Minutes of the meeting of Winteringham Parish Council held on 17th Aug. 2004 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE JULY 2004 MEETING

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Wortley, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Anti-Social Behaviour - In reply to her letter to Inspector Rutty, the Clerk had received an e-mail from him. Inspector Rutty says that he had researched the problem in Winteringham and the police had only received two calls in June. Once again he urged residents to call the police when incidents occur as this is the only way that he can monitor the situation.

    Councillor Alan Smith told the councillors about a new committee which is meeting on Thursday 19th August at the George Hotel in Winterton. This committee has been set up to deal with anti-social behaviour and members of Winteringham Council would be welcomed at this meeting. He reminded everyone that the problem is being caused by a small minority of the youngsters.

    b) Grass Cutting of the Verges - The Clerk has again been in contact with Mrs Button and also spoken to Mr Wayne Hill of the Highways Dept about the verges on Hewde Lane. Mr Hill said that he would have a word with Mrs Button as he did not see why the verges were not being cut.
    Mrs Button had written to say that as Mr John Wilkinson regularly cuts the grass in front of the Old Post Office, the team would not be cutting it until the Parish Council requests otherwise. She had contacted Mr Stuart Dodson about the trees in this area.

    c) Event on 4th September - Liability Insurance. A letter has been received from the Fund Raising Committee along with a copy of their Insurance Cover.

    d) Insurance Cover for the Planter. - The schedule has been amended but there will be no extra charge for this year.

    e) Seats adjacent to the Bowling Green. - The Clerk had reported the vandalism to the Insurance Company and has received a Claim Form to complete. However she is still awaiting a quote for new seats.

    f) School Fence - A letter had been sent to the Head Teacher and she had thanked the Council for bringing the matter to her attention and promised that the fence will be repaired as soon as possible.

FINANCIAL MATTERS

    The report prepared by the Clerk was presented and payments to be made were agreed.

    The Clerk has received the External Auditors Certificate and Opinion for the External Audit of the Accounts for the year ending 31st March 2003. There were no matters which gave the auditor cause for concern.
     
    Mr Martin Fish had carried out the Internal Audit for the year ending 31st March 2004.

HIGHWAY MATTERS

    a) A1077 /Cliff Road Junction - Following the report in the Evening Telegraph in which it was stated that Highways Dept had liaised with the local parish councils, the Clerk had requested a meeting with Mr Popple.

    Councillors had been informed and three were able to attend the meeting which was held at the junction. Mr Popple and two engineers were present. Mr Popple had apologised for not liaising with Winteringham Parish Council. However he said that this meeting was simply to tell them what was happening and when. He did not wish to listen to the objections of the Councillors or to hear the comments of the people from Winteringham who use this road daily.
    Since the meeting a letter had been received from the Engineering Projects Manager, Mr J. Wilson giving details and dates of road closures.

    The councillors discussed the roadworks and the new junction but decided to wait until the works were finished before giving their final opinions.

    b) Western Green Verge - Mr Wayne Hill had phoned the Clerk to say that more work will be carried out on the verge in an attempt to solve the problem. The verge will be criss-crossed by a herringbone system of pipes. (This work had actually started earlier in the day.) Mr Hill also said that the footpath would be laid at a later date.

    c) The Low Burgage name sign (opposite the Alley ) and the Harrison Close name sign will be repaired or replaced.

    d) Handrail at the side of the steps up from the Butchers Shop to the telephone box - Mr Stuart Kemp will be looking at the feasibility of putting in a hand rail.

New Highway Matters

    Tree Pruning at 22 Silver Street - some necessary work has been carried out on trees that overhang neighbours property and to remove three sucker trees.

    Street Light in Meggitt Lane - this light is still obscured by the trees. Street Lights on Ferry Lane and West End are out and this has been reported to Highways Maintenance Dept.

    The councillors were concerned that an area outside 19 Back Lane has been ‘tiled’.
    They think this area is part of the highway and asked the Clerk to mention it in a letter to Wayne Hill.

PLANNING MATTERS

    New Planning Permission Requested
    2004/1133
    Outline Planning Permission sought to erect one bungalow on a Plot
      at 63 West End (see refusals)

    2004/1239 - Planning Permission requested to erect a two storey extension
      to 47 West End.
    The councillors had no comments or objections which they wished to make.

    2004/1265 - Planning Permission requested sought to erect a detached garage with accommodation over and an extension to the dwelling at 16 Marsh Lane.
     
