Minutes of the meeting of Winteringham Parish Council held on 16th August 2005 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Present:

    Parish Councillors J. Bateman, (in the chair), D. Borrill, I. Dowson, E. Harrison, P. Hatton, P. Rowbotham , Z. Sullivan.
    North Lincolnshire Councillor A. Smith
    P.C. Sewell, Mrs Norah Stocks and a group of young people.

The Chairman invited P.C. Sewell to address the meeting.

    He explained that in November 05 the local police will once again under-go re-structuring. The Barton team will be reduced to three officers. It is very unlikely that there will be a Neighbourhood Officer covering Winterton and the surrounding areas. He said that at the present time crime is down in our area but this may alter if/when there is less police presence.

    The Councillors said that the only real concern in Winteringham is the groups of youngsters who roam around being a nuisance. Since there has been a police clamp down in Winterton the youngsters do appear to come over to Winteringham to gather.

Mrs Norah Stocks then spoke to the Councillors.

    She asked if the Council would consider putting an extra wall in the Teen Shelter. This wall is needed as a barrier against the weather. She said that at the present time the shelter is not really usable during bad weather. P.C. Sewell said that perhaps the answer was to consider a removable panel. If this did not work then it could be removed at a later date. He felt that the problems do become less when the youngsters are gathering where they should meet and not on the street corners, etc.

    The Councillors explained that the builder would be on site in early September and the construction of a fourth wall would be discussed with him. If it is feasible then a quotation would be requested. Mrs Stocks thanked the Councillors on behalf of the young people and said that they were willing to assist in raising money towards the cost.

MINUTES OF THE MEETING HELD ON 5TH JULY 2005

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Harrison, seconded by Councillor Sullivan that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Vacancy on Council - Despite the fact that this was advertised in the Press as well as in the village, only one person has come forward (after the closing date) to request that she be considered for the vacancy. Miss Kay Ashberry has sent a letter expressing her interest. The Councillors decided to invite Miss Ashberry to come along before the meeting on 4th October for an informal chat. She will then be invited to stay for the meeting.

     b) Anti Social Behaviour and Under Age Drinking - The Councillors felt that there had been a slight improvement with the situation over the last couple of months. Taking the seat out of the bus shelter and painting the wall a dark colour does seem to have discouraged the youngsters from gathering in it.

    c) New Filing Cabinet - As instructed the Clerk had purchased a new four drawer cabinet.
    North Lincolnshire Council have also promised us a filing cabinet.

    d) Youth Project - The Clerk had written to Mrs Wingate and also to the Young People. In her reply Mrs Wingate says that unfortunately the Youth Project felt that Mr Jacobs idea of the youths helping to paint the Teen Shelter was not feasible due to Health and Safety issues.

    The young people had been very disappointed to hear that the council were not in favour of a fourth wall in the Teen Shelter. (See the notes at beginning of the minutes).

    e) Letter sent to YEDL re. disruption to supplies - No reply received.

    f) Refurbishment and alterations to the Village Hall - the Clerk had replied giving the Councillors’ comments about the proposals. Mrs Wingate had replied on behalf of the Village Hall. She confirmed that there would be adequate storage facilities for the Council’s filing cabinets. As a regular user the Parish Council would be able to arrange their bookings annually and that they would have priority over casual bookings. The second hall would be suitably furnished with tables and chairs.

    A further letter has been received from Mrs Wingate saying that the Management Committee are investigating a further grant and they are asking if the Parish Council would consider applying for the planning permission - hopefully this would then save 50% of the cost of the planning fee.

    Councillor Bateman declared her interest and this was recorded. The Clerk advised the Councillors that this expenditure had not been part of the Budget or the Precept and that the Village Hall had already received the grant of £400 (which was part of the Budget/Precept.)

    A long discussion took place. Councillors Dowson proposed that the Council paid the cost of this Planning Application. This was seconded by Councillor Rowbotham and unanimously agreed. (As she had declared her interest in this matter, Councillor Bateman did not vote.)

    g) Trees on West End - Andrea Ellis has replied and the trees will be pruned although this may not be for some weeks.

    h) Drainage Dyke on Waterside - The clerk has received a telephone call following the letter to the Environmental Health Dept. This matter is under investigation.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and payments to be made were agreed.
     
    The second instalment of the precept has been paid into the bank account. (£5,000)

    The Clerk reported that the documents for the External Audit had been sent off.

    A letter of thanks for the grant has been received from the Village Hall committee

    A letter has been received from HSBC informing the Parish Council that the Winterton Branch will close in November 2005. The Clerk was asked to reply on behalf Of the Council expressing their concerns at this news.

HIGHWAY MATTERS

    a) Request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box - E-mail from Stuart Kemp apologising for the delay. He has been off work following an accident and the matter has now been passed over to Mr Danaei. The Clerk will e-mail Mr Danaei for an update.

    b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - Instructions have been issued to refurbish any defective markings around the village..

    c) Junction of A1077 and Cliff Road - Nothing new to report.

    d) Silver Street - Damaged marker posts should have been replaced by now. (Councillor Dowson said that he did not think that this work had been done.)

    e) Village name signs - To be cleaned or replaced. The Clerk was asked to report that the Village Name Sign on Silver Street is lying on the bank.

    f) Signs on West End - Mr Hill was going to contact Traffic Dept to find out what had been done.

    h) Caravan parked on Back Lane - This is still parked on the road.

    i) Lorry parking on Southside - Several letters have been exchanged been the Parish Clerk and the owner. When the owner brings home his lorry he now appears to be parking it in the car park of the Bay Horse. However, if he comes home in the van he does expect to be able to park outside his own home. Unfortunately his neighbours also feel that they have the right to park directly outside their own home and they have been seen to “double park”

    k) Cars Speeding around the village - No reply from the Police.

