Minutes of the meeting of Winteringham Parish Council held on Tuesday 14th August 2007 commencing at 7.30pm.  The meeting was held in the Council Room at the Village Hall.

Present:

    Parish Councillors: J. Bateman(in the chair), K. Ashberry,  I. Dowson, W. Foord, P. Hatton , N Hill, P. Tong, Z. Sullivan & H. Wells.
    North Lincolnshire Councillor: A. Smith.
    Mr David Ogg.
    A reporter from the Scunthorpe telegraph was also present.

    Councillor Bateman welcomed the two new councillors to the meeting.

MINUTES OF THE MEETING HELD ON 3rd JULY 2007

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Sullivan, seconded by Councillor Ashberry that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - The Clerk had written to Mr Wood but had not received a reply. As there is a possibility that his property has been sold the Councillors asked the Clerk to contact him again in an attempt to get this matter resolved.

    b) School Bus Stop - Contacted by telephone and letter had been made with Mr Wigglesworth, School’s Transport Officer to suggest moving the school bus stop to Silver Street. Mr Wigglesworth said that he would not be able to arrange this until the new term starts.

    c) Green at Town End - Naomi Boyd from the Environment Team at North Lincolnshire Council had rung the Clerk on 2nd August to say that she had written to North Lincolnshire Homes and was waiting for a reply. She said that she was impressed with the evidence provided and thought that the Parish Council had a good case for getting this area listed as a village green. The Clerk has since spoken to Naomi and she has received e-mail correspondence from North Lincolnshire Homes who have confirmed that they own the land.
    She said that shortly she would be publishing a notice in the local paper to say that Winteringham Parish Council are going for planning permission to make this a Village Green.

    d) New Notice Board - Mr Harry Wells has made the notice board and it was erected with the help of Mr Ken Jacobs. Councillor Bateman extended the council’s thanks to them both.

    e) Actions following flooding - Letters were sent to the Environment Agency and to Mr Ken Ashton (to acknowledge his letter to the council).

    North Lincolnshire Council are holding a meeting on Wednesday 5th September at Pittwood House commencing at 7.00 pm. Councillors Ashberry, Bateman and Foord expressed an interest in attending.

    No reply so far from Environment Agency.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made .

    As the football club had not received the cheque which was posted to them, it was agreed that another cheque should be issued. The Clerk suggested ‘stopping’ the first cheque but the councillors did not think this was necessary as it was crossed and therefore could only be banked by the football club.

    External Audit - the accounts have been inspected by the External Auditors. The only comment made was that perhaps the level of Fidelity Insurance should be raised in light of increasing balances.

    Councillors completed the new mandate.

HIGHWAY MATTERS

    a) Chevron at Composition Corner - A new chevron has been erected.

    b) Footpath on Silver Street - this will be cleared and reinstated. However, due to the weather problems, it will probably not be possible to do this now this summer.

    c) Signs to indicate that roads are suitable for heavy/large vehicles - nothing new to report. Councillor Alan Smith said that he would chase this up once again.

    d) Name Signs for Lanes - Wayne Hill is chasing these up.

    e) The grass on the road verges on Cliff Road has been cut.

    f) Weeds on stonework - these were sprayed but due to the very wet weather have grown once again. Mr Thompson will be asked to spray them again.

    g) Memorial Planter - Mr Wayne Hill has said that licences are no longer being granted for planters to be erected on the road side verges. The Clerk will inform Mr Duff and his family and ask if there is any other form of memorial they would like to consider.

    h) Trees on Frost Close - North Lincolnshire Homes contacted by e-mail and telephone. No reply received.

    i) The reported holes in road surfaces have now been repaired.

New Highway Matters

    To be reported:
    Holes developing in the road surface on Winterton Road adjacent to Mere Farm.
    The drainage gulley adjacent to 70 West End needs cleaning out as it is full of rubbish and grit.
    The sign at the junction of West End/Western Green needs repairing.

