Minutes of the meeting of Winteringham Parish Council held on 7th December 2004 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 2nd NOVEMBER 2004

These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor P. Hatton, seconded by Councillor D. Borrill that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

a) Anti-Social Behaviour - there are still problems within the village. Youngsters are rampaging across gardens, damaging the bus shelter, hedges and walls. Residents report problems in contacting the police.

The Clerk will write to Inspector Rutty and also to the Headmaster at the Comprehensive School.

b) Seats adjacent to the Bowling Green - a cheque was received from the Insurance
 company for £620.

c) Village Bonfire on 7th November - the site was very quickly cleaned up after the event.

d) Trees covered by Preservation Orders - In reply to the letter sent by the Clerk, Andrea Ellis had written to say that trees covered by orders are not inspected by the Council and the owner is responsible for safety and maintenance. A copy of the letter and the leaflet sent had been given to Councillor Wortley.

FINANCIAL MATTERS

The report prepared by the Clerk was presented and payments to be made were agreed.

Budget and Precept for 2005 - to be discussed at the January Meeting.

HIGHWAY MATTERS

a) Western Green Verge - Work had been carried out to create a new drainage system. At the present time this does seem to have been very successful.
 
b) The Low Burgage name sign (opposite the Alley ) has been re-erected. The new name plate for the Harrison Close sign has been ordered.

c) No further information re the request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box.

d) The Clerk had requested that all street drains in the village be cleaned out and this had been done during November.

e) Nothing further heard about the request for a sign at the junction of Marsh Lane/West End.

f) Street Lights - one of the street lights on West End is still out but the Clerk has been told that this is being attended to by Y.D.L. A number of lights around the village (including the one in Meggitt Lane) will once again be obscured by the trees when the leaves grow in spring and also one or two lights appear to have loose connections. The situation will be monitored.

g) Salt Boxes - Are all back in position. (The shape of these means that they are quite top heavy and several had been tipped over by youths but have been picked up again by local residents).

New Highway Matters
Nothing new was reported.

PLANNING MATTERS

New Planning Permission Requested
2004/2012
– Planning permission requested to erect a conservatory at
  2 Meggitt Lane
The Councillors had no comments or objections which they wished to make.
2004/2075 – Planning permission requested to erect car port and conservatory at
  81 West End, Winteringham.
The councillors had no comments or objections which they wished to make.

Planning Permissions Granted
2004/1763
- Permission to erect an extension to Charnwood, 29 West End

Planning Permission Refused
2004/1498
- Permission was refused for the owner of 19 School Road to retain the single storey extension.

2004/1698 - Permission refused for the erection of an agricultural building in a field on Marsh Lane.

Enforcement Orders and Appeals
Reference Plancon 2003/0715.
Land at No 1 Mere Farm Cottages - The hearing was held on 19th October and the enforcement order was upheld. The owner has one month to comply with the order.

Reference Application No 2004/1133 - Nothing further has been heard about the appeal against the refusal to allow a bungalow to be built on land at 63 West End.

Reference Application No. 2004/1266 - An appeal has been made against the refusal of planning permission for the erection of a detached dwelling on land north west of Briar Garth, Ferry Lane.

PLAYING FIELD

Work by Wicksteed Leisure
A quotation has been received to overcome the problem of the surface breaking away from the concrete strip. Wicksteed Leisure are quoting £501 plus VAT. Councillor Rowbotham will look at this problem before the quotation is accepted.

Disability Discrimination Act
As Councillor Wortley was not present this was not discussed. However, it was felt that at the January meeting a decision must be reached about the work.

Inspections
Councillor Rowbotham had given the Clerk a printed report which was read to the Councillors. There were no issues needing immediate attention.

Work by Probation Team
The Clerk had contacted Mr Kevin Clough to find out why the work had not been carried out. Mr Clough apologised and said that unfortunately the team had got very behind with their work and now perhaps the weather was not ideal to carry out this painting. He promised to ring the Clerk if he thought that it would be possible to paint the play equipment one weekend or otherwise it will be left until the spring.

HANDYMAN

The Handyman has worked 8 hours during the month and most of this time seems to have been spent picking up litter. The Clerk will contact him to ask if he can tidy up the area of the field at the side of the bungalows towards the school field. He will also be asked to paint the yellow uprights on the Teen shelter.

PARISH PATHS

Proposed Diversion to Path 318
Nothing further had been heard from Mr David Sanderson re the application to divert this footpath and remove the kissing gate.

Fencing on Footpath 316
As instructed the Clerk had sent a letter from the Parish Council, along with copies of the letters received from Mr Duck, to David Sanderson. The Clerk had also replied to Mr Duck and had explained to him that the Parish Council are no longer responsible for Parish Paths.

NEWSLETTER

Once again Mr Harry Wells has produced an excellent issue of the village newsletter. As it is almost Christmas, the Chairman will purchase a token of the council’s appreciation to give to Harry.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

Nothing new was reported.

REPORTS FROM REPRESENTATIVES

Village Hall - The Village Hall Committee have organised a Christmas Social Evening to take place on 15th December. Money raised will go back into funds to replace some of the money spent on the new roof.

Neighbourhood Watch - No representative present.

Rugby Cement Works - No representative present.

Two of the tables in the Council Room have been damaged. The Clerk will contact Mr John Armstrong to ask if he can repair them.

Next Meeting
The next scheduled Council Meeting is on Tuesday 4th January commencing at 7.30 pm

The business was concluded at 9pm. Coffee and mince pies were enjoyed by the Councillors.
