Minutes of the meeting of Winteringham Parish Council held on Tuesday 7th April 2009 in the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 3rd MARCH 2009
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Wells, seconded by Councillor Sullivan that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Green at Town End - E mail from Naomi Boyd saying that she thinks that the application will be presented to the Planning Committee on 29th April.
b) Phone box – Letters from B.T. and Ian Cawsey saying that the work will be done in March 2009 when the contractors are in the area. This work still has not been carried out.
c) Water Side Drain – A site meeting was held with Mr Geoffrey Heald from the Ancholme Internal Drainage Board on Wednesday 25th March.
Councillors Bateman, Foord and Dowson and a number of the residents on Water Side Road had met with Mr Heald and Mr Stuart Sargeant. Mr Heald had explained that he was new in post so he could only listen and comment. However, he did promise to put together a scheme which would be put before the board in May.
Mr Heald had said that some of the problems could be caused by the septic tanks from the houses overflowing into the drain. The residents assured him that the tanks were cleaned out regularly.
d) Seat on Village Green – The Clerk had looked at seats in the garden centres and she reported that it would not prove any cheaper to buy a ‘good seat’ from the garden centre (which would then need collecting/delivering and fixing in position) than to place an order for another seat with A Cox & Sons. It was decided by the Councillors that a quotation should be requested but a proviso should be made that this seat and the one of Cliff Road be in position by the end of May.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented and the Councillors approved the year end reports and agreed that they could be signed by the chairman.
The Councillors agreed on payments to be made.
ERNLLCA – Annual Membership Renewal due from 1st April
HIGHWAY MATTERS
Weather conditions permitting Mr Wayne Hill had promised lots of work would be carried out during March.
a) Warning post on Silver Street - Mr Wayne Hill says that there are several posts which need re-erecting or replacing. This had been done.
b) Name signs - New Village Name signs have been ordered but it will be in the new financial year before they are delivered.
c) Name Signs for Lanes - The Thrush Lane sign has been ordered and should be erected shortly
d) The vandalised road name sign on Hewde Lane had been removed and would be replaced.
e) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage. No update on this matter
f) Flooding at 6 Market Hill – The new gullies have been put in on the road side and all the large holes filled in.
g) Banking around the shop corner - when time allows this area will be checked and the stones re-grouted
h) Ferry Lane was in a shocking state - The culvert has been repaired and the holes filled in.
i) A new Village Hall finger post has been ordered and will be erected as soon as time permits.
j) Holes in road surfaces - Councillor Ashberry had reported holes in the road surface on Cliff Road. These have now been repaired.
k) Culvert adjacent to Eastfield Farm – still to be dug out.
l) Damaged Warning Post at junction of Cliff road and A1077 was reported on 22nd Feb. This has been re-erected but is unstable. Mr Hill had mentioned new signage will be erected before the corner.
m) Chevron on ‘seat corner’ – still needs re-erecting
n) Warning signage for HGVs - Councillor Foord reported on his conversations with a representative of Highways. North Lincs Council has at last agreed that warning signs should be erected for the area around the church and also for Low Burgage. However, they had said that the paths were too narrow for them to be put upon Low Burgage. It was suggested by the Councillors that a sign could be put up on Silver Street saying “Right turn not suitable for H.G.V.s” and also one at the bottom end of High Burgage (with suitable wording). Councillor Foord will hold further discussions.
New Highway Matters
PLANNING MATTERS
a) New applications 2009/0271 – Permission sought to erect an extension at 17 West End, (east of Earlsgate Farm). The plans were discussed at length and there was nothing that the Councillors wished to comment on.
2009/0160 – Permission requested to erect a detached dwelling where the barn was demolished, south of Leaberry House stood on Ferry Lane The plans were discussed at length and there was nothing that the Councillors wished to comment on
b) Application for the determination of the requirement for prior approval 2009/0127 - Agricultural building for storage at 39 Cliff Road. It had been decided that prior approval was not required
c) Planning Permissions Granted None received.
