Minutes of the meeting of Winteringham Parish Council held on 1st February 2005 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Councillor R. Wortley apologised for missing meetings and explained that this had been due to illness.

MINUTES OF THE MEETING HELD ON 4th JANUARY 2005

These minutes had been circulate along with the agenda for this meeting. It was proposed by  Councillor P. Hatton, seconded by Councillor I. Dowson that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

a) Budget and Precept for 2005/06 - North Lincolnshire Council has been informed that the Parish Council wish to set the precept at £10,000 for 2005/06.

b) Anti-Social Behaviour - P.C. Teal had told the Clerk that very shortly he will be back as Neighbourhood Officer for the village and hopefully then he will be able to attend Council meetings.

c) Council Room Tables - A letter of thanks has been sent to Mr John Armstrong for repairing the tables..

d) ERNNLCA - Two places have been booked on the training course on 28th February

e) Nothing has been heard about the application for a Public Entertainment Licence by Mr Pritchard of the Bay Horse Inn

FINANCIAL MATTERS

The report prepared by the Clerk was presented and payments to be made were agreed.

The Clerk was given permission to transfer £500 from the Moneymaster Account to the Treasurers Account.

HIGHWAY MATTERS

a) No further information re. the request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box. The Clerk was instructed to chase this up.

b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - these will be repainted as soon as conditions are suitable.

c) Western Green - The grass will be re-seeded in the spring.

d) Chevrons at Tranymere Corner - The 'signing' at this corner is to be altered.

e) Junction of A1077 and Cliff Road - After the last meeting the Clerk had written to Mr Popple. The reply received from Mr Steve Harrison, a Traffic Officer, was read to the Councillors. The Clerk was asked to write to him to request urgent action on the items which he outlined. Also she was asked to mention the poor condition of the road surface down from this corner to the Mere Garage.

New Highway Matters
The Clerk has reported the hole in the road surface adjacent to the drain in front of the Post Office. This will be mended in the near future.

The builders of the new dwelling at 1 Cliff Road have ignored the fact that there should be a grass verge and have put a fence up right on the edge of the road so that they can put their equipment on the area created. They park their vehicles directly opposite at a point where the road is already very narrow. (To be reported)

Mr Denis Clark had written to complain about the cars and lorries which are continual cutting the corner at the top of Back Lane and thus causing damage to his lawn. The Clerk had rung Highway Maintenance Dept and then said that they would send an officer out to speak with him.

Potholes are appearing in the road surface on West End from the junction of Marsh Lane, westwards towards the church. (To be reported)

On Silver Street the road is dangerously close to the dyke near the Thrush Lane junction.

PLANNING MATTERS

New Planning Permission Requested
2004/2241 -
Planning permission requested to erect a two storey extension at 12 High Burgage. (Councillor Sullivan recorded her interest in this application)

The Councillors had no objections or comments which they wished to make.


2004/2277 - Planning Permission requested to erect an extension at Willow Lodge, Ermine Street.

The only comment which the Councillors wished to make was that they hoped the extension would be in the same materials as the existing dwelling.

Permissions granted
2004/2012
- Permission given for the erection of a Conservatory at 2 Meggitt Lane.

2004/2075 - Permission granted for the erection of a car port and conservatory at 81 West End

Application 2004/2043 has been withdrawn.


Enforcement Orders and Appeals

Reference Application 2004/0061 This appeal for the refusal of an extension to Briar Garth, Ferry Lane was dismissed

Reference Plancon 2003/0715 Land at No 1 Mere Farm Cottages - In his e-mail the Enforcement Officer says that the request for prosecution is with the Council's solicitors.

The Clerk was asked to contact the Enforcement Officer to report that the owner of the property is now operating a car hire business from this site.

Reference Application No 2004/1133 - Nothing further has been heard about the appeal against the refusal to allow a bungalow to be built on land at 63 West End.

Reference Application No. 2004/1266 - Nothing further has been heard about the appeal made against the refusal of planning permission for the erection of a detached dwelling on land north west of Briar Garth, Ferry Lane.

Consultation with Parish Councils on Planning Applications
The Clerk had written to Mr Mike Welton pointing out that on numerous occasions the Parish Council received details of Planning Application just a couple of days after their meeting and therefore there is no way that the Council's views can be sent to the Development Control Team within the 21 day deadline.