    The Councillors said that as long as the extension was ‘in keeping’ with the rest of the cottage then they saw no reason to object. However, they did think that the erection of a garage with accommodation over should have been a separate issue. They felt that this could be classed as a new dwelling and would like to see a restriction on it if planning permission is granted.

    2004/1266 - Outline Planning Permission sought to erect a detached dwelling on land north west of 27 Ferry Lane.

    The Councillors asked the Clerk to comment that once again they are concerned about the main drainage in Ferry Lane and also about the increased traffic on a very narrow lane.

    Refusals
    2004/1090
    - Permission refused for a detached house on Plot 3 Glebe Farm
    This application was refused as the dwelling was considered to be too large and out of character within the conservation area. Also the design and siting would have an impact on mature trees and the site lies within a high risk flood area.

    2004/1133 - Permission refused for one bungalow to be erected at 63 West End.
    This application was refused as the plot is outside the building boundary.

    Extensions to 19 School Road
    The owner has commenced work without any planning permission. He has been told that he must apply for permission

    Listed Cottage in front of 22 Silver Street
    The owner had employed a team of men to demolish this cottage but this was stopped due to phone calls from Parish Councillors to North Lincolnshire Council. Mr Rychlak from the Development Dept came out and told the workmen and the owner that work must stop as this was a listed building. An Enforcement Order has now been served on the owner.

PLAYING FIELD

    Portable Goal Posts
    The posts are now back in position on the field. Invoices have been received for the work to weld on the extra pieces and for the ‘securing points’.

    The fact that these goals are now secured into the ground will be mentioned to the committee planning the Village Event on 4th September. (Councillors Rowbotham and Wortley will liaise.)

    Inspections
    The work required following the inspection by Wickstead Leisure will be carried out in September when the children go back to school.

    Councillor Rowbotham gave a report on the inspections he has carried out. He said that the moss on the AWSF is growing once again; the paint on the teen shelter is chipped and the mesh fence around the AWSF needs attention. Councillor Rowbotham also pointed out that very shortly the council will need to consider the purchase of new nets for the football goal posts.

    Work by Probation Team
    The Clerk had rung the Probation Service and had been told to write to Liz Adams to ask about their team coming out to paint the play equipment.

    Comments by Mr Don Johnson
    Mr Don Johnson has asked if the Council will give permission for the main area of grass to be treated for killing the clover. The councillors do need wish for this work to be carried out.

    Mr Johnson has also said that he will be treating the Bowling Green area with a suitable weed killer. This will be done late one evening. The councillors saw no reason to object to this.

HANDYMAN

    The Councillors had said that as Mr Jacobs had tendered his resignation and it had been accepted then the position of Handyman should still be advertised. Mr Jacobs had been told of the decision but also asked if he would like to reapply. The Clerk had put up notices advertising the position but the only applicant was Mr Jacobs.

    The councillors were happy for the Clerk to issue Mr Jacobs with a new contract and an amended list of jobs to be carried out.

PARISH PATHS

    Nothing new to report.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    The new window and outside door for the Council Room had been fitted. The invoice has been received.

    The seat on Winterton Road has been repaired and the invoice for the work has been received.

    The B.T. Inspection Cover at Marsh Lane/West End corner has been damaged. The Clerk had reported this immediately to Highways Maintenance Dept and a team of men were sent to erect a warning barrier. Mr Wayne Hill had said that he would report the matter to B.T.

    The Councillors discussed the problems being caused by the heavy lorries coming through the village to the site of the new pumping station on the Humber banks. The drivers of these lorries are inconsiderate and at times rude. The village roads are simply not wide enough to accommodate vehicles of this size.

    When the Planning Application was made no consideration was given to this problem and no forward plans made. There are no route signs and damage is being caused to the lane from Ogg’s Farm to the bank. This lane is maintained by the Parish Council. The Clerk will contact the Drainage Board and also Planning Dept.

REPORTS FROM REPRESENTATIVES

    Village Hall - Nothing new to report.

    Neighbourhood Watch - Nothing new to report. The main issue discussed at the last meeting had been anti-social behaviour.

    Rugby Cement Works
    - Councillor Ian Dowson reported that he had attended a meeting where the main topic was the burning of rubbish.

    The committee organising the event on 4th September has asked for permission to put up the bunting on the Friday evening prior to the event. The councillors had no objections.

    The meeting closed at 9.20 pm.
