at the Ferry Boat Inn. The Clerk will contact the Enforcement Officer to ask if the owners should have requested Planning Permission before erecting these signs
AFFORDABLE HOUSING
As instructed the Clerk had contact Mr Broadmeadow and asked him to initiate a survey in the village to see if Affordable Housing is needed. The questionnaires were delivered along with the Newsletter.
PLAYING FIELD
Inspection Councillor Rowbotham - Nothing new to report
Teen Shelter The Clerk will contact Crosby works to ask if the painting of the additional wall will take place shortly.
AWSF The Clerk had accepted the quotes of £113.50 for a sweep and £76.38 for moss treatment and had requested that the first treatment be carried out by the team from North Lincolnshire Council in April.
Grant Applications The application for a grant sent to Evolve EB was acknowledged. The Parish Council were asked to provide three letters of support for the project. Evolve EB also asked for evidence that the Parish Council had tried to secure some match funding. These copies and information has been sent off to them.
Applications have also been sent to HPFA Wren Awards and SITA. Information is still awaited on the Awards for All Grant.
HFPA have acknowledged the application and said that our application does meet all criteria but asked for clarification on the grid reference of the site and also for more letters showing support by the users of the facility. The Clerk is trying to gather together numerous letters supporting the application.
SITA have written o say that unfortunately our application will not be considered until September.
The Clerk had also sent a letter to CEMEX asking for their financial assistance. ( A copy of this letter to be given to Councillor Dowson to take to the next liaison meeting.)
HANDYMAN
PARISH PATHS
A letter had been sent to Mr David Sanderson reporting that the stile on Footpath 311 (adjacent to the cattle grid) needs repairing. No reply as yet received.

Neighbourhood Watch - Councillor Ashberry reported that the last meeting had been a very good informative meeting. She also told the councillors about the small package of drugs which the Handyman had found on the field and which he had handed over to the Police. When tested this was found to be ‘Speed’.
Cemex - Councillor Dowson will attend the meeting on 28th April

The latest issue was distributed last weekend. The Councillors commented that it was again a good informative and interesting newsletter.

Comments from Councillors to Chairman and Clerk
The Councillors were once again concerned about the lorry which is parked on School Road with two wheels on the path. The Clerk said that she would ring the number on the vehicle and try to get this illegal parking stopped.
The Clerk was asked to write to the new occupant of No. 2 Cliff Road and to ask her if she would please park her car on Cliff Road rather than on the bend into Back Lane.
Councillor Hill gave his apologises for the May meetings.