PLANNING MATTERS

    New Planning Permissions Requested:
    2007/0991 -
    Planning permission requested to increase roof height to provide extra living accommodation at 14 Cliff Road.

    2007/1258 - Planning permission sought to erect a new grain store at Eastfield Farm, Sluice Road, Winteringham. (Councillor Dowson recorded his interest in this application)

    Permissions Granted:
    2007/0909
    - Planning permission granted to erect a single storey extension and carry out improvements to Walnut Farm Cottage.
    2007/0910 - Listed building consent granted to erect a single storey extension and re-roof the property in orange clay pantiles, install new guttering and make good stonework, replace chimneys, install new window frames, carry out internal alterations and erect new boundary wall. (re-submission of 2007/0470)
    2207/0683 - Consent granted to carry out work on trees at 14 Silver Street.

    Smoking shelters
    No reply received to the letter sent to Planning Dept.

    Radio Mast on Cliff Road
    As a result of several complaints to the Parish Council, that the mast was not being lowered when not in use, the Clerk had written to Mr David Ogg to remind him of Condition 3 on his planning permission. Mr Ogg had subsequently written back to the Council. This letter was read out at the meeting.

    The chairman suspended standing orders to allow Mr Ogg to address the meeting:
    Mr Ogg explained that he is erecting the antennae and testing the safety of the mast. He says that he has permission from the Planning Dept to do this. He assured the councillors that when he is not doing this the mast is in the parked position. He also explained that in the parked position the mast is actually 22 feet high and it does not mean that it has to be laid flat.

PLAYING FIELD

    New Playing Field Officer - Councillor Pete Tong agreed to take this office for a trial period of three months.

    Inspections - North Lincs Inspection is due.

    There have been problems with broken glass and this has regularly been cleaned up by Mr Thompson. The police are aware that youths are drinking alcohol in the Teen Shelter and they do attend occasionally. When the Police come they dispose of any alcohol and cigarettes. However, people must continue to report any problems - the more incidents reported then the more visits the Respect Car will make to the field.

    Councillor Alan Smith said that North Lincolnshire Council have requested a complete ban on alcohol in public places throughout the county but the police are against this.

    Hewde Lane Hedge
    Mondegreen EB have written to say that they will extend the time to spend the grant until the end of January 2008.

HANDYMAN

    Once again the handyman has worked over his hours in order to keep the grass cut and the village clean and tidy. (The main problem being the Teen Shelter and surrounding area.)

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

PARISH PATHS

    Reported to Mr Sanderson that the kissing gate on the bank at the west side of the Haven needs attention.

REPORTS FROM REPRESENTATIVES

    Village Hall - Councillor Bateman agreed to act as the Parish Council’s representative on the committee.

    She reported that the ‘low roof’ had been repaired at a cost of £4,000 and hopefully the Village Hall is now rain proof and should remain so for a long time.
     
    Refurbishment - Cemex have promised £40,000 and Biffa another £40,000. Sita have also been out to look at the Hall and to discuss the project. The committee should know their decision by October.

    Neighbourhood Watch - Next meeting is in week commencing 20th August. Councillor Ashberry reported that there have been a number of incidents of youths kicking cars and swinging on hanging baskets. There has also been a case of malicious damage and arson in the village - a newly built stable block has been burnt down.

    Cemex - A meeting was held on Friday 27th July but Councillor Dowson had not been free to attend. However, he has received the minutes of the meeting and reported that every thing appears to be going well. The fuel trials are ongoing. Cemex are looking at their transport arrangements to see if they can be made more efficient.

Items to bring to the Notice of the Chair/Clerk

    Councillor Smith provided copies of a letter he had sent to North Lincolnshire Homes re. problems with windows needing replacement in the older people’s properties in the village.

    Councillor Wells asked the Clerk if she could find out details of regulations covering ’Ice Cream Van Chimes’, i.e. volume, length of time they can be played, any restriction on hours, etc.  He said that one particular van was really causing a noise pollution nuisance.

    The Clerk reminded councillors that she will be on holiday 1st - 15th September
    The meeting closed at 9.15pm.
