Minutes of the meeting of Winteringham Parish Council held on Tuesday 2nd December 2008 in the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 4TH NOVEMBER 2008
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Ashberry, seconded by Councillor Foord that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - As requested by our solicitors a cheque has been sent to enable the transfer of ownership to go ahead.
b) Green at Town End - Nothing new to report
c) Phone box - Letter received from Ian Cawsey. British Telecom have been in touch with him and it will be next March before the box is painted.
d) Environment Agency - Nothing has been heard from Philip Winn, Humber Strategies Officer, about the promised second meeting.
e) Plaque for the side of Bay Horse Inn - this has now been erected
f) Fidelity Cover - A letter has been received from Allianz which states that the cost of Fidelity Cover of £16,000 (i.e. the sum recommended by the external Auditor) is £43.20 per annum. The Councillors agreed to accept this but asked the Clerk to find out the price of the cover until next year when the policy will be renewed. There is no extra charge for this year. Form completed as requested by Allianz and returned.
g) Water Side Drain - A reply has been received to the letter sent to the Drainage Board. They say that they consider that the alteration to the drainage was for the better as the outfall into Winterton Beck was rapidly silting up. They assure the council that the new arrangements do work but that in the summer months there will be some smell when the standing water and decaying weed will result in some odour.
The Drainage Board only maintain part of this drain as the owners of the properties along the drain asked the Board to discontinue their maintenance as they wished to make their own arrangements. If the odours do continue then the Board can ask the Environment Agency to investigate the pollution and prosecute any offenders.
The Clerk had spoken to Mr Richard Button who knows nothing of such an agreement but he said that he would ask his father. The Clerk was requested to write and find out when such an agreement was made.
h) Trees on Camp Field - The Clerk had contacted Mr Nigel Ogg who ‘farms’ the field and the work has now been done.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made.
In the current edition of the ERNLLCA Newsletter recommendations are made re. Clerks’ Salaries. If these recommendations are accepted by the Parish Council the amount paid to the clerk each quarter would rise to £532.00 per quarter. The recommendations were accepted and the Clerk will received £532 back dated to 1st April 2008.
Budget for 2009. - the Clerk had prepared reports on spending and a suggested budget for 2009/10. These were discussed at length and just one amendment made. It was decided that the precept requested for 2009/10 should be £12,000. To be ratified at the January meeting
HIGHWAY MATTERS
a) Name Signs for Lanes - The Thrush Lane sign has been ordered . The cost will be £134
b) Holes in road surfaces - Nothing to report at the present time.
c) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage. No update on this matter
d) Name signs - New Village Name signs have been ordered.
e) Footpath outside the village shop - The damaged grating had been repaired and the carriageway patched. The rest of the footpath has now been repaired.
f) Flooding at 6 Market Hill - A new gulley to be put in on the road side.
g) Post on the Triangle on Back Lane - Not yet repaired
h) Warning post on Silver Street - At the last meeting no one was sure whether this had been repaired. Councillor Dowson said that he did not think that it had and that he was worried that a bus would end up in the dyke.
I) A new Village Hall finger post has been ordered.
j) Mr Hill had spotted a vandalised road name sign - Hewde Lane. This has been removed and will be replaced.
k) The Head Mistress of the Village School has asked if the barrier on the path in front of the ‘top’ gate can be extended as this entrance has been altered and the gate moved slightly.
New Issues E-mail received re. the turn of the A1077 into Ermine Street was discussed and will be forwarded to Highways. Ferry Lane is in a shocking state - the road surface needs attention and the culvert is collapsing. Once again the flooding at Composition Corner is giving cause for concern.
