Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 15th Aug. 2006 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Present:

DISCUSSION WITH P.C. SEWELL

    Councillor Bateman welcomed P.C. Jeff Sewell to the meeting. She said that she felt that the main concern at the present time was the anti social behaviour of the youths in/around the Teen Shelter. The older ones (who are not necessarily from Winteringham) are intimidating the younger children so that they are afraid to use the Teen Shelter. Hypodermic needles have been found and also a bag containing a small amount of amphetamine.

    The police van has been around but Councillor Ashberry asked why it could not come more frequently. P.C. Sewell said that this was entirely due to lack of resources and he felt that the young people should be told that if they continue to abuse the shelter it would be removed.
    He said that he had carried out ‘stop and search’ and that he was more worried about the ‘booze’ problem.

    At the present time Humberside Police are setting on P.C.O.s and hopefully the next officer will be trained and stationed to work alongside P.C. Sewell. The Councillors stated that Winteringham does need more police presence but PC. Sewell said that he could not make promises - there is simply not the manpower. However, he hoped that the P.C.O.s would help to solve the problem.

    Mini motos and trial bikes are still being ridden illegally in the area - the police are tackling this problem. The Councillors asked if there is a law about who can buy petrol. Jeff Sewell said unfortunately there is no age limit but the seller must be careful to whom he sells petrol and that he warns the garages not to sell to youngsters. His best advice is that parents do not buy these bikes until the new centre is opened so that they have somewhere to ride. It is illegal to ride on any public places or on private land unless you have the specific permission of the owner.

    Winteringham Neighbourhood Watch want to do a leaflet drop about drug usage but P.C. Sewell felt that this was a ‘bit over the top’ and could lead to more problems than it solved.

    P.C. Sewell then left the meeting to attend the Neighbourhood Watch meeting, which unfortunately clashed with this meeting.

MINUTES OF THE MEETING HELD ON 4th JULY 2006

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor D. Borrill, seconded by Councillor K Ashberry that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Refurbishment and alterations to the Village Hall - the application to Cemex for help with funding will be discussed by the firm in September. The replacement doors for the kitchen units have been received and will be fitted shortly.

    b) Access Path to electricity sub station - The Clerk had written to CE Electric UK to request that this path be cut back and tidied up. This work has now been done.

    c) Tesco - Ian Cawsey, MP has been in contact with Tesco and he had sent a copy of their reply. At the present time there seems no likelihood of their delivery service being extended to Winteringham/

    d) Waste Recycling Liaison Meeting - The area manager, Mr Neil Smith is not available on the suggested date. Waiting to hear the new date for the meeting.

    e) Cottage at Walnut Farm - Work has been carried out to make this listed building safe. However the legal formalities are still being completed so restoration work can not start until these are completed.

    f) Affordable Housing - A letter had been sent to Mr Broadmeadow telling him that the Councillors did not feel that there was a need in Winteringham

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed that the invoices received should all be paid.

    Work has been completed on the External Audit without any problems. The only comment made by the Auditor was that the Fidelity Insurance cover should be extended to cover Councillors. The Clerk will write to Allianz Cornhill Insurance.

HIGHWAY MATTERS

    a) White Lines in the centre of the road and the state of the road surface at the junction of High Burgage/Silver Street have been repainted. The road has now been surface dressed so hopefully the white lines will be repainted shortly.

    b) Village Name Signs - Mr Hill had said that that these would be cleaned at the beginning of July and that they would be assessed at this time.

    c) Road Edges along the Bus Route - some work has been done to fill in the edges. A short area of Silver Street had been resurfaced. However several drivers have mentioned that there are still problems as passing the bus means going into deep holes along the road edges. This will be reported.

    d) Harrison Close name sign - A new name sign has been ordered

    e) Calming Measures near School - Mr Hill has passed this on to his colleague in Traffic Dept.

    f) Holes in road surface on West End - These have been filled in.

    g) Grass Verges on Cliff Road - These have now been cut.

    h) Post on Triangle - All the posts on the grass triangle on Back Lane have been replaced.

New Highway Matters

    Secondary Salting routes - Letter from Chris Peam giving the roads in Winteringham which are included in this list. The Clerk will write and request that School Hill/Market Hill, Frost Close and Cliff Road be included.

    The Clerk was asked to ring and report that the road drains around the village need cleaning out. She will mention that the Cliff Road drains, Suttons Hill drain and the drain outside the Post Office (which is blocked with builders rubble/cement) need special attention.

    The councillors discussed the provision of additional name signs to make sure that the ‘old village names’ for certain roads do not die out, i.e Booth Nooking Lane, Rotten Sykes Lane, Composition Lane and Tom Thrush Lane. The Clerk was asked to contact Mr Wayne Hill at Highways Maintenance Dept to find out if it would be possible for these name signs to be erected and if so would there be a cost incurred.

PLANNING MATTERS

    New Planning Permissions Requested:
    2006/1050 -
    Permission requested to change use of land from agricultural to domestic garden at Willow Tree Lodge.
    The Councillors had no objections or comments

    2006/1051 - Permission sought for the erection of a detached dwelling on land adjacent to No7 Meggitt Lane.
    The Councillors objections and comments had been recorded and sent to the Development Control Officer.

    2006/1074 - Notice of intention to fell nine plum trees within a conservation area at Byrne, 36 Western Green.
    No objections or comments

    2006/1145 - Permission sought to change use of residential to retail and also for a new shop front with a retractable canopy at the Post Office, High Burgage.
    The Councillors had no objections or comments.