New Highway Matters

    The wall of the drain on side of Suttons Hill had collapsed. After the heavy rain storms the drains throughout the village do need cleaning out.

    The Clerk will also contact Andrea Ellis at North Lincs Council to report that there are some branches of trees on Low Burgage which need pruning as they are growing through the telephone wires.

PLANNING MATTERS

New Planning Permissions Requested:

    2005/1079 - Consent requested to fell an Acacia tree and to prune 6 Yew Trees at 5 Western Green.
    On the instructions of the Chairman, a reply had been sent saying that although the Councillors did not wish to encourage the felling of any tree, they did accept the need for all trees to be managed in the correct way by professional people. Mr Ian Goldthorpe has replied to this letter saying that the tree has been assessed by an Arborist and it is now leaning to such as extend that it would be difficult for North Lincs Council to resist its removal

    2005/1195 - Permission requested to erect a detached dwelling and garage on Plot 3 Marsh Lane (original application refused in July 2004).

    The councillors felt that this was still a very large house in relation to the size of the building plot and also it would be very “over powering” for the people living in the bungalows opposite.

Permissions granted

    2005/0846 - Permission given to erect a two storey extension including demolition of
      existing garage at 4 Market Hill

    2005/1008 - Permission granted for the erection of a first floor extension and the installation of velux windows in the roof of Manor Cottage, 21 Low Burgage.

Permissions Refused

    2005/1029 - Demolition of the barns on land south of Leaberry House, Ferry Lane.

    2005/0959 - Demolition of existing barn and erection of new dwelling and garages on land south of Leaberry House, Ferry Lane.

    2003/0715. Land at No 1 Mere Farm Cottages - .
    E-mail from Martin Wilson who says that if Mr Foord does not comply with the enforcement Order then he is looking into the possibility of North Lincs carrying out the work and charging him.

    Application 2004/1498 - 19 School Road. In his e-mail Martin Wilson says that he is looking into the claim that the outbuilding was attached to the house and if this is the case then the extension will only just breach the permitted development allowance.

PLAYING FIELD

Disability Discrimination Act

    Mr Wayne Crowcroft has written to say that the work will be completed in week commencing 12th September.
    The fencing has been delivered to Councillor Dowson. An invoice has been received for the fencing.

    Councillor Borrill was asked if he was able to assist Councillor Dowson to liaise with Wayne over the work. Unfortunately he is on holiday w/c 12th September. It was decided to hold a short meeting on the Playing Field at 6.30 on Wednesday 17th August when the Councillors will look at the plans and discuss the work to be done. The Clerk will supply Councillor Dowson with copies of the plans and other relevant information.

    Fencing around AWSF
    Councillor Rowbotham had repaired the fencing. He was thanked by the Councillors.

    Conifers at west side of AWSF
    To be pruned back by the Neighbourhood Services Team in late September/early October at a cost of £152.65 (plus VAT)

    The team was also asked to sweep the surface and treat the area for the moss.

    Wicksteed Leisure
    As requested the Clerk had contacted the firm and the cost of replacing the damaged barriers on the Multiplay System will be £394.96 plus £300 for fitting. The Councillors instructed her to order the barriers.

    Councillor Rowbotham ‘s report.
    Generally everything was fine. Litter was minimal and the area seemed tidier than in recent months. The Teen Shelter and the Play Equipment still need painting..

    Work by Probation Team
    Nothing heard from Liz Adams. The Clerk had tried to contact her but Liz had been on sick leave.

    There had been a report about another team of workers in the Evening Telegraph. The Clerk was asked to contact them to see if they would be interested in doing the painting.

    Motorbikes on the field
    There are now several young people with motorised scooters and small motorbikes. They are riding around the village both on the road and on the paths as well as racing around the Playing Field. The Clerk will report this to the Police and the young people will be warned that the Police do have the power to confiscate these motorbikes if they are used in public places without insurance.

HANDYMAN

    The seat at the junction of Silver Street and the A1077 has been repaired.

PARISH PATHS

    Mr Sanderson had attended a meeting with the Clerk and Chairman on Thursday 7th July at 3pm to discuss the village footpaths. He said that all the way marker posts will be replaced later in the year.

    The promised “No Horses” signs have been put up. However already the sign on Footpath 18 has been vandalised.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Request received for trees to be planted behind the seat on Ferriby Road Corner - Councillor Dowson had spoken to the farmer who owns the field directly behind the seat and there is no objection to the council planting some trees as a windbreak.

REPORTS FROM REPRESENTATIVES

    Village Hall - (All the news had been reported in the letters received.)

    Neighbourhood Watch - New representative needed.
    A NHW meeting was being held this evening.

    Rugby Cement Works - Councillor Dowson reported that everything seems to be going very well under the new ownership. The plant is the most efficient in the country and costs have been reduced.

The Clerk will write to Mrs Smith saying that the Councillors have no objections to the gazebo being put up but that she would need insurance cover and they would need to see a copy of this.

Next Meeting

    The next Parish Council Meeting will be held on 4th October 2005 commencing at 7.30 pm.

    However Miss Ashberry will be invited to attend an informal interview prior to the meeting (7pm). The Clerk will ensure that the Councillors know if she accepts the invitation.
     
    The meeting closed at 9.55 pm.