PLANNING MATTERS
New Planning Permissions Requested: a) New Applications 2008/1595 - Permission to retain a boundary fence at Fairfield, 14 School Road. No comments
2008/1657 - Planning permission sought to erect a bungalow and construct a new access adjacent to 23 Ferry Lane. The Councillors comments and concerns will be sent to the Planning Officer.
b) Planning Permissions Granted 2008/1438 - Planning permission requested to retain extension to provide garden room and restaurant at Winteringham Fields 2008/1439 - Listed buildings consent for the above
2008/1347- Permission given for the conversion of domestic outbuildings to form a dwelling at The Old Rectory
c) Permission Refused 2008/1162 - Permission refused to retain a non-illuminated advertising sign on Sluice Lane.
PLAYING FIELD
Inspections Councillor Tong gave his report. His main concern is the state of the fencing around the AWSF.
Refurbishment/Renewal of Fencing around AWSF Shortly after the last meeting the Clerk received a letter from SITA to say that a grant of £15,000 had been awarded. The Clerk and Councillor Tong held a site meeting with Mr Julian Nugus, the Fencing Contractor. Mr Nugus has since resubmitted a quotation of £11,500.
The Clerk has been in touch with SITA and is awaiting forms to sign before SITA will give permission to commence the work
Dog Fouling Not too bad at the present time. The Clerk had asked about the promised new signage and an e-mail in response says that the new signage has been put up in Winteringham. The Clerk was requested to ask why the signs could not be put on wooden posts and why there are no signs on Harrison Close or Water Side.
Tennis Nets/Posts Mr Dave Underwood and Councillor Tong will carry out the necessary work to the posts and then the AWSF surface can be repaired. Councillor Tong now has the tennis nets in his possession
New Seats for the Swings These have been fitted at a cost of £70 plus VAT
Marking out the Pitch Councillor Hill reported at the last meeting that he would assist the village football team to do this. (Waiting for some decent weather)
HANDYMAN
Mr Thompson has cleared up the leaves on Sutton’s Hill and also on Jubilee Gardens. When the weather permits he will remove rubbish/weeds from the pond on the Nature Garden.
The Clerk was asked to see about buying ’strong black bags’ in bulk.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Lettering on war Memorial - It was agreed that the Clerk should seek a quote for ’refurbishing’ the lettering.
There was nothing else reported.
PARISH PATHS
The last letter from Mr Sanderson was dated 21st October:
Path 18 at the end of School Road - the new post has been erected and the stile repaired.
Mr Sanderson has asked the team to complete the positive signing in the village as a matter of priority. All new posts show the destination but the path numbers cannot be put on the posts as the redrawing of the definitive map may mean that some paths will be renumbered.
REPORTS FROM REPRESENTATIVES
Village Hall - Work is ongoing and the contractors are making good progress.
Neighbourhood Watch - The Neighbourhood Watch now has a new chairman. Councillor Foord had agreed to take the position as Mr Ashton had expressed a wish to retire. Councillor Ashberry is still pursuing the idea of security camera on the Playing Field and also the possibility of getting a grant for these. It was felt that once the new security lighting is working outside the Village Hall this would help.
Councillor Ashberry made a comment that everyone should check the expiry date on their driving licences as people were being ‘caught out’ by the expiry dates on the new licences.
NATS - Copy of the minutes of the meeting received. Also copy of Street beat
Cemex - Due to the economical climate cuts in production are having to be made.
VILLAGE NEWSLETTER
The Newsletter was distributed at the weekend 22nd /23rd November. Councillor Wells has handed over £66 received for advertising in the newsletter.
Once again it was a very good issue and it is obvious that Councillor Wells spends a great deal of time and effort on each issue. He will look at the front cover to see if there is a way to make it more imposing.
CORRESPONDENCE
North Lincolnshire Council a) Variation of Licence for the Bay Horse Inn - The Clerk was asked to reply to say that the Parish Councillors would prefer it if all functions finished at 12 midnight. b) Meetings in December - already on display

As there was nothing further that the Councillors wished to discuss, the Chairman, Councillor Bateman drew the meeting to a close by wishing everyone a very peaceful Christmas and Happy New Year.
