Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th December 2005 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Present:

    Parish Councillors J. Bateman, (in the chair), K. Ashberry, D. Borrill, I. Dowson, P. Hatton, N. Hill, Z. Sullivan
    North Lincolnshire Councillor A. Smith
    (P.C. Sewell joined the meeting for a time.)

Apologies:

    Councillors E. Harrison and P Rowbotham
    North Lincolnshire Councillors B. Regan and H. Rowson
    Due to illness the Clerk was unable to attend this meeting.

MINUTES OF THE MEETING HELD ON 1st NOVEMBER 2005

    These minutes had been circulate along with the agenda for this meeting. It was proposed by Councillor K. Ashberry, seconded by Councillor P. Hatton that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Discussion at last meeting with the Village Publicans - There was nothing which the councillors wished to add.

    b) Anti Social Behaviour and Under Age Drinking. - No reply has been received to the letter sent to Inspector Rutty.

    c) Refurbishment and alterations to the Village Hall - Nothing new to report.

    d) Trees on West End - This work will be carried out in the near future.

    e) Derelict Farm building at Mere Farm - Mr Brown has assured the Clerk that this will be demolished shortly. The Councillors thought that this was taking some time to happen.

    f) Bonfire held on Field on 6th November. - A letter of thanks will be sent to the Under 5 group for clearing up so promptly after the event.

    g) Mr Riggall from Winterton Fire Station will be coming to the January Meeting. This meeting will therefore start at 7pm.

    h) Affordable Housing - Mr Broadmeadow has accepted the invitation to address the meeting of the Council on Tuesday 7th February 2006.

P.C. SEWELL

    He explained about the latest reorganisation of the local Police force. There will be three groups:
    Instant Response (I.R.) - These officers will be the first response to any incidents report.
    Volume Crime Team (V.C.R.) - These officers will deal with any reports by taking the statements etc.
    Neighbour Team - At the present time there is only one officer for our local area, i.e. P.C. Sewell.
    His aim is to meet all Neighbourhood Watch Groups, Parish Councils and other local public groups. His main tasks are Crime Prevention and dealing with anti social behaviour.

    One idea being put forward by the police is for a youth representative to attend Parish Council meetings as a connection between ‘authority’ and the youngsters.

    The final aim is for a team of support workers to be in place to assist the Neighbourhood Officer. P.C. Sewell that it would be two years before they would be in place.

    P.C. Sewell is willing to attend any events/meetings if he has prior notification. At the present time he can be contacted by telephone but shortly he will have a direct e-mail address. He requested that the Clerk let him have a list of the names and address of the Parish Councillors and then he will send them details of his e-mail address.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and payments to be made were agreed. It was agreed that the Chair should purchase a gift for the Newsletter Editor and also a Christmas Wreath for the War Memorial.

HIGHWAY MATTERS

    a) White Lines in the centre of the road at the junction of High Burgage/Silver Street - The contractor has been asked to give this work priority due to the time that the matter has been outstanding.

    b) Silver Street - Some damaged marker posts had been replaced but the Clerk had reported that the posts opposite Ermine House still needed to be replaced. Mr Hill says that all the damaged posts have now been replaced. Councillor Dowson said that there was still a problem opposite Ermine House. This will be reported.

    c) Village Name Signs - To be cleaned or replaced.

    d) Signs on West End - Mr Steve Harrison, the Traffic Officer, says that there is no funding currently available for these signs. This will be brought to the attention of North Lincs Council again in the new financial year.

    e) Caravan parked on Back Lane - Mr Hill says that this has been removed from the Highway. However the owner does appear to bring it back each night.

    f) Sutton Hill Drain - The damaged brickwork has been repaired.

    g) Drain cleaning - the Handyman will be asked to remove the leaves from Sutton’s Hill drain. The Clerk will contact North Lincolnshire Council and request that all the village drains be cleaned out now that the leaves have stopped falling. (She will be asked to make special mention of the drain outside the village shop.)

    h) Overgrown trees on Low Burgage - A reply had been received from Andrea Ellis, asking the Clerk to confirm where the problem was. The Clerk had contacted Ms Ellis to clarify this.

    i) Road edges needing repair - The Clerk had reported that the road edge at the top of Sutton’s Hill is being eroded by the flow of rain water. This area will be repaired.

    Also it had been reported that the edges of Silver Street are breaking up due to the heavy traffic using the road. Repair work will be carried out and an Inspector will then monitor the situation.

    j) Soakaway at the junction of Composition Lane and Silver Street - It had been pointed out to Highways Maintenance Dept that this soakaway can not cope in rainy conditions and the road becomes flooded. Grips have been excavated to stop the flooding at this location. Councillor Dowson did not think that this would alleviate the problem

    k) Salt bins - The salt bins have now being returned for the winter period.

