Minutes of the meeting of Winteringham Parish Council held on Tuesday 1st December 09 in the Tom Thrush room at the Village Hall, commencing at 7.30pm

The chairman invited Mr Stothard to address the meeting: Mr Stothard apologised for not being able to attend the November meeting as planned.
He explained that his responsibilities are for an area from Whitton along the Humber Bank and as far south as Scampton Airfield. He works out of South Ferriby.
He spoke about the weed control along Winterton Beck and cutting the grass on the flood banks. (At the present time there is a badger sett on one of the flood banks). There is some damage caused by cattle on the Humber flood banks and this will be repaired next year.
Mr Stothard also said that the doors down at the Haven would be examined and if necessary these would be replaced. The outflow is silting up to some extent but at the present time this is not considered to be a problem. Part of the problem is that there is less water being pumped into Winterton Beck than in the past.
Down at the Haven the silt does come through the doors at high tide and although there is some silting up adjacent to the doors this does not continue up stream. The weeds have been trimmed back but some are left to maintain the wildlife.
Since the floods in 2007 the agencies are now working together to try to prevent a reoccurrence of the terrible flooding. Mr Stothard said that he did not think that there are any serious issues for concern locally at the present time.
One of the Councillors asked why builders were being allowed to build on flood plains. Mr Stothard explained that the agency had advised that this should not happen but until this year they did not have the power to stop it happening.
Councillor Ashberry thanked Mr Stothard for attending the meeting.
MINUTES OF THE MEETING HELD ON 3rd NOVEMBER 2009
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Ford, seconded by Councillor Tong that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Water Side Drain – The drain has now been cleaned out apart from an area in front of Havendale. Ancholme Internal Drainage Board will be asked why.
b) Winterton Beck (Haven Drain) – The Haven has now been cleaned out
c) 9 School Road – the large hedge was cut back to allow people to use the path without getting wet or having to step out into the road.
d) Trees behind the seat at the A1077 junction – Mr Bob Dowson replied to the Clerks e mail. He has not forgotten the request and the trees will be ordered and planted during the winter months.
e) Scoping Report on Winterton Wind Farm proposal – the Councillors comments had been sent off but there was nothing new to report.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented and the Councillors agreed on payments to be made.
A letter has been received from the Village Hall Committee reminding the Councillors about the promised 2009 grant.
Budget & precept for 2010/11. This was discussed at length. Among items considered was sharing the cost with other local communities of Speed Indicators. It was decided to include this in the budget.
Councillor Dowson proposed that the Precept for 2010/11 should be set at £12,500. Councillor Tong seconded this proposal and it was unanimously agreed.
HIGHWAY MATTERS
a) Road surface on Ferry Lane – Nothing new to report.
b) Subsidence on Market Hill - Work has been carried out on this area.
d) Ledge in front of No 1 Mere Cottages – nothing new to report.
e) Trees on West End – as the leaves have now fallen the trees are no longer obscuring the street light.
f) Holes in road surfaces – nothing new to report.
g) Composition Corner Warning sign – to be replaced
h) Trees at Town End Farm – As it is autumn the trees no long obscure the 30 mph sign.
i) Town End Junction and Speed calming measures on Cliff Road - Letter received from Roy Hindmarsh of the Safer Road Team. The traffic on Cliff Road will be monitored for a seven day period to measure traffic flow and vehicle speeds. It will probably be the New Year before this is done but then the results will be collated and it will then be assessed to see if the location falls within the Speed Management Strategy. Once this has been done then the team will look at the junction layout.
A reply had also been received from Steve Harrison of the Traffic Team to say that they would be assessing the situation
PLANNING MATTERS
a) New application 2009/1366 – Permission sought to erect a single storey extension and loft conversion including velux windows – No 9 Low Burgage. No objections or comments
b) Planning Permissions Granted 2009/1141 – Permission given for the erection of a detached house at Townend Farm, 35 Silver Street.
c) House on Ferry Lane- 2009/1132 – The Planning application for an amended house type to that previously agreed was granted.
2009/1373 – Further planning permission sought for an amendment to previous approved application – to install velux roof windows.
d) Sheds at the School – Nothing new to report. The Councillors decided to let this matter drop.
PLAYING FIELD
Inspections - Councillor Tong had no problems to report.
New nets for small goal posts - Councillor Nigel Hill has some larger nets in his possession but he had said that it will probably be spring next year before he has time to cut and fit them.
Refurbishment of Play Equipment The Clerk had obtained the prices for replacement panels on the Multiplay Unit. The cost will be £340 each plus carriage plus VAT.
For tubular steel barrier the cost is £177 each plus carriage plus VAT.
Councillor Tong has asked two firms to quote for repainting the Play Equipment.
HANDYMAN
Mr Thompson has been busy with clearing up work. There is still some animal digging holes in the playing field.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
e-mail from Mr Sanderson to say that the posts should be replaced shortly. A comment had been passed that the post in the field behind Pike’s House is too far into the field.
NEWSLETTER
Once again an excellent Newsletter which was distributed on time. Several favourable comments have been received.
Councillor Wells commented that the photographs had copied well this time. He will ask the printer if the ‘draft’ can be delivered on a C.D.
The delivery person had indicated that this was his last delivery. The Scot family (from Marsh Lane) would like to be considered for the job.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Councillor Foord had provided details of ‘key boxes’ which can be obtained free of charge. He had also found out about some grants which are available for heating, insulation, etc.
The Neighbourhood Watch Group had not yet been successful in their quest for grant aid for C.T.V. Cameras.
NATS - The next meeting is on 3rd December in Winteringham Village Hall.
Cemex – Councillor Dowson had nothing new to report.
Village Hall - On Tuesday 8th December a Christmas Concert is to be held. On New Year ’s Eve there is to be a New Year Ball.
