Minutes of the meeting of Winteringham Parish Council held on  Tuesday 1st April commencing at 7.30pm.

Present:

    Parish Councillors: J. Bateman(in the chair), I Dowson, W. Foord, P. Hatton , P. Tong, &  H. Wells

Apologies:

    Councillors K. Ashberry, N. Hill & Z. Sullivan.
    North Lincs Councillors A. Smith, B. Regan & L. Cawsey

MINUTES OF THE MEETING HELD ON 4th MARCH 2008

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Hatton, seconded by Councillor Tong that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - No further correspondence from Mrs Wingate since she had written to say that she would contact Lockings Solicitors in Hull to see if they were still dealing with this transfer.  Councillor Bateman said that she would get in contact with the new owners of 19 Silver Street to see if they knew anything about this transfer of ownership.

    b) Green at Town End - The clerk had received an e-mail from Naomi Boyd giving the latest update on this matter.

    c) Flood Fair on March 7th - Councillor Foord had attended. He said that it had been very interesting and he had picked up some information about flood areas in the village which will be printed in the next issue of the newsletter.

    d) Insurance for May Day Event - No one applicable as the event will not be going ahead.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made.

    The Clerk had prepared the reports on the income and expenditure of the Council during the year ending 31st March 2008.  These were explained and discussed with the Councillors who were happy for the Chairman Councillor Bateman to sign the documents and Accounts Book.

    ERNLLCA Subs for 2008/09 will be £350.27 - to be paid in May.

HIGHWAY MATTERS

    a) Signs to indicate that roads are not suitable for heavy/large vehicles - At the last meeting Councillor Ashberry said that she would speak to a member of the Highways Dept team.

    b) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’.  Mr Hill has been asked to order another one.
    c)   Gullies within the village have been cleaned out.

    d) Barrier and Road Markings on A1077 (adjacent to East Field Farm) - the barrier will be replaced and an order has been issued for the road markings to be re-painted.

    e) Holes in road surfaces - Fly patching will be carried out. Some areas of subsidence have been marked.

    f)   Damaged post on the grass on Western Green - will be replaced.

    g) Road surface at the end of Ferry Lane - under investigation.  Both Wayne Hill and David Sanderson have been out to look at the situation and talk to the owner of the cottage.

New Highway Matters

    Barrier adjacent to seat on Cliff Road
    Caravan once again parked on West End
    Gulleys east of Eastfield Farm needs attention
    Potholes in road surfaces
    Safety Barrier on Marsh Lane Bridge needs attention
    40 mph sign outside Cemex damaged

PLANNING MATTERS

    New Planning Permissions Requested:
    2008/0381
    - Planning permission sought to erect a single storey side extension to dwelling and to replace utility flat roof with pitched roof at Humber View, 69 West End, Winteringham
    No objections or comments

    2008/0456 - Planning permission sought to extend existing garage to create gymnasium and to create additional access to the highway at Fairfields, No 14 School Road.
    The only comments the Councillors wished to make was that they assumed that this was for the personal use of the owners only. 

    Permissions Granted: Nothing received

    Brant House
    The Clerk had reported to the Enforcement Officer that work is still ongoing for the extension although no planning application has yet been made.  E-mail received in reply saying that the Enforcement Officer is aware of the situation and is waiting for an application for Planning Permission to be made.

PLAYING FIELD

    Inspections - Councillor Tong . Nothing new to report

    Fence around Playing Area - T & J Fletcher have carried out the necessary repairs

    Refurbishment/Renewal of Fencing around AWSF
    No further progress. Councillor Tong has taken photographs to show the damage to the fencing. The Clerk will once again try to get further quotes but in the mean time it was thought that remedial action needed to be taken as the fencing was becoming dangerous.

    Wicksteed Leisure
    Repair work was carried out at the end of March.

    Dog Fouling
    Nothing new to report

    New Goal Posts
    The Clerk has made an application to the Football Association for a grant

    Leylandii Hedge
    Cut & Clear have been asked to come out and trim this.

HANDYMAN

    Norm has reported that he has had to once again tighten up the bolts on the fencing around the Play Area.  He has already started grass cutting.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

PARISH PATHS

    A letter was sent to Mr Sanderson reporting that the field through which footpath 318 passes has been ploughed up. A wide grass area has been left at the edge of the field but this is not the line of the footpath.   The Clerk also mentioned the replacement Kissing Gate at the side of the Haven.

    There appears to be problems with youths riding motor bikes on the field paths and on the Humber Bank - this will be reported to Mr Sanderson and also to the Police.

REPORTS FROM REPRESENTATIVES

    Village Hall - Meeting on Tuesday 8th when a decision will have to be made about ‘the way forward’.
    Neighbourhood Watch - Councillor Ashberry was not present to give a report but she had told the Clerk that the response to the flyer re. Smart Water had been tremendous. Already 50 bottles have been distributed.  Responses are still been received and another application for the Smart Water will be made.

COMMUNITY EMERGENCY PLAN

    The intent by North Lincolnshire Council is for each village/community to have a co-ordinator. This will be featured in the Village Newsletter

NEWSLETTER

    Printing costs had been discussed at the last meeting. Councillors Tong and Ashberry were following up contacts to find out the cost from them.  It was decided that this issue would once again be printed by Newton Printers - the cheapest option.

    The clerk had notified Mr Knowles to say that the Councillors had no objections to the Village Church including a single page insert, urging people to use the church, in the next issue which will be distributed w/e 26th/27th April. A letter had been distributed to Village Organisations asking them to get their news to Councillor Wells by 11th April.

    Details of the Parish Assembly and the Annual Parish Council Meeting on 6th May will be included.

ANNUAL PARISH ASSEMBLY will be at 7pm on 6th May.   This will be followed by Annual Council Meeting.
