Minutes of the meeting of Winteringham Parish Council held on Tuesday 7th February 2006 commencing at 7.00 pm. The meeting was held in the Council Room at the Village Hall.

Presentation by Mr Broadmeadow on Affordable Housing
Mr Broadmeadow thanked the councillors for inviting him to the meeting and explained that he was the Rural Housing enabler for N.E. and N. Lincolnshire. There was a real problem in this area re. Affordable Housing. House prices have risen by 29% in our area which means that many young people can not afford to get into the housing market especially in the rural areas. Council houses have been sold off and there are very few private houses to rent.
The average household income is £23,000 per year which means that the most people could loan for a mortgage is £100,000. There are virtually no houses for sale in the rural areas under £100,000. House prices have risen because North Lincolnshire has good motorway links and so properties are purchased by commuters who only use the village as a ‘dormitory’
Mr Broadmeadow’s primary task is to carry out surveys in villages (if the Parish Council so wishes). A typical development of Affordable Houses is between 6-10 well-built, pleasantly designed properties. These could be low cost, shared ownership houses. Shared ownership can start at 50% and the housing association always retains the freehold which means that these small scale developments will be a long term asset to the community.
He explained about exceptions sites where the Planning Dept can give permission for a development of these Affordable Houses which is just outside the building line. However, such planning consent will only be given for identifiable local need and this need is identified by the survey conducted by Mr Broadmeadow. These schemes are purely for local people.
In three years time the Local Development Framework will come into force and the plan for Winteringham will be very much governed by the Parish Council and local people.
Mr Broadmeadow explained that if the questionnaire was distributed around the village it would cost the Parish Council in the region of £40 for the printing. There could be a ballot box in the Post Office for the return of completed questionnaires. One of the questions asked is “Do you need more affordable housing in Winteringham? ” If a need is identified then a site would be sought.
If the identified need is for 6 houses then approximately 3 houses would be built. ‘Brown Field sites could be used or unused properties considered for redevelopment.
The Parish Councillors were asked to consider and discuss what Mr Broadmeadow had told them and at a later date the Clerk can contact him to tell him of the Council’s decision.
After Mr Broadmeadow left the meeting it was decided to make this an agenda item for the March Meeting. The Councillors were quite concerned about houses being built outside the planning line and whilst they did not wish to see the village grow too big, they did realise the problems experience by young people wishing to buy their first house.
MINUTES OF THE MEETING HELD ON 3rd JANUARY 2006
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Ashberry, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Presentation by Fire Officers - the Councillors agreed that this had been very interesting.
b) Refurbishment and alterations to the Village Hall - The committee are still awaiting tenders. However, in the meantime the kitchen will be refurbished with the grant money in hand and also the main hall would have a suspended ceiling and new lights again with grant money in hand. 100% grant had been received for the new boiler.
c) Trees on West End - This work still has not been done. Councillor Smith said he would chase it up
d) Derelict Farm building at Mere Farm - The Clerk had contacted Mr Brown once again.
e) The Clerk reported that she had sent off the letter to North Lincolnshire council requesting a Precept of £11,000 for the next financial year.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented and payments to be made were agreed.
Mr John Ogg has requested a cheque to pay for stone to repair the Parish Lanes. The councillors agreed to this request.
HIGHWAY MATTERS
a) White Lines in the centre of the road at the junction of High Burgage/Silver Street - The contractor had been asked to give this work priority due to the time that the matter has been outstanding, however, weather conditions have not allowed for this work to be carried out. The Clerk was instructed to request that the white lines around High Burgage/Silver Street corner by repainted as soon as possible.
b) Silver Street - Two new reflective posts have been erected across the road from Ermine House on Silver Street.
c) Village Name Signs - Instructions have been issued that these are to be cleaned and they will be assessed at this time.
d) Drain cleaning (including Suttons Hill drain) - The Clerk repeated the requested a ‘full clean ‘ of all the village street drains. No one was sure if this had been carried out. The situation will be monitored when next it rains.
e) Overgrown trees on Low Burgage - Not yet pruned. Councillor Smith will also chase this up.
f) Road edges needing repair - The Clerk had reported that the road edge at the top of Suttons Hill is being eroded by the flow of rain water. This area has not yet been repaired.
