Minutes of the meeting of Winteringham Parish Council held on Tuesday 2nd August 2011 in The Tom Thrush Room at the Village Hall, commencing at 7.30pm

LINCOLNSHIRE ACTIVE COMMUNITY NETWORK
Mr Dave Carter explained to the Parish Council about Lincolnshire Active Community Network. He said that they had found that whilst Lincolnshire has many facilities many of these are not open to the general public and those which are only open at certain times of the day/week. He said that LACN work alongside Planning Depts. to ensure that green spaces do not disappear and that village halls remain open.
Mr Carter handed out packs of information to the Councillors and in these packs was lots of information about activities which are already taking place. LACN can help clubs and organizations to find grants. Details are put out on their web site. LACN can also help to create a questionnaire which can be distributed to local residents to find out what events/sports they would like to see organized.
Details of any cost to Village Halls/Parish Councils are itemized within the pack but LACN also do a profit sharing scheme. The initial contract for this is for 5 years but either party can review this if they feel it is not working.
Councillor Ashberry thanked Mr Carter for attending the meeting and talking to the Parish Councillors.
MINUTES OF THE MEETING HELD ON 5th JULY 2011
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Holgate, seconded by Councillor Foord that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) In her e mail of 6th July Flora Harding, who is the Tree Officer for this village, said that she will send a copy of her survey once it is completed. E mails have been received from Flora giving details of work to be carried out on trees in the village.
b) Problems reported to North Lincolnshire Homes - some grass areas have been cut and the fences will be replaced later.
c) Nature Garden on Silver Street - Councillor Bell has spoken to the 'hedgehog man' and as soon as he is available he will come along to give his advice. Councillor Ashbury is also seeking advice about sowing wild flower seeds and the cutting of the grass in this area.
d) Jubilee Gardens - Lots of work has been carried out on the trees and undergrowth in this area. Jan and Pete Hilton have done a lot of the clearing, assisted by Councillor & Mrs Bell, Councillor Ashberry and Mr Norm Thompson. Councillor Ian Dowson was thanked for providing the 'boxes' and removing the rubbish. Plans are in hand for the 'replanting' and most of the plants will be donated.
e) Winter Service Review Consultation Meeting - Councillors Ashberry and Foord had attended the meeting. They said it was an interesting and most informative meeting.
Amongst other item discussed was salting of roads and the provision of salt bins. North Lincolnshire simply cannot bring in and store any more salt. Communities are expected to 'self-help' and in the future it is possible that they will be asked to be responsible for 'their own salt'.
Local people can now salt the footpaths and a register will be kept of local farmers who can clear the roads if necessary.
Several of these meetings have been held and the information from these meetings will be co-ordinated and North Lincs Council will provide feedback to Parish Councils.
f) Training for Councillors on the 'Role of the Clerk' - Confirmation of two places for Winteringham Councillors received.
FINANCIAL MATTERS
The Councillors agreed on payments to be made this month.
The Clerk reported that the External Auditor had signed the Audit Report and had not made any comments.
PURCHASE OF HESSIAN SACKS BY THE EMERGENCY ACTION TEAM
HIGHWAY MATTERS
a) Haven Bridge - After the last meeting the Clerk had once again contacted the Bridge Officer and also the Environment Agency. Councillor Rounce had reported to the Clerk that a wooden fence had been constructed in front of the Environment Agency compound. The Bridge Officer says that works on the metal bars may be carried out later in the year.
b) Holes in road surfaces and subsidence on Suttons Hill - Mr Wayne Hill, from Highways Maintenance, had contacted the Clerk. He said that an officer will come out once again to look at the subsidence and also to look for any holes in the road which need filling in.
c) Hole on A1077 -has been filled in
d) Grips in grass verges - the cutting of grips is on a 'rolling programme'. Mr Hill will let us know when the grips around Winteringham will be done.
e) Footpath & drain outside village shop - Mr Hill said that the officer from Highways will look at this when he comes into the village. The drain has recently been cleaned out (along with all the other drains in the village)
f) Street Lights - Reported once again that two lights are out in Meggitt Lane.
g) Weeding of path and banks on High Burgage - Neighbourhood Services had been asked to spray these areas. This had been done and Mr Thompson has now removed all the dead weeds.
h) Cliff Road Name sign - new sign will be ordered but in the mean time a temporary sign will be displayed by the Parish Council.
