Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th December 2011 in The Tom Thrush Room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 1st NOVEMBER 2011
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor K. Rounce, seconded by Councillor W. Foord that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Work on Trees by North Lincs - The tree on Market Hill has been removed and most of the work now appears to have been completed. The trees along the road side on Silver Street have been cut back but not enough to ensure a safe and comfortable work along the path. The Clerk will ask the Tree Officer to look at this when she is in the area.
b) Problems reported to North Lincolnshire Homes - Councillor Ashberry said that she is still trying to get more insulation installed in the bungalows. In the spring the fencing down to the electricity sub- station will be replaced (on both sides) and the other fencing at two of the properties will be replaced.
c) Nature Garden on Silver Street - The pond has been cleaned out but the liner needs repairing. The trees have been pruned. Next spring we will need to hire a machine to skim off the turf before the spring flowers are planted. Mr Warburton has offered to be responsible for cutting the grass on the Garden. His offer has been accepted and he will be shown the areas which need cutting and those which have been planted with meadow flowers.
It was decided that a new sign is needed for this area. The sign will cost approximately £100 and it was unanimously agreed that one should be ordered.
d) Jubilee Gardens - No more work scheduled until the spring.
e) Trees from Woodland Trust - The trees (for autumn planting) were planted by volunteers, school children and their parents. It was agreed that the area should be called "Diamond Spinney" and that a sign should be ordered (Cost between £15/£20). Winterton Lions have ordered the trees for spring planting.
f) Correspondence with Flora Harding re tree for Queens Jubilee - this will be discussed further at the January Meeting.
g) Letter sent to Village Hall Committee re the noise in the big hall - The lady holding the 'Boot Camp' will not be in the large hall when meetings are held.
h) Fence adjacent to Haven Bridge - Reported but nothing further heard.
FINANCIAL MATTERS
The Councillors agreed on payments to be made this month.
Budget and Precept for 2012/2013
The Clerk had prepared a report on spending up to 1st December 2011 and also the probable spending to the end of the financial year. This was discussed along with requirements for 2012. The Councillors Unanimously decided that the precept for 2012/13 should be £12,500. (No change from 2011/12). North Lincs will be informed of this.
(The Clerk reported that a letter requesting funding had been received from Transport solutions, the community transport arm of Humber & Wolds Community Council. Although it was decided not to include this in the budget for next year, Council Bell will contact the organization and speak to them to find out if anyone in the village uses the voluntary transport.)
HIGHWAY MATTERS
a) Holes in road surfaces and damaged footpaths. The surface of the road along the side of the path that runs parallel to the school was repaired on Saturday 18th November. Workmen had knocked on doors about 8am and asked residents to move their cars so that the road was not blocked. There have been several complaints from residents who felt that they should have received notice of this work being carried out.
Some parts of the footpath in School Road have been (poorly) patched this morning (6th December) and also some patching work carried out on the path in front of the village shop.
b) Road Name signs - A plastic Silver Street name sign has been erected but still no new sign on Cliff Road. The councilors commented that many of the wooden support posts on name signs around the village are in need of attention as they are rotten.
c) Tree on A1077 obscuring view of motorists - has been trimmed back
d) Preventative Measures re the flooding of garage at bottom of School Road - an update was requested but no reply has been received. The new owner of the garage has done some extra work himself inside the garage to help combat the problem.
e) Road surface on West End following burst pipe outside No. 38. - Nothing new to report
f) Banking on the corner of High Burgage/West End - Nothing new to report
g) Street Lighting on Cliff Road - Councillor Hatton reported that Cliff road residents have received a letter stating that the electricity to their properties will be off on Wednesday 7th December and she thinks that this is when the work will be carried out to install the new street lights. The new lights will be fixed onto the existing posts
New Issues
Councillors reported that they are concerned about the road conditions on Low Burgage (out of the village towards the bridge), Waterside and Marsh Lane. The roads appear to be collapsing and the situation needs to be monitored.
PLANNING MATTERS
a) New applications: PA/2011/0913 - Planning permission sought to retain a concrete sectional shed in the garden of 23 School Road. (As this has already been discussed by the Parish Council a letter has already been sent expressing their concerns)
PA/2011/1299 - Planning permission requested to render building at 8 Silver Street - No comments to record
PA/2011/1195 - Planning permission sought to erect a 50 kW solar array on poultry farm roof at Winteringham Farm Sluice Lane - No comments to record
PA/2011/1248 - Planning permission sought to erect a 50 kW solar array on poultry farm roof at Ogg Farm, Composition Lane, Sluice Lane, Winteringham - No comments to record
b) Listed Building Consent Granted: PA/ 2011/1211 - Alterations to form en-suite bathroom to include down pipe and extractor fan at 4 Ferry Lane, Winteringham
c) WF/2011/0528 - Proposal is to site four wind turbines and associated infrastructure including a temporary access from Top Road at the Winterton Landfill Site.
At the last meeting the North Lincs Councillors said that they think this may be discussed at the Planning Committee Meeting in January.
d) Report that the occupier of No 14 Cliff Road may be operating a business from his property - The clerk was asked to please report this to the Planning Dept
e) Concerns were once again expressed re. PA200/1226 re. the request to replace an extant planning permission to erect a detached dwelling on land rear of 8 Silver Street. The clerk was asked to e mail the Planning Dept as this application is due to be discussed again in the next few days.
PLAYING FIELD
Inspections - Councillor Tong was not present to give a report. Councillor Martin Bell reported that he had swept up some broken glass.
Work carried out Flat Swings are quite low and need lifting by 3". - G.L. Jones (who fitted the anti wrap devices) have agreed that the swings do need 'lifting' and will do this when they are in the area. The Clerk has contacted them again to try and find out when this work will be done
The wet pour under the swings has been repaired - Invoice received
Small Goal Posts Repaired and invoice received. For safety, the posts will be fixed in a permanent position and the five-a-side pitch will run north to south. In the spring the possibility of talking to Transco, to ask about plastic goal posts being provided, will be discussed.
Notice for Play Area - This will be ordered at a cost of £45. The new sign will be fixed to the existing metal fencing around the Play Area.
HANDYMAN
Carol has been helping her father on a casual basis. This does appear to be working well. Councillor Ashberry will remind them both that they are 'Self Employed' and not employees of the Parish Council.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Cut & Clear were contacted re the trees adjacent to the seat on Cliff Road and those next to the AWSF. The price for this work will be £700 and the work should have been carried out at the end of November. It was agreed not to chase this up at the present time.
Wooden frames for notices on Jubilee Gardens and Seats needing varnishing - Councillor Wilkinson will carry out these jobs when the weather permits. (Probably in the Spring).
PARISH PATHS
E mail received from David Sanderson saying that all the requested work has now been completed. There was nothing new to report.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Meeting in December
NATS - A summary has been received of the meeting held in Winteringham Village Hall on 10th November.
Cemex -.A meeting will be held in January
Village Hall - Meeting to be held on Wednesday 7th December. The next event is the Village Christmas Concert on Friday 9th December.
Emergency Action Team - Councillor Bell reported that the road salt is 'sheeted down' in Alan Smith's yard. All the requested bins are in situ and are full (Some of these should have been green bins but they are all yellow). It was unanimously agreed that Councillor Bell should be given permission to purchase two 20 litre drums of Safethaw at a cost of £60.

Once again a very good informative Newsletter. Councillors sent their thanks to the editor and to Ilona for her prompt delivery. (Next issue we need more copies - 450 was the suggested number.)