New Highway Matters

    The Clerk will be asked to report the following issues:
    a) The safety fence around the building development in High Burgage is restricting the width of the footpath making it impossible for anyone with a pushchair or wheelchair to use the footpath.
    b) The name sign for West End (which should be near Sutton’s wall) is now down and on the grass bank in Marsh Lane. However the youngsters have discovered it and keep moving it around.
    c) Mr Wayne Hill will be asked to contact the Council to discuss the issues re. the Parish Council’s plan to plant trees behind the seat at the junction of Ermine Street and A1077

PLANNING MATTERS

    New Planning Permissions Requested:
    2005/1866
    - Consent requested to erect illuminated and non illuminated signage at the Bay Horse Inn.
    The only comment that the Councillors wished to make was that the chalk boards on the front of the building should be removed if permission is given for new signage.

    2005/1909 - Notice of intention to prune 3 trees and fell 1 tree at Ducklings Cottage, 15 High Burgage. No objections or comments

    - Permission to carry out extensions and alterations to 33 Cliff Road


    2003/0715. Land at No 1 Mere Farm Cottages - In his e-mail the Enforcement Officer says that Mr Foord has been into the office and was asking what he could do with the ‘paddock’ area next to his house. He had been told that any development, agricultural or not would need planning permission. It was agreed that, as long as the number of cars/vans keep depleting then no further action would be taken until the New Year. If at that time things are no better then Mr Foord will be taken back to court.

    The Parish Councillors said that there had been no reduction in the number of cars and thought that Mr Foord was simply trying to delay a return to court.


    Application 2004/1498 - 19 School Road. - Mr Blanchard had been asked to tell the Enforcement Officer what he intends to do, i.e. if he is prepared to reduce the size of the extension. - No further news on this.


    Notice Boards Outside the Bay Horse Inn - Reported to Enforcement Officer who said that he would come out to view them. ( A Planning Application has now been received for new boards.)

    Extension at 29 West End
    After receiving numerous complaints/comments about this extension the Clerk had contacted Mr Ron Hill the Case Officer. In his reply Mr Hill pointed out that no objections had been received from the Parish Council or from Neighbours. He says that there is no restriction on the size of an extension and that this extension was not considered to dominate any adjoining property or to have any adverse impact on the living conditions of their occupants. In hindsight the Councillors realised that they should probably have raised some objections but no one realised the full impact of the extension until it had been built.

PLAYING FIELD

    Disability Discrimination Act
    The sign has been erected to say that the work was done with the assistance of grant aid from Evolve EB. Councillor Borrill was thanked for preparing and erecting the sign.

    Inspection
    No report from Councillor Rowbotham as he had sent his apologies for this meeting.


    Teen Shelter
    Mr Crowcroft has said that he will be on site w/c 5th December to erect another wall to the shelter. The Youth Project had been told that the cost of this will be approx. £180. A reply has been received saying that they will be holding a fund raising event to assist with this cost.

HANDYMAN

    There was nothing that Ken wished to report to the Council.

PARISH PATHS

    Mr D. Sanderson has replied to the letter sent to him:

    Footpath 318 was surveyed on 10th November -

    Footpath 312 - alterations will be made to the signposting.

    Footpath 317 - the Kissing Gate will be repaired in the near future

    New signposting - a list will be drawn up and the wording verified with the Parish Council.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

REPORTS FROM REPRESENTATIVES

    Village Hall - Still awaiting quotes from the Architect to enable the Grant Application to be submitted.

    Neighbourhood Watch - Letter had been sent to the group telling them that Councillor Ashberry will be our representative and the Clerk has confirmed her address. The next meeting is on 20th December in the Ferry Boat Inn.

    Cemex - Councillor Dowson has received an agenda for the next meeting.

NEWSLETTER

    Donation of £10 received from Mr & Mrs Maw for the advertisement in the Newsletter.

    The Chair had not been able to contact Elizabeth Baker who normally delivers the newsletters so she had delivered them herself all around the village. However, the editor had realised that he had missed out the contribution from the Church so a separate sheet had been printed and delivered by Elizabeth. Harry had paid for this delivery out of his own pocket but the Councillors felt that he should be reimbursed.

CORRESPONDENCE

    North Lincolnshire Council
    a) Forward Plan

    b) Letter informing the Parish Council that there is a vacancy for a governor at Winteringham Primary School and asking if anyone is interested in the position. None of the Councillors expressed an interest and Councillor Sullivan said that she thought the vacancy had already been filled.

    c) Parish Council Precept 2006/07 - The Senior Accountant has asked for the request for the Precept to be returned by 13th January 2007. The Clerk will prepare figures for the budget for 2006/2007 and this will be discussed at the January meeting. The request will then be sent off immediately after the meeting on 3rd January

    d) North Lincolnshire Local Development Framework.

    e) Request for the Parish Councillors to identify any empty properties and let the Council know of their location and ownership. The only property which the Councillor could think of was Walnut Farm Cottage.

    Other Correspondence
    a) Police Force Structures (already discussed with P.C. Sewell)

    b) Request for donation from Voluntary Car Service - to be discussed in Precept Meeting in January

    c) Letter from Mr Ashton re. the plaque for HMS Vanity. He would like permission to put the plaque up in the Village Hall. The Councillors had no objections but he will be asked to discuss this with the Village Hall Management Committee.

Next Meeting

    The next Parish Council Meeting will be held on 3rd January 2005 commencing at 7.00 pm.
    The Budget and Precept for 2006/07 will be discussed at this meeting.


    The meeting closed at 9.30 pm.
