Minutes of the meeting of Winteringham Parish Council held on Tuesday 3rd August in the Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 6th JULY 2010
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Ashberry, seconded by Councillor Foord that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Vacancy - Mrs Helen Holgate had sent a letter requesting that she be considered for the vacancy on the Council. Mrs Holgate had been invited to attend this meeting. After an informal discussion with the Councillors Mrs Holgate left the meeting whilst the Councillors discussed her request. She was later invited back into the meeting and invited to become a parish councillor. She accepted. The Clerk will inform North Lincs Council and provide the necessary paperwork for Mrs Holgate to complete.
b) Letter sent to Environment Agency re flooding issues - Philip Winn and Susan Mason from the Environment Agency will be attending the meeting on 5th October 2010.
c) Complaint about cars parking on footpaths - Following an e mail from the clerk, a police officer had called and spoken to the vehicle owners. Hopefully the problem is now resolved.
d) Bench in memory of Louis Wainwright - The Clerk has been in touch with Humber Yawl Club and also with Bob Dowson at North Lincolnshire Council. There are no objections to the old bench on the eastern side of the Haven being replaced with the new bench.
FINANCIAL MATTERS
HIGHWAY MATTERS
a) Holes in road surfaces - There are still a number of holes in the road surfaces around the village. The road surface of the A1077 up from Mere Garage to the junction with Cliff Road is breaking up at the side of the road. The Clerk will inform Highways Maintenance.
b) Road Sweeper - Following the complaint from a lady living on Southside that the road sweeper was not going along this road the Clerk had contacted North Lincolnshire Council. The Clerk had noticed that the road sweeper had swept Southside early today.
c) Repairs to footpaths - The footpath on Hewde Lane was repaired following a request from a resident. The Clerk has once again asked if the footpath on School Road can be repaired.
New Issues
Councillors are still concerned about the way that vehicles are parked adjacent to the junction of Cliff Road / Back Lane / High Burgage and also about the road markings at this junction. A site meeting with Roy Hindmarsh will be requested.
The trees at the junction of Cliff Road and the A1077 need attention as the growth at the bottom of the trees impairs the vision of motorists leaving the village.
PLANNING MATTERS
PLAYING FIELD
Inspections - Councillor Tong reported that the tennis net now appears to be okay. He mentioned the pile of soil which has suddenly appeared on the Playing Field (at the back of one of the Cliff Road houses (the Clerk will investigate and speak to the householder if necessary).
Play Builder Project - Following the report in the Evening Telegraph which said that Winteringham Playing Field was one of the areas to lose Play Builder funding the Clerk had e mailed Martin Ely. Martin had replied saying that the Telegraph was wrong and that no one will know for certain until the meeting at the end of August. There will still be some sort of budget but until this meeting is held everything is speculation. In the mean time Martin is still pushing for tenders and Winteringham's tenders should all have been received back by Friday 30th July.
The Clerk had received an e mail from Martin dated 30th July in which he says that he has had a meeting with our M.P. and asking that letters are sent to Andrew Percy from all Parish Councils involved asking him to talk / write to Michael Grove, the man who has frozen the Play Builder funding in an attempt to get the money 'unfrozen'.
HANDYMAN
The handyman has cleared up some fly tipping from the field but apart from this there are no problems.

Neighbourhood Watch - No meeting held this month
NATS - e mail received to say that the NATS meeting scheduled for 12th August will not be taking place. A new date will be arranged.

Village Hall - Weekend 8th / 9th August is the Art & Crafts and Open Gardens Event.
