Minutes of the meeting of Winteringham Parish Council held on  Tuesday 19th August 2008 in the main  room at the Village Hall, commencing at 7.30pm
Present:

MINUTES OF THE MEETING HELD ON 1st July 2008

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Foord, seconded by Councillor Ashberry that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - Councillor Bateman had been in contact with the new owners of 19 Silver Street and they said that as far as they were aware the transfer of ownership of the strip of land at the front of the Nature Garden had already taken place.

    The Clerk was asked to write to Mr McGurran to ask for a copy of the documentation for this transfer of ownership.

    b) Green at Town End - The advert appeared in the Scunthorpe Telegraph, on Friday 20th June.   (Naomi Boyd has gone on maternity leave. Mr Colin Wilkinson is now the person to contact).  Mr Wilkinson e-mailed the Clerk to say that there had been no objections and that he would be getting in touch with the council very shortly about the registration of the Green.

    c) Phone box - Nothing new to report.
     
    d) Environment Agency - A public meeting with Philip Winn, Humber Strategies Officer, took  place in the Village Hall on Wednesday 23rd July at 7pm.

    A lengthy discussion took place about this meeting.  It had been very well attended but the Environment Agency representatives did appear to be poorly informed. Some of the information they gave was different to that given to the people who had attended the meeting in Barton.  However, Mr Winn has promised to attend a further meeting in October so hopefully he will have more information then.

    e) Garden of the house on the corner of Southside/School Road - the garden has been ‘squared up’ and the briars cut back off the footpath.

    f) Plaque on side of Bay Horse Inn - no reply received yet to the letter to the brewery.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made.

    The 2007/08 Accounts returned by External Auditor. The only comment was that the Fidelity Insurance Cover was not adequate. The clerk has written to the Insurance Company about this.

HIGHWAY MATTERS

    Letter from Mr Hill dated 8th August:
    a) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’.  Mr Hill has ordered another one.
     
    b)   Road Markings on A1077 (adjacent to East Field Farm) - An order has been issued for the road markings to be re-painted.  Due to the excessive delay Mr Hill will try to ensure that this work is carried out as soon as possible

    c) Holes in road surfaces - Many had been repaired in June but the hole in Back Lane was missed.  This still has not been filled in.

    d) Post on Western Green - has been re-erected

    e) Road surface at the end of Ferry Lane - still under investigation.  Both Wayne Hill and David Sanderson have been out to look at the situation and talk to the owner of the cottage.
    No update on this matter

    f)   Safety Barrier on Marsh Lane Bridge needs attention - bolts will be replaced. Work should be completed shortly.

    g) West End/Western Green - One new sign has been ordered but the other signs needs new ‘legs’ - two new signs have been ordered and should be erected shortly

    h) Culvert on Ferry Lane - Will be repaired but due to work demands it may be some time before the work is carried out.

    i)   The caravan is once again parked on the roadside on West End - Mr Hill thought that this issue had been resolved but the Clerk has contacted him to say that the caravan is once again parked on the road side.

    j) Name signs - The ‘logos’ are missing from the Winteringham Name signs and Winterton Haven sign has been sprayed with blue paint. New signs have been ordered and if possible the blue paint will be removed from the Haven sign. 

    k) Grate outside village shop - The damaged grating will be replaced and the carriageway patched. Clerk was asked to point out that the footpath also needs repairing

New Highway Matters

    i)   Letter from Mr W. Maw re. the flooding of his property on Thursday 31st July - forwarded to Geoff Popple.

    A reply has been received which says that Mr Hill will investigate using a specialist drain cleaning contractor. Neither the Councillors nor Mr Maw thought that this would solve the problem.

    ii) Details received of e-mail address to request highway work.

    iii) Post and marker post at junction of Cliff Road and A1077 have been knocked over - already reported to Highways Maintenance.

    iv)  The clerk was asked to mention the mess left on the footpath and road by the contractors who installed the services to the new school building.  Fortunately (due to the heavy rain) most of the mess has been washed away now.

PLANNING MATTERS

    New Planning Permissions Requested:
    a)   New Applications
    2008/1032
    - Planning application to erect a detached dwelling land to the rear of 8 Silver Street.  (resubmission)
    (Due to the time restriction for replies - his application was discussed by councillors following the meeting on 23rd July and their comments were sent to the Planning Dept)

    2008/0732 - Permission requested to retain brick outbuilding at 21 Back Lane
    (This also was discussed at the end of the meeting on 23rd July and the councillors had no comments or objections which they wished to make)

    - The planning application to erect a single storey front extension and a two storey rear extension at 23 Hewde Lane was refused

    Planning Permissions Granted
    2008/0781
    - Planning permission to erect a two storey extension to rear of 32 Western Green (resubmission of application)

    2008/0820 - Planning permission sought to amend the type of house previously approved under Application 2007/1791 - development in Ferry Lane

    2008/0782 - Permission granted to retain extension at Brant House, Low Burgage

PLAYING FIELD

    Inspections - Councillor Tong was not present at the meeting but he had sent a report:
    Wire Fencing - the wire around the goal on the North side is in particularly poor condition.
    New full size goal posts - were erected on 27th July.  The nets are in Pete’s garage.
    Small goals - new nets have been fitted.
     
