Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 3rd April 2007 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Presentation by Mr Hirschfield on the Benefits of Parish Plans
Mr Hirschfield is the Community Development Officer for Humber & Wolds Rural Community Council. He explained what a Parish Plan was and that the Plan needs to involve all members of the community. It gives people the chance to put down on paper a vision of the way in which they wish to see the village develop.
HWRCC will support the Parish Council in getting a steering group formed to begin work on the plan. The first step is to call an Open Meeting and from this the steering group can be formed. There should be members of the council who are part of this group. The steering group may then decided to issue a questionnaire to find out everyone’s views before beginning to put together the plan.
Councillor Bateman thanked Mr Hirschfield for attending the meeting but explained that due to the forthcoming Parish Council Elections no decision would be made immediately, but she was sure that the ‘new council’ would be in touch with Mr Hirschfield to tell him of their decision.
MINUTES OF THE MEETING HELD ON 6th MARCH 2007
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor K. Ashberry, seconded by Councillor Z Sullivan that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - No new information
b) Councillor Bateman and the Clerk attended the meeting on the AWSF when photographs were taken of them accepting the cheque for the grant aid which helped to pay for resurfacing the area. c) Problems on the green at Town End - this seems to have settled down for the time being.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made including the membership invoice from ERNLLCA which was for £321.77 for this year.
The Clerk had prepared reports on the income and expenditure of the council during the past year, ending on 31st March 2007. These were explained and discussed with the Councillors who approved the accounts and were happy for Councillor Bateman to sign the documents and the Accounts Book
HIGHWAY MATTERS
a) Chevron at Composition Corner - A new chevron has been ordered.
b) Trees at Junction of A1077 - The Clerk has been in touch with the Tree Officer at North Lincolnshire Council. She said that no work had been carried out on the trees yet but that an inspection would be organised and if necessary work would be carried out. c) Footpath on Silver Street - this will be cleared and reinstated but not until the summer.
d) Holes in the road on Hewde Lane, West End and Marsh Lane - to be repaired this week.
e) Marker Post at junction of Cliff Road/A1077 - should be replaced this week.
f) Calming Measures adjacent to School - Letter from Bob Bareham, School Travel Plan Officer. Copies will be given to Councillor Sullivan to take into school.
New Highway Matters
Holes in road surface on Cliff Road. Ask again about signs indicating the unsuitability of West End (around the church area) and Low Burgage for heavy/large vehicles.
PLANNING MATTERS
New Planning Permissions Requested: 2007/0388 - Planning permission sought to erect a sun room at the rear of No. 3 Bramble Lane. No comments or objections 2007/0407 - Planning permission sought to make extensions and improvements to existing dwelling - Walnut Farm Cottage, Silver Street. A lengthy discussion took place and the Councillors who were not at all happy with the proposals asked for the following objections/comments to be made: Cottage is a listed building in a conservation area. Should be a pitched not flat roof on extensions. Should be stone faced not wooden faced extensions. Hideous side extension, visible from the road. Looks like two porta cabins on top of one another. 2007/0503 - Consent sought to pollard a weeping ash tree at Scarbrough House No comments or objections
Permissions Granted: 2007/0097 - Permission granted to erect a kitchen extension at 3, Silver Street.
2007/0211 - Permission granted to erect a farm equipment store at Eastfield Farm
Permission Refused 2007/0042 - Permission refused to carry out work on trees at Paddock House The comment made was that the tree work requested was poor arboricultural practice that would be detrimental to the tree and to the visual amenity of the area.
Appeal 2006/1050 - Appeal against refusal to allow change of land at Willow Tree Lodge, Ermine Street from agricultural to domestic garden was withdrawn.
CONSULTATION RE T-MOBILE INSTALLATION
The Councillors comments and objections had been sent to LCC after the February Council Meeting. An e-mail had been received asking for a meeting and the Clerk had replied suggesting a public meeting be held.
Mr Andrew Swain has e-mailed back suggesting a ‘drop-in session’ at the village hall. The Clerk has told him that the hall is very well booked but that she would find out from the booking officer when the hall was free. Mr Swain to be told that the only time a meeting could be held was after 6pm on a Wednesday evening.
PLAYING FIELD
Inspection Councillor Rowbotham had nothing new to report.
North Lincolnshire Council Inspection A quotation had been received from North Lincolnshire Council for the quarterly inspections of the Playing Field during the new financial year. The Clerk was instructed to accept this quotation.
Wicksteed Leisure have carried out the work highlighted by their inspector. The account is to be paid but the Councillors asked the Clerk to find out what had happened to the cradle swing which was removed.
The report from the North Lincolnshire Council Inspection in March had been received but it was pointed out that this inspection was carried out before Wicksteeds carried out the work on the Play Equipment.
Basket Ball Rings and Nets These have been erected by Councillor Rowbotham.
Hewde Lane Hedge The Clerk had received the quotation from Cut & Clear for the clearing of the hedge, stump grinding and replanting.
Grant request forms have been completed and sent off to SITA, EVOLVE EB and HPFA Wren Grants. It may be some time before we find out if any of these have been successful.
HANDYMAN
Busy painting the teen shelter, bus shelter, seats, etc when the weather is suitable.
The strimmer had needed some attention but is now working and the Handyman has said that he intends to strim around the Play Ground area this week.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
Letter received from Mr David Sanderson to say that a temporary closure order has been applied for and will be in force from 2nd April until the wall which collapsed has been rebuilt. Hopefully only a few weeks.
REPORTS FROM REPRESENTATIVES
Village Hall - Nothing new to report
Neighbourhood Watch - Quick meeting which was poorly attended. Shaun Black the Community Support Officer had attended and he had said that he intends to be out and about around the villages looking out for anti-social behaviour . Winteringham Fields has purchased high visibility coats for the paper boys.
Cemex - Nothing new to report.

It was commented that it did seem a ‘silly time’ to arrange training sessions and conferences when the Parish Council Elections were imminent.
Items to bring to the Notice of the Chair/Clerk
Parish Council Elections will take place on Thursday 3rd May. Closing date for delivery of nomination papers is noon tomorrow, Wednesday 4th April.
Councillor Alan Smith said that he probably would not be at the May meeting but he thanked all Councillors for their support over the past year. He has always said that he loves attending Winteringham Parish Council Meetings.
Next Meeting
Annual Parish Assembly at 7.30 pm on 1st May followed by normal council meeting

Councillor Bateman invited Mr Foord to address the Councillors.
He began by asking what had happened to his request for a speed limit on Winterton Road. It was explained that the Parish Council had followed this up but that it had been rejected by North Lincolnshire Council and the Police.
He mentioned that the solar powered panels at the junction at the top of Sawcliffe Hill do not work. Councillor Smith said that he would mention this to Mr Peter Scott.
Mr Foord offered some old maps of Winteringham to the Council. Councillor Bateman said that the Parish Council would be very happy to accept these.
Mr Foord also mentioned that he is trying to ‘square up’ his property and he hoped that the Councillors had noticed an improvement.