    2006/1147 - Permission requested to erect an extension to kitchen and restaurant and for the creation of a new staff toilet at Winteringham Fields.
    The Councillors had no objections although comment was made that if Winteringham Fields continues to expand then in the future the car park could prove too small. (The situation will be monitored)

    2006/1189 - Permission sought to erect a 19 metre telescopic amateur radio mast with antenna in rear garden of 36 Cliff Road.
    The Councillors comments and objections will be sent to the Planning Dept.

    2006/1218 - Permission requested for a first floor extension to provide manager’s accommodation at the Bay Horse Inn.
    No comments or objections.

    Appeal Decision
    The appeal has been allowed and planning permission given to demolish the barn and erect a new dwelling and garages on land south of Leaberry House, Ferry Lane. Conservation area consent was also granted.

OTHER PLANNING MATTERS

    No 19 School Road - Nothing new to report.

    No 23 School Road - Neighbours had complained that they believed that the owner is running a business from his home. The Enforcement Officer had been contacted. The owner has now been told that if he has more than one commercial vehicle at home he will need planning permission and also that he needs planning permission for the shed in his front garden.

Other Issues

    The Councillors asked the Clerk to find out if two properties - i.e. 83 & 85 West End - had applied for planning permission for change of use of land when they had extended their gardens in 2004/2005.

PLAYING FIELD

    Inspection
    Councillor Rowbotham reported that although the youths do produce a lot of litter and broken glass, on the whole the field is being kept as clean and tidy as possible.
    It was reported that the concrete seat in the Teen Shelter has been damaged. The Clerk was instructed to contact Mr Wayne Crowcroft and to get the seat mended as soon as possible.

    Reply to letter to North Lincs Council re Inspections
    Follow the Annual Inspection by Wicksteeds the Clerk had written to North Lincolnshire Council asking for their advice re a three monthly inspection by a trained person. North Lincolnshire would carry out this inspection every three months at a cost of £65.38 per visit.
    The Councillors decided to accept this offer and the Clerk was instructed to write requesting inspections in September, December and March.

    When the AWSF was refurbished, the contract with North Lincolnshire Council for sweeping and moss clearing had been cancelled, however the Councillors now wondered if this was false economy and asked the Clerk to write and find out the cost of moss prevention measures.

    This work had been carried out by Mr Norman Thompson at a cost of £24.

    AWSF
    The cheques for the grant aid were received and Hemswell contractors have now been paid for the work. The Parish Councils contribution towards the costs was £80 (plus the VAT which can be reclaimed). See attached sheet.

    Work by Wicksteeds

    As instructed, the Clerk had requested that the work be carried out on the Pineapple Whirl. The work will be done in September when the children have gone back to school.

    Hewde Lane Hedge
    The Clerk had written to Mr Russ Walker and he has telephoned to say that he will look at the work required and put a quote together.

HANDYMAN

    Mr Ken Jacobs hurt his knee in July and only worked 8 hours.. The Clerk and her husband did some clearing up but now Mr Norman Thompson has agreed to keep the Teen Shelter, Jubilee Gardens, etc clear of rubbish and also do some grass cutting.

    Mr Thompson has carried out this work throughout July/August and has expressed an interest in continuing doing this work. He will be asked to continue for the near future and the issue will be discussed at the meeting in October.

PARISH PATHS

    Mr Sanderson had attended a meeting with the Chair and the Clerk to discuss ‘positive signposting’ for the paths. A letter has now been received from Mr Sanderson giving details of the wording of the sign posts. Councillor Bateman had checked through the list and could not find any amendments which needed to be made. The Clerk will write and inform Mr Sanderson.

    Footpath 316
    Mr Sanderson is still sorting out the problems with this path.

    The hedge was cut back but unfortunately some of the ‘thorny’ cuttings were left on the path. Mr Sanderson said that he would arrange for these to be cleared up.

    Footpath 32
    This path adjacent to the cement works has been way cleared and the overgrowth cut back so that the way marking is clearly visible.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

REPORTS FROM REPRESENTATIVES

    Village Hall - See earlier in the minutes. Also, the representative requested that Mr Thompson be asked to clear up the grass cuttings off the footpaths around the hall so that debris was not trampled into the hall.

    Neighbourhood Watch - Councillor Ashberry reported that the Neighbourhood Watch was holding a meeting that night. She thought that the main issue up for discussion was the use of drugs.

    Cemex - Councillor Dowson had attended the meeting on 21st July. He reported that there was on-going investment in the Ferriby Site and the future looks very positive.

Items to bring to the Notice of the Chair/Clerk

    Nature Garden on Silver Street - there is a strip along the front which is owned by the owner of 19 Silver Street, this property is now up for sale. Councillor Bateman said that she would speak to the owner about this.

    Councillor Bateman then invited comments from the members of public present:

    Mr & Mrs Ogg spoke about their application for the erection of a radio mast at their home on Cliff Road. Mr Ogg said that the mast would be wound down for 90% of the time and when it was down people just would not see it from the road. He said that ‘interference’ is not a planning issue but in any case all his equipment is filtered to help prevent interference. He is already transmitting and in five years no one has told him that they are receiving interference with their T.V.s and telephones.

    Mr Ogg said that he would be mainly transmitting after 12 midnight or at weekends. The new mast is less likely to cause interference that the mast which is currently in use.

    Mrs Hill then spoke about the planning application for a house to be built in the grounds of her bungalow on Meggitt Lane. She said that there was only one plot on the site and that the stipulation made by Glanford Council that only three bungalows could be built in the grounds of Miss Brumby’s property, no longer applies.