PLAYING FIELD
Inspections Wicksteed Leisure had carried out an inspection as requested and the Clerk had received a report. The report highlighted that bushes needed replacing on the swings. The cost of this work would be £141(plus VAT).
This inspection did not mirror the inspection by North Lincolnshire Council when it was said that work was needed on the Multi Unit and the Roundabout. Several of the councilors commented that the bushes and shackles had been replaced last year. The Clerk will bring this to the attention of Wicksteeds and ask for their comments.
Councillor Tong gave his report. He had sorted out the small goalposts but apart from that the field looks in safe repair.
Refurbishment/Renewal of Fencing around AWSF The old mesh had been removed and the posts cleaned up and repainted but this was a fortnight ago and the contractor has not been seen since. The Clerk will chase this up.
Tennis Nets/Posts Hopefully, weather permitting, , Mr Dave Underwood and Councillor Tong will carry out the necessary work to the posts within the next two weeks. Then the AWSF surface can be repaired. Councillor Tong has the tennis nets are in his possession and they will be put up when the work is finished.
Teen shelter Has been repainted yet again due to the graffiti
Hedge on field adjacent to Frost Close This has been cut and the area cleared up but the hedging still needs collecting. Councillor Dowson said he would get some large potato boxes brought up to the field for the handyman to put the branches etc in and then he would get the rubbish taken away.
HANDYMAN
Keeping busy tidying up and removing rubbish from around the cut hedging.
He has requested that paint be purchased so that he can paint the Teen shelter, Bus Shelter and also varnish for the seats. The Councillors agreed that the Clerk could purchase the paint.
REFURBISHMENT OF WAR MEMORIAL
The Clerk had accepted the quotation by Barnham Memorials. The work should have been carried out by now so the clerk will chase this up.
She had also completed the grant application form from English Heritage. However, a letter has been received saying that our application was not to be submitted for consideration.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
Several finger posts have been replaced (as requested). Mr Sanderson has said that he now has the funding to buy the stone to fill in the steps so this work should be carried out shortly.
Seat on Cliff Road The seat had been damaged beyond repair during the bad weather. In the interests of safety the Clerk had arranged for A & E Cox and Sons to remove the seat and had requested a quotation for a new seat.
The damage had been reported by phone to our insurance company and the quotation has now been sent. The cheque to cover this work (minus the excess) has been received so Mr Cox has been asked to make the seat a.s.a.p.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch – The meeting is next week.
NATS – Councillor Foord had attended the meeting. He reported that the police had warned the driver of the red Corsa not to drive on the field. Councillor Wells reported that at the weekend two youngsters had been riding their motor cycles on the field. A watch will be kept to see if this happens again and if it does then the police will be informed.
Youngsters from Winteringham have been walking down to West Halton and causing problems there.
The local Police Team are having a walk around the village on Sunday 19th April. People are invited to stop them for a chat
Cemex – Meeting to be held on 24th April. Report of last meeting and a Quality Air Report received.
Village Hall - Work is well on. The builders are almost finished in the Hall. An official opening is being planned. The Parish Council now has its own Notice Board in the entrance.
The Schools Out Club has closed.

Items to bring to the Notice of the Chair/Clerk
Councillor Smith reported that the Mayor of North Lincolnshire has been ill and has had to have an emergency operation.
The Google Car has been around Winteringham taking footage for the internet Street View project.
Jubilee Gardens – the fencing around two sides is in need of repair. The Clerk will find out if these boundaries belong to the Parish Council.
The Clerk was asked to contact Mr David Jacklin to remind him that the field needs spraying for Clover and that the area around the Post Office corner needs spraying for the weeds which are beginning to grow. (Both jobs were booked last year but could not be done due to the very wet weather)
Next Meeting
is the Annual Parish Assembly on 5th May . Starting at 7.30pm. Followed immediately by the Annual Parish Council Meeting.