    Refurbishment/Renewal of Fencing around AWSF
    Letter from Sita. - visit by the lady from Sita on Monday 11th August. Councillor Bateman had met her on site.  The representative did think we had a suitable project and there were no problems with the application. However, she did say that they do get ’over subscribed’ with applications and we may not be successful/ get the full amount.  The meeting to determine who gets the grants is not until October.

    Dog Fouling
    Nothing new to report.

    New Goal Posts
    Received on 2nd July 2008. The 50% grant of £355 from the Football Foundation was paid into our bank account on 15th July 2008. They were erected by Councillor Tong and a team on 27th July.

    Letter of thanks to be sent to Mr Reg Moulds for his assistance on the day.

    Tennis Nets/Posts
    Councillor Tong had met with Mr Alan Jennison who quoted £150 (plus VAT) to carry out the remedial work and alterations to the posts.  However, local craftsman, Mr Dave Underwood has said that he would be willing to carry out the fabrication/welding required and he would only charge the council the cost of the materials used.  The Clerk was asked to contact Mr Underwood and accept his offer. 

    Once this is done Mr Jennison will be contacted once again and asked to make good the surface.

    Clover on field
    Mr David Jacklin has been asked to spray the field but due to the very wet weather he still has not been able to carry out this work.  He will be reminded about the elderberry bush near the entrance to the AWSF which also needs spraying/removing.

    Marking out the Football Pitches
    Councillor Foord knew of a ‘lining machine’ which the council could purchase for £30 if they were interested.  However Councillor Hill said that he thought that the local football team would be willing to do this marking out each year at no cost to the council.

    Councillor Hill will point out to the football team that it would have been courtesy to ask the Parish Councillors permission before starting to use the field on a Sunday morning for their team practices.

HANDYMAN

    Norm has been working on clearing out the rubbish growing under/around the new hedge.  (About 2/3rds done).  He has also been clearing out the weeds from the pond on the Nature Garden.  Councillors Ashberry ask him to cut down the grass which is growing under/through the seat on Winterton Road.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing reported.

PARISH PATHS

    Footpath 318
    If the councillors are happy with the path which has been left then Mr Sanderson is quite happy for it to stay in the current position.  This would mean that the bus shelter is not obscuring the path. He is sorting out the ownership of the tree at the Silver Street End of the path and also contacting the owner of the stone wall to tell her that it is time that the wall was repaired .
    The steps will be reinstated in the Autumn

    Path 315 - steps will be re-instated in the autumn
    Kissing gate at side of The Haven  - The new gate has been erected.
    Path 314 - behind the church.  Steps on the banks at either side of the drain will be re-instated

    Path 18 at the end of School Road - new post will be erected shortly when Mr Sanderson has spoken to the owner of the stack yard about replacing the stile with a gate.

    Path 311 - Mr Sanderson to speak to the owner of the field about the removal of the cattle grid on to Cow Gang.

    Path 316/317 - Mr Colin Wilkinson is still sorting out the width of this path.

    Positive signing in the village is still ongoing. It will be made top priority in the Autumn when cutting has finished.

REPORTS FROM REPRESENTATIVES

    Village Hall -  Councillor Bateman reported that work should start on the refurbishment of the Hall by Thursday 21st August.  There are major earthworks to be done at the back of the hall. For the present time the main hall will remain in use.

    Neighbourhood Watch - Councillor Ashberry reported that the residents on Western Green had been disappointed not to get the notices pointing out that this area was not suitable for large vehicles. They have asked if the council could asked Highways about the possibility of making Meggitt Lane ’one way’ to traffic.

    NATS Meeting - at Burton on Thursday 21st August.

    Cemex - Councillor Dowson - meeting on 25th July 2008.    He reported that due to present the economic situation one kiln has been shut down.  The works are now largely using alternative fuels.  Cemex are investigating the possibility of installing a Dust Monitoring System Unit on the roadside opposite the works. 
     
    The Open Day had been a great success.

Items to bring to the Notice of the Chair/Clerk

    The Clerk was asked to report to the Environment Agency the awful smell coming from the dyke on Water Side.  It was felt that it must surely be a health hazard.

    C.E. Electric to be contacted about the ‘lane’ up to electric sub station on Back Lnae

Next Parish Council Meeting

    No meeting in September. The next meeting will be on Tuesday 7th October. 

    The meeting closed at 9.35 pm.
