Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 5th December 2006 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 7th NOVEMBER 2006
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor K. Ashberry, seconded by Councillor P. Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Waste Recycling Liaison Meeting - The meeting was held on Thursday 9th November in West Halton Village Hall. Councillor Kay Ashberry had attended the meeting. The minutes of the meeting were discussed. The next Liaison Meeting will be on 5th April at 6pm. b) Cottage at Walnut Farm - Work is progressing c) Nature Garden on Silver Street - Nothing new to report
FINANCIAL MATTERS
HIGHWAY MATTERS
a) Village Name Signs - the defective signs will be replaced. b) Harrison Close name sign - A new name sign has been ordered and should soon be in position. c) Calming Measures near School - Nothing new to report. d) Silver Street - The marker post still has not been reinstated. e) Extra Name Signs - Nothing new to report f) Hewde Lane Name Sign - reinstated g) Small manhole cover at the end of Bramble Lane - Mr Hill has asked Anglian Water to replace the cover. h) Give Way Sign adjacent to Mere Garage - A new sign has been ordered. i) Chevron at Composition Corner - A new chevron has been ordered. j) Trees at Junction of A1077 - An order has been issued for the growth on these trees to be cut back so that the view is not obstructed.
New Highway Matters
Hewde Lane sign adjacent to School Road junction needs reinstating.
The Clerk will ask for the road sweeper to come out as soon as possible as the roads are covered with leaves and very slippery.
Councillor Dowson reported that there have been several accidents recent at the junction of the A1077 near his farm. The Clerk will write to Highways Dept to reiterate what the councillors have already said many times, i.e. that this junction is dangerous.
PLANNING MATTERS
New Planning Permissions Requested: 2006/ 1813 - Planning Permission sought to erect a two story extension at 65 West End. No objections or comments
2006/1818 - Prior notification of intention to pollard a hawthorn tree at 86 West End. No objections or comments
Permissions Granted 2006/1627 - Planning permission given to erect an extension and conservatory at 21 Cliff Road
PLAYING FIELD
Inspection - Councillor Rowbotham - said that there were no new issues. Recently the Handyman has had to repair the fence around the AWSF and also point up the cement on the seats in the Shelter.
North Lincs Council Inspection - the report has just been received although the Inspection had been carried out in September as requested. Mr John Coleby apologised for the delay in sending out the report. The Clerk read the report. It was agreed, that as an inspection is due in December, to await the report of this inspection before any action was planned.
Hewde Lane Hedge - Mr Russ Walker had told Councillor Dowson that in his opinion very little could be done with the existing hedge and the best plan of action would be to remove it and replant. Councillor Dowson has also spoken to another expert who agreed with this recommendation. The Councillors unanimously agreed to follow this line of action. The Clerk was asked to contact Andrea Ellis, the Tree Officer for North Lincolnshire Council to ask for her advice and to find out if planning permission is needed to replace the hedge.
HANDYMAN
PARISH PATHS
A letter had been received from David Sanderson apologising for the delay in the Positive Signing of Public Rights of Way. This delay is due to the fact that distances will be added to the information on the signs. The signs reported to him will be replaced with ordinary posts for the time being. The Clerk was asked to contact him to find out what is happening about Footpath 316.
A copies of the draft Rights of Way Improvement Plan had been given out to Councillor‘s for them to read through and make their comments. The Councillors discussed this at length and the Clerk was instructed on the comments which they wished to make to North Lincolnshire Council.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE

NEWSLETTER
The Newsletter had been distributed w/e 18th & 19th November. The Councillors commented that they felt that this was a very good issue with lots of interesting reading. The Chairman will be asked to purchase a small Christmas present to be given to the Editor to show their appreciation of his work.

North Lincolnshire Council a) Forthcoming Meetings b) Code of Conduct - Declaration of Interests c) Public Consultation on Dog Control Orders - the Clerk was instructed to write and say that Winteringham Councillors felt that the biggest issue was dog mess on footpaths. She will ask for the bins to be emptied regularly to encourage people to continue to use them.

At the January meeting Councillors will have to discuss the Precept for 2007. The Councillors did not feel that there was any need to start the meeting earlier than normal.
