Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th April 2010 in the Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 2nd MARCH 2010
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor K.Ashberry, seconded by Councillor H. Wells that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Water Side Drain – The drain has now been cleaned out apart from an area in front of Havendale. Ancholme Internal Drainage Board had replied to our letter saying that one of the residents had objected to the extent of the work being carried out and he had requested that the reed bed in front of his property be left undisturbed. This gentleman has been told that if there continues to be a problem then this area will be cleared.
b) Winterton Landfill Site – A letter has been received from Waste Recycling Group informing the Parish Council of potential development plans for Winterton Landfill site. They are still investigating the possible siting of four wind turbines and are also proposing to submit a planning application to develop an integrated composting facility.
c) ERNLLCA Training – ‘The Role of the Clerk’. Councillor Foord expressed his wish to attend this training. The booking form for a place on 28th April will be sent off.
FINANCIAL MATTERS
The Clerk had prepared the documents with reference to the auditing of the books for the year ending 31st March 2010. The Councillors were able to compare spending against the budget for the year.
The Councillors agreed these year ending reports and gave permission for them to be signed by the Chairman.
The Councillors agreed on payments to be made.
HIGHWAY MATTERS
Following the last meeting an e mail had been sent to Wayne Hill: a) Road surface on Ferry Lane – Nothing new to report.
b) Holes in road surfaces – A number are still awaiting repair, although some of the holes on Cliff Road were filled in.
c) Footpaths – request for slurry sealing was made but no response. Footpath in front of 16 School Road needs repairing and also the footpath adjacent to Earlsgate Bungalows needs the moss removing from it.
d) Drain in front of the Village Shop – Drain still needs repairing.
e) Town End Junction and Speed calming measures on Cliff Road - Letter had been received from Roy Hindmarsh of the Safer Road Team. The traffic on Cliff Road will be monitored for a seven day period to measure traffic flow and vehicle speeds. It will probably be the New Year before this is done but then the results will be collated and it will then be assessed to see if the location falls within the Speed Management Strategy. Once this has been done then the team will look at the junction layout. A reply had also been received from Steve Harrison of the Traffic Team to say that they would be assessing the situation. The Clerk will chase this up
f) Request for Salt Bin at junction of Hewde Lane/Cliff Road – No reply
g) Request for new Hewde Lane and Marsh Lane road name signs - No reply
New Issues
The bank on High Bugage, in front of No 8, needs repairing as the bricks and stones are loose.
PLANNING MATTERS
a) New applications – None received
b) Planning Permissions Granted 2010/0090 - Planning permission granted to erect a cycle shed at the Primary School
PLAYING FIELD
Inspections - Councillor Tong said that there were no issues which he wished to report.
New nets for small goal posts - Now that the weather is improving and the nights are lighter, Councillor Hill said that the nets would be replaced.
Tennis Nets – The Handyman will be asked to erect one of the tennis nets in the AWSF. The two nets in current use are in quite good condition and Councillor Bateman reported that she still has a new tennis net in storage at her home.
Refurbishment of Play Equipment The Clerk had reported that Winteringham have been successful in receiving a grant of £15,000 from the Playbuilder Year 2 Project. In reply to an e mail from the Clerk, Mr Martin Ely has requested an invitation to the next Council meeting to discuss the way forward. He apologised that the Acceptance Letter has not yet been sent out.
The Clerk was instructed to invite Mr Ely to attend a meeting on 6th May 2010 at approximately 7.30pm (i.e. after the Annual Parish Assembly)
Councillor Tong had asked two firms to quote for repainting the Play Equipment. In view of the developments with regard to the Playbuilder grant only the swings will now need repainting. Councillor Tong said he would explain this to the firms and ask for new quotes.
HANDYMAN
Mr Thompson has given the Clerk a list of paint which he requires: Magnolia, green, terracotta and wood varnish. Councillor Ashberry will liaise with him re. this purchase.
Mr Thompson had asked if a battery driven strimmer could be purchased. Councillor Ashberry told the meeting that Scunthorpe Lawnmower have a reconditioned one available at a cost of £35. The Councillors unanimously agreed to this purchase and a cheque was signed.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Councillor Dowson asked if a letter could be sent to Mr Charlie Crawford giving him permission to put a seat on the grass verge on Water Side. (In November 2009 the Clerk had received permission from Wayne Hill (North Lincolnshire Highways) for this seat to be put on the grass verge at the junction of Water Side and Marsh Lane). The Councillors instructed the Clerk to write to Mr Crawford
PARISH PATHS
An e-mail had been sent to Mr Sanderson asking if the posts would be replaced shortly and also requesting No Dog Fouling notices. No reply received as yet.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Leaflets had been distributed around the village.
NATS – Next meeting is on 29th April in Whitton Village Hall. On Monday 12th April there is a Neighbourhood Panel Meeting
Cemex – Next meeting is on 9th April
Village Hall – Nothing new to report
NEWSLETTER
It was decided that the next Village Newsletter should be distributed during the weekend 19th/20th June. A letter will be sent to the village organizations asking for all items for inclusion to be sent to the Editor before 5th June.

Fresh Start are arranging to hold a meeting during May, in the Village Hall.
Next Meeting
The next meeting will be the Annual Parish Assembly commencing at 7pm on Tuesday 4th May 2010. This will be followed by the meeting with Martin Ely and then the Annual Parish Council Meeting
The meeting closed at 8.45 pm .
Mr Edward Taylor introduced himself. He is from Voluntary Action North Lincs and he explained that he is hoping to set up a Youth Action Committee in Winteringham as a way to get young people involved in local affairs
