Minutes of the meeting of Winteringham Parish Council held on Tuesday 18th August 09 in the Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 7th JULY 2009
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Foord, seconded by Councillor Ashberry that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Phone box – At the last meeting the clerk had reported that it will now be sometime this summer (before September) before the box is painted. An e mail will be sent chasing this up.
b) Water Side Drain – Reply received saying the drain would be cleaned out as part of the routine maintenance.
The clerk was asked to contact Anglian Water (at the request of the householders on Water Side) to find out the cost of the houses being connected to main drainage.
c) Drain on Composition Lane – outside the Ancholme Internal Drainage Board’s area.
d) Winterton Beck (Haven Drain) – letter from Environment Agency saying that no maintenance work will be carried out this year due to lack of funding. The clerk was asked to write to Ian Cawsey enclosing a copy of this letter.
e) Hedges which needed trimming back. – Mr Parkinson agreed that his did need trimming back and said that the work would be done as soon as the honeysuckle had finished flowering. This has been done
Mr Naylor has posted copies of my letter up on boards outside his house. However the hedge has been trimmed back a little.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented and the Councillors agreed on payments to be made. It was unanimously agreed that a grant of £250 should be made to the football club towards the cost of their new goal posts.
The new mandate had been completed by Councillors at the June meeting. Some Councillors still have to go into the bank with their details
VAT Return was received on 20th July
The only comment from the External Auditor was that the Financial Risk Assessment is rather brief.
HIGHWAY MATTERS
a) Name signs - New Village Name signs have been erected. b) The Thrush Lane sign – was erected on 17th July.
c) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage. Nothing new to report on this matter
d) Banking around the shop corner - when time allows this area will be pressure washed and the loose stones removed.
e) Village Hall finger post has been refurbished.
f) Subsidence on Market Hill –this has been marked up and work will be done on this road
g) Gulleys on Ferriby Road – have been dug out
h) Warning signs for HGVs no further news
i) Trees needing pruning back away from street lights and the trees reported on West End have been looked at but it is not considered that these are in need of pruning
j) Ledge in front of No 1 Mere Cottages – Mr Hill said that he had not yet been out to look at this
New Matters
Toad Warning signs – Letter received from Dr Coe to say that there is an area on Silver Street which is now a registered Toads Migratory Crossing. He would like the Parish Council to support his request for Warning Signs. The Councillors requested that the letter from Dr Coe be acknowledged and that the Clerk could write to say that the council had no objections to the signs being erected.
PLANNING MATTERS
a) New applications – No new application received.
b) Planning Permissions Granted 2009/0530 – Permission granted to build a bungalow adjacent to 22 Silver Street.
2009/0321 – Permission granted to quarry, stockpile and process silica sand and gravel, including landscaping and restoration to form a wet land area at land north of Ermine Street, Winteringham
c) Planning Permission Refused 2009/0705 – Planning permission sought to create new garden steps at No. 14 School Road, Winteringham
d) Appeal 2008/1170 – Appeal against refusal of planning permission to change the use of grassed paddock to storage for caravan
Following several comments for people living in the village the Clerk was asked to get the Planning Inspector to check the height of the new building at the top of Ferry Lane.
PLAYING FIELD
Inspections Report from North Lincs re inspection carried out in July. To be brought before the October meeting.
The Play Equipment is beginning to look rather scruffy. This will probably need repainting in the spring.
New nets for small goal posts Councillor Hill has some nets which can be cut down and fitted to these goal posts.
Holes in the field for the goal posts Still not filled in. Councillor Dowson will try to find someone with the equipment needed to carry out this task.
Marking out the Football Pitch The Councillors were in agreement that Councillor Hill should purchase some paint to carry out this task.
The Clerk was asked to liaise with Owen Underwood and tell him that he can let the youths have the nets for the large goalposts when they wish to have a game of football.
HANDYMAN
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
The Clerk has been in contact with Bob Dowson about the trees behind the seat at the A1077 junction. These trees had died following the verge spraying by North Lincolnshire Council. Bob Dowson will replant during the Winter Planting programme.
PARISH PATHS
The hedge on Path 316 has been cut and the rubbish removed.
The finger post for footpath 312 at Cliff corner will be moved slightly when it is replaced so that it is not in the way of the farm vehicles.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch – Councillor Foord reported that the forms have been completed and sent off for a grant for CCTV cameras to go on the car park of the Village Hall. Still awaiting a reply.
NATS – nothing relevant to the village.
Cemex – meeting held last week. Cemex is hoping to be able to run two kilns again this autumn.
Village Hall - Wonderful day for the Open Gardens Event. £1,684 raised.
