Minutes of the meeting of Winteringham Parish Council held on Tuesday 4th December 2007 commencing at 7.30pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 6th NOVEMBER 2007
These minutes had been circulate along with the agenda for this meeting. It was proposed by Councillor Sullivan, seconded by Councillor Ashberry that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - Nothing new to report
b) Green at Town End - Nothing new to report.
c) Flooding Matters - Mr Popple cannot attend a meeting until 5th February. Maps showing the drains and water courses throughout the villages were distributed to the Councillors.
d) Adoption of revised Code of Conduct - e-mail received to acknowledge receipt of the adoption at the November meeting.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made .
Have all the new councillors now been into HSBC bank with proof of their identity, e.g. Passport and Utility Bill or similar?
Precept for 2008/9 to be discussed at January meeting.
HIGHWAY MATTERS
a) Signs to indicate that roads are suitable for heavy/large vehicles - Councillor Alan Smith said that he had once again spoken to Geoff Popple..
b) Name Signs for Lanes - Delivery time in hands of suppliers. Will be fitted immediately they are received.
c) Caravan on West End - The owner will be asked formally to removed caravan or an enforcement order will be served
d) The holes in road surfaces - Mr Hill has instructed his team to patch up the holes identified by the Parish Council.
e) Damaged footpaths - the team will locate and patch up the areas high lighted by the Parish Council f) Gulley adjacent to 70 West End - This gulley will be cleaned out.
g) Road sign at junction of West End/Western Green - A new sign has been ordered.
h) Trees on Frost Close - These have now been trimmed back.
i) Salt bin tipped over at top of School Road - Team has been asked to check and refill
New Highway Matters
To be reported: Faults to several street lights need reporting. The Clerk made a note of their locations and will ask for these repairs to be carried out as soon as possible.
Councillor Foord said that the police have been monitoring the speed of the traffic past his house.
PLANNING MATTERS
New Planning Permissions Requested: 2007/1791 & 2 - Conservation area consent and planning permission sought to demolish and part demolish barns and outbuildings and to erect 4 new dwellings and carports on land in Ferry Lane
2007/1795 & 6 - Conservation area consent and planning permission sought to part demolish former cart sheds and erect 2 new dwellings with detached garages on adjacent plot
The Councillors discussed these applications at length and instructed the Clerk on the comments which they wish to be made to the Planning Officer. The chief areas of concern were the access on to a very narrow lane and the ability of the old culvert to cope with the drainage.
2007/1673 - Planning permission sought to erect a 5 stall stable block and generator building at Field No. 7483 Marsh Lane. No comments or objections
Permissions Granted: 2007/1714 - Planning permission granted for a single storey timber framed orangery at 29 Cliff Road 2007/1499 - Listed building consent granted for replacement of staircase, new damp course and installation of a new window at 3 West End 2007/1581 - Permission granted to erect the new signage at the Bay Horse Inn
Councillor Sullivan reported that the plans are on display in the school for the new extensions. The Clerk was instructed to write to Planning Dept to enquire why the Parish Council have not received any notification of this development.
Councillor Bateman said that she has been told that YouthBuild have gone into liquidation and that work has therefore ceased on Walnut Cottage.
PLAYING FIELD
Gate into AWSF The heavy metal gate has been lifted back onto its hinges.
Damaged/wear to the wire fencing around the AWSF - Mr Fletcher will be asked to give the Council a quote for the work required to repair this fencing.
Dust Bin The bin adjacent to the Teen Shelter was ‘blown up’ on the night that the firework display was held. North Lincolnshire Council were reluctant to sell the P.C. a new bin if the P.C. were not going to sign a contract for them to empty it. The Clerk found an alternative supplier.
Inspection Nothing new to report. The goal posts are still being ‘moved around’ by the youths.
The Clerk has been asked by some of the young men who play football on the field if some of the trees which divide the field could be removed to make room for a bigger football pitch. This was discussed, a proposal was made for the trees to be removed and a vote was taken. The Councillors decided that if this was a viable project then the trees should be removed. Councillors Ashberry and Tong will measure the area and reach a conclusion.
Wicksteed Leisure Items highlighted as needing attention by North Lincolnshire Council’s Mr John Colby had been reported to Wicksteed Leisure with a request that they be rectified. Inspector has been out to review the situation but no quotation received as yet.
Hewde Lane Hedge Old bushes and trees have been cut down and all the rubbish removed.
HANDYMAN
Trees on Jubilee Garden have been trimmed back
Equipment will be collected by Scunthorpe Lawnmowers for servicing.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
The Clerk had spoken to Mr Sanderson about a request made by Mr Duff who wishes to put a memorial seat on the Humber bank (at the west side of the Haven). Mr Sanderson said that he had no objections but said that the person to speak to was Councillor Dowson as he owned the land. Councillor Dowson said that he would get into contact with Mr Duff
Work should have commenced on replacing the positive signing during November
The kissing gate on the bank at the west side of the Haven will be replaced this winter.
NEWSLETTER
The Village Newsletter was distributed at the weekend 24th/25th November. Once again, the Councillors felt that this was an excellent issue and thanked the editor, Harry Wells.
Mr Wells said that The Council needed to increase the number of copies which were printed (current 400).
The Councillors discussed the charges to be made for advertising. It was decided that only business would be charged. Councillor Ashberry spoke about the fact that some local villages have received funding for their newsletters. She will try and find out more about this.
It was decided that the two issues of the Newsletter should go out at fixed times during the year, i.e. mid May and mid November.

Neighbourhood Watch - Councillor Ashberry had been ill and had not been able to attend the last meeting.

Councillor Bateman invited the two members of the public to address the meeting.
The young man present said that there was nothing he wished to say.
Mr Terry Ward spoke about the planning applications for the areas down Ferry Lane. His comments were very similar to those made by the Councillors.
He mentioned the article he had heard on the radio about the removal of kissing gates and stiles to allow access to all into the Countryside.
Mr Ward asked what had happened to the Village Snow Plough. Councillor Bateman explained that although it was still within the village the farmers were very reluctant to use it due to insurance issues. North Lincolnshire Council are not happy for it to be used except in dire emergency.