New Issues
The Clerk has reported that the tree on A1077 (up from the garage) needs trimming back as it obscures a drivers view of oncoming traffic. Councillor Ogg said that an officer from Highways would be coming out to look at this problem (along with several others) on Wednesday 3rd August.
PLANNING MATTERS
a) New applications 2011/0809 - Planning permission sought for the construction of a new pitched roof upon existing flat roof at Cemex Works - Councillor Foord reported that this permission had already been refused. 2011/0819 - Outline Planning Permission sought to erect a dwelling at the rear of 3&5 West End, Winteringham. - The Parish Councillor did not wish to make any comments or objections
b) Planning Permissions Granted - Nothing outstanding
c) WF/2011/0528 - Proposal is to site four wind turbines and associated infrastructure including a temporary access from Top Road at the Winterton Landfill Site. Waste Recycling have sent a letter answering some of the comments/objections which have been made.
d) Possible breeches in Planning Permissions
* PA/2011/0203 -the construction of a double garage at Jacobs Plot. The Parish Council had been told that the Enforcement Officer would come out to review the possible breeches in the planning permission.
* Construction of Garage on School Road - still waiting to hear from the Enforcement Officer.
The Clerk will ask for an update from the Enforcement Officer on these two issues
* Trees cut down on Silver Street (Bramble Lane) - e mail received from the Enforcement Officer in which she says that the developer has been told that North Lincs Council will not be taking any action but he has been reminded that it is an offence to remove trees in a conservation area and if he needs to remove more trees he must contact the tree officer.
PLAYING FIELD
Inspections and Holes in surface of AWSF/covers for post holes Councillor Tong was not present at the meeting to report on these issues.
Small goal posts - Councillor Bell reported that these frames are broken. It was therefore decided that Councillor Dowson would contact Mr Fletcher to ask him to carry out some welding as soon as possible.
HANDYMAN
The lawnmower has been repaired at a cost of £46.70 (inclusive of VAT).
Councillor Ashberry said that Mr Thompson has not been well and she feels that sometimes he is struggling to cope with the tasks expected of him. She asked the Councillors permission to have a word with his daughter so that she can suggest that Carol assists him if necessary.
The Councillors unanimously agreed that a pair of long handled shears could be purchased.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Wooden frame around footpath map on Jubilee Gardens - Councillor John Wilkinson said that the frame needs replacing. He will do this before winter.
PARISH PATHS
The Clerk had reported the bull in the Croft Field.
Colin Wilkinson had sent an e mail in response to an enquiry by the Clerk re FP316. It appears that he still has not contacted Mr Duck to ask if he would be willing to permit this footpath to be a greater width.
The thorn hedge along F.P.316 needs cutting and the bridge (over into Croft) is rotten. These will be reported to Mr Dave Sanderson.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Next meeting is in September
NATS - Meeting next Thursday.
Cemex - Meeting was on 29th July. The offices are currently being refurbished and work is on going on the dust collecting unit.
Village Hall - The Open Garden Event is on 7th August. (North Lincolnshire Council has removed some of the signs which had been placed on the telegraph poles in nearby villages. The officer that Councillor Foord had spoken to said that they are clamping down on Fly posting. He had given permission for just 8 signs to be put up).
Emergency Action Team - on going. Hopefully someone from the Environment Agency is coming out to the next meeting.
Next Liaison Meeting with North Lincs is on 22nd September

Items to bring to the Notice of the Chair/Clerk
Cemetery - Mr Stuart Brown had spoken to Councillor Ashberry and had offered the village a piece of land for a new grave yard on Cliff Road. There are only approximately ten places left in the church yard for burials. The Councillors had doubts about the feasibility of this grave yard.
Discussion on the Presentation by the gentleman from Lincolnshire Action Community Network It was agreed that the Clerk should e mail Mr Dave Carter to say that the Parish Council/Village Hall were interested in working with LACN to provide activities within the village
