Minutes of the meeting of Winteringham Parish Council held on Tuesday 5th April 2011 in The Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 1st MARCH 2011
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor W. Foord, seconded by Councillor P. Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Meeting with Pam Dudson re Parish Council Networking – enquiries were made on behalf of the Emergency Action Team.
FINANCIAL MATTERS
The Councillors agreed on payments to be made this month.
The Clerk had prepared the documents with reference to the auditing of the books for the Financial Year ending 31st March 2011. The Councillors were able to compare the spending against the budget for the year. The Councillors agreed these year ending reports and gave permission for them to be signed by the Chairman.
HIGHWAY MATTERS
a) Numerous holes in road surfaces –Wayne Hill has been out to review the situation. Lots of holes have been highlighted for repair but he could not say when the repairs would be carried out. However, some repairs have already been carried out. The situation will be monitored.
b) Grips in grass verges – It was reported after the March meeting that grips needed recutting but no action so far.
c) Bollard at Mere junction – a new bollard has been fitted
d) Haven Bridge – the temporary ‘repair’ is still in place.
e) Street Lights - nothing new to report.
New Issues to be reported:
The footpath outside the village shop has been damaged whilst work was carried out on the electrical repairs/cables. The drain also appears to have been filled up with debris.
The brick culvert on the road side adjacent to Camp field appears to be collapsing.
PLANNING MATTERS
a) New applications 2011/0284 – Planning permission sought for extensions to raise the existing roof to create additional accommodation at first floor – 22 Cliff Road No objections or comments
2011/0293 – Planning permission request to construct a replacement electro static precipator at Cemex, South Ferriby Work No objections or comments
b) Planning Permissions Granted 2011/0068 – Planning permission granted to erect an agricultural building at The Grange, Ermine Street, Winteringham
2011/0203 – Planning permission granted to replace existing garage with a double domestic garage – Jacob Plot 11 High Burgage
The Clerk read out a letter she had received from Planning Dept about the objections they had received from various Town & Parish Clerks re the new way of sending Planning Applications by e mail. Councillor Foord said that he would raise this for discussion at the Liaison Meeting.
Also discussed was the proposal for a Caravan Club site for up to 5 vans on Marsh Lane – no planning permission is required for this.
PLAYING FIELD
Inspections Councillor Tong said that he had inspected the new equipment as well as the existing play equipment and there were no issues. The play equipment had been well used over the weekend.
Inspection by North Lincs carried out during March: ·Seat on roadabout is slightly chipped and needs monitoring.
·Teen Shelter – Offensive graffiti will be removed (and the Teen Shelter painted)
·Gate – does not close correctly
The Teen Shelter had been painted by North Lincs although they had not liaised with the Parish Council before doing this.
Holes in surface of AWSF/covers for post holes – Councillor Tong said that he was investigating a couple of options.
Nets on small goal posts – Councillor Hill had said that he would deal with these.
Awards for All Grant – SMP have installed the additional items of play equipment. These appear to be a ‘great hit’ with the children. The invoice has been received and will be paid and the ‘Completion Form’ sent off.
HANDYMAN
Nothing to report.
Councillor Ashberry said that she was going to supervise the cutting of the Nature Garden on Silver Street. Hopefully, if only the footpaths are cut then the wild flowers will grow back.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
The Clerk has been in contact with Colin Wilkinson about the width of the footpath across the back of the Ferry Lane field
Humber Banks – the Clerk had taken photographs of the damage to the banks (towards Ferriby) and e mailed them to David Sanderson, along with a photograph of the Kissing Gate which still needs repairing. (Councillor Dowson took copies of the photographs to show to a representative of the Environment Agency.)
The steps on footpath 318 and 315 (up onto the banks) still need attention.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch – The bi-monthly meeting will be held in April.
NATS – Meeting to be held on 12th April.
Cemex – Meeting to be held on 20th April.
Village Hall – Nothing new to report.
Emergency Action Team – still many issues under discussion. It was pointed out that the team is not there just for flooding but for all conditions and events which might need Emergency Action.
The team is looking into the possibility of purchasing sand bags (in case of flooding) and are seeking funding for this. It was felt that North Lincolnshire Council needs to be more flexible in its approach to Emergency Issues, e.g. assistance from farmers during winter weather conditions.
CORRESPONDENCE
North Lincolnshire Council a) Forthcoming Meetings – Already on notice boards b) Details of the election on 5th May and nomination papers c) Liaison with Parish Councils - Meeting on 7th April. Other correspondence received a) ERNLLCA – Notice of Annual Membership Renewal at a cost of £425.85; (£430 was allowed in the budget for this). To be dealt with in May
b) Came & Co Parish Council Insurance – the Clerk said that she would be contacting this company and various other insurance companies for quotes for the Parish Councils Insurance Cover.
Items to bring to the Notice of the Chair/Clerk
Town and Parish Council elections will be held on 5th May. Councillors standing for council were reminded not to destroy their Claim for Expenses Forms as it is understood that nil returns would be expected. It is understood that three of the existing councilors have decided not to stand for re-election.
The Village Phone Box is out of order – this will be reported to B.T.
The Clerk was asked to contact North Lincolnshire Homes about the fences adjacent to Nos. 2 & 6 Cliff Road (Earlsgate Bungalows) and also to mention the need to re-seed areas adjacent to these properties.
Localism Bill – Councillor Foord said that he had attended a conference re these proposals. He felt that it would be a step forward if Planning Issues were devolved to Parish Councils.
Next Meeting will be the Annual Parish Assembly on the 3rd May. The first meeting of the newly elected councillors will be on 10th May