His reply was read to the Council. However, he does say that there is no way around this and that the council's views will not be considered if they are not received within 21 days of the date on the application. Therefore, the Councillors gave the Clerk permission to call a special meeting if she receives any applications which she feels may be controversial.

Query over the change of use of a barn to a Gents Hairdressers @ Wilden House.
Mr Maw had received a letter from Mr Ron White which indicated that there was no objection to this change of use. However, the Clerk had e-mailed Mr White after she had been contacted by one of the Councillors. In his reply Mr White has said that the owners do need to apply for Planning Permission. Now that Mr Maw is aware of this he will put in an application for Planning Permission.

Caravan in Ferry Boat Car Park
The Clerk has been told that this large static caravan belong to the owners of the house opposite the pub, 19 High Burgage and that they intent to site it in the grounds of the cottage and live in it whilst carrying out alterations to the property. She has asked Mr White if they need planning permission to do this. On his reply Mr White has said that they do not need Planning Permission to live in a static caravan whilst they are working on the cottage.

PLAYING FIELD

Disability Discrimination Act

The Clerk had contacted Mr Wayne Crowcroft and also Smith Bros, Builders. Mr Crowcroft had submitted a quotation for the construction work but Smith Bros. had been out to look at the work required and they are not interested.

Councillors Wortley said that he would chase up a quotation for the new metal fencing which would be required.

The Clerk reported that she had contacted ERNLLCA to ask for help in finding grant aid for the project but she has not received a reply.

Inspections

Nothing needing immediate attention. There is a build up of moss on the AWSF but we have a yearly contract with North Lincolnshire Council for moss treatment and sweeping so this will be dealt with in the Spring.

The gate into the Play Area had been fastened back. Chewing gum and drink cans are being discarded on the field (and all over the rest of the village).

Work by Probation Team

Mr Kevin Clough to be contacted again so that the work can commence in early Spring.

Correspondence Relevant to the Playing Field

Do we want a ROSPA Inspection in 2005? The Councillors did not feel that this was necessary as Wicksteed Leisure carry out our inspections.

MATTA Products new safety surface - The Clerk was asked to send for a brochure.

HANDYMAN

Mr Jacobs has told the Clerk that he had ' rescued' the nozzle from the Village pump and although he has cleaned this up he is unable to screw it back in position. The wooden casing will have to be removed to find out what is wrong. Mr John Armstrong to be contacted to find out if he is willing to assist.

Ken reported that the footpath on Jubilee Gardens is badly cracked. The Chairman will look at the path to find out if this could become a trip hazard.

Since the dustbin has been removed from near the Bus Shelter (and resited on the Play Area) there is a large amount of litter around this area. The Clerk was given permission to ring to order another bin.

PARISH PATHS

Path 318
The Clerk had written to Mr David Sanderson re. the removal of the kissing gate. A reply has been received and Mr Sanderson says that the only reason to have a stile or kissing gate on a public footpath is to prevent animals straying. There are no animals in this field at present. If in the future, the owner of the field places any structure across the path then action will be taken to seek its removal.

No need to reply as there are no such bye ways in Winteringham.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

Nothing new to report

REPORTS FROM REPRESENTATIVES

Village Hall - The Village Hall Committee have been successful in its application for more grant aid towards the refurbishment of the Hall. Building Regs. are needed for the internal modifications.

Neighbourhood Watch - Meeting on 8th February at the Ferry Boat Inn.

Rugby Cement Works - Councillor Dowson gave a report on the meeting which he had attended on 21st January. The new owners will be using a secondary fuel in the kilns and not burning used tyres. Under the new ownership the works do appear to be 'secure' for the time being.

Freedom of Information Act 2000
A letter had been received from the Office of the Deputy Prime Minister to inform the Parish Council of the Authorisation of Qualified Persons to act on the Council's behalf in giving out information that might be requested in writing by any person.

The Primary Authorisation is given to the Clerk, secondary authorisation to the Chairman.

Councillors have received reports of 'underage drinking' on the streets of the village. A letter will be send to both of the local pubs to ask for their co-operation in stamping this out.

The Chairman asked the Vice Chair, Councillor Dowson if he would please chair the meeting on 5th April


Next Meeting

The next scheduled Council Meeting is on Tuesday 1st March commencing at 7.30 pm.

The Clerk asked for the Councillors permission to re-schedule the summer meetings as she will not be available on the first Tuesday in September.

It was agreed that the meetings be held on: 5th July, 16th August and 4th October (No meeting in September)

The meeting closed at 9.15 pm.