It had been reported that the edges of Silver Street are breaking up due to the heavy traffic using the road. Repair work will be carried out and an Inspector will monitor the situation.
g) Soakaway at the junction of Composition Lane and Silver Street - It had been pointed out to Highways Maintenance Dept that this soakaway can not cope in rainy conditions and the road becomes flooded. Grips have been excavated to help top the flooding. However Mr Hill has been told that the Councillors do not feel that this will alleviate the problem. This will be inspected to see what further works need to be carried out.
h) Safety Fence on High Burgage - The contractors have damaged the inside path edge and therefore the safety fence has been erected out onto the path itself making it very difficult for anyone to pass. This was reported and the Clerk was then contacted to find out the name of the contractor who had carried out the work on this site. The Clerk will write and ask that this path be repaired as soon as possible either by the contractor or by North Lincolnshire Council.
i) West End Name sign -This has now been put back into position.
j) Trees behind Seat - councillor Dawson had been talking to Mr Goldthorpe about this..
k) Give Way Sign - The Give Way sign near Mere Garage has now been put back into position.
l) Salt bins - The Clerk had reported to Mr Peam that the Hewde Lane bin is not ‘correctly sited’ and that the bins need refilling. This has now been done.
New Highway Matters
The Bramble Lane name sign need re-erecting.
Holes have developed in the road surface on West end (outside Nos 62/64).
There are bags of old building material left on the verge in Back Lane/Market Hill. The owner of the property will be asked to remove these.
PLANNING MATTERS
New Planning Permissions Requested: 2005/1048 - Planning permission sought for the tipping of cement kiln dust and inert factory waste above existing approved levels at the Cemex Works, South Ferriby.
Councillor Dowson had attended the liaison meeting and he explained the need for this application. The councillors had no comments or objections which they wished to make.
2006/0095 - Planning permission sought to quarry, stockpile and process topsoil, silica sand and gravel. Part of Field No. 0084, Land off Ermine Street, Winteringham.
The Councillors had no objections or comments which they wished to make. (Councillor Dowson expressed an interest in this Planning Application and took no part in the discussion.)
2006/0102 - Approval of reserved matters following outline planning permission (2003/0112) for the erection of a detached house and garage on land adjacent to Briargarth, Ferry Lane.
The Clerk explained that outline planning had already been granted for a property on this site. However the Councillors did wish to comment that this house was being built on the edge of a flood plain and would therefore be liable to flooding. Also that it was a very large house for the size of the site.
Permissions granted 2005/1866 - Permission given to erect new signage at the Bay Horse Inn
2005/1909 - Permission grant to prune 3 trees and fell a tree at Ducklings Cottage..
2005/2052 - Decided that North Lincolnshire Council’s prior approval for the siting and appearance of the monopole at Winteringham Primary School is not required.
Other Planning Matters 2003/0715. Land at No 1 Mere Farm Cottages - The Clerk had once again e-mailed the Enforcement Officer to report that there has been no reduction in the number of cars on this property. The Enforcement Officer had replied indicating that he was once again considering taking legal action against the owner.
Application 2004/1498 - 19 School Road. - Mr Blanchard had been asked to tell the Enforcement Officer what he intends to do, i.e. if he is prepared to reduce the size of the extension. - No further news on this.
Extension at 36 High Burgage - The Enforcement Officer had been made aware of this building work and he had contacted the owner who had said that he was not aware that he would need planning permission.
PLAYING FIELD
Inspection Councillor Rowbotham had carried out monthly inspections and he said that everything appeared to be in order.
Teen Shelter It seems that the shelter is being used inappropriately and youths are urinating inside. AWSF The Clerk reported on the quotations she has received for the resurfacing of the area and the refurbishment of the fencing. The Councillors decided that the quotation from Hemswell Contracting was the one which they wished to accepted and instructed the Clerk to progress the application for a grant.
She reported that she has also received the quotation from North Lincolnshire Council for the work they carry out during the year sweeping the area and treating it for moss. If the area is going to be resurfaced then there may not be the need to carry out this work as scheduled. The Clerk will liaise with Neighbourhood Services.
HANDYMAN
Green dustbin near the bus shelter has been repaired. The Clerk had contacted Ken and he had cleaned up the area around the seat on Saturday morning. He had produced a poster to be displayed which showed the appalling mess on Jubilee Gardens that morning.
Letter from Ken asking about a pay increase. (Probable spending for this financial year will be £1020. £1100 was allowed for his wages in the 2006/07 budget.) A rise of 5% would bring his wage up to £6.30 per hour. The councillors agreed to this increase being paid from 1st April 2006.

Neighbourhood Watch - Councillor Ashberry had attended the January meeting. She said that there was some concern about antisocial behaviour especially about youths riding motorbikes and go carts around Meggitt Lane/Western Green and Marsh Lane. The Clerk will report this to P.C. Jeff Sewell.
The N.H.W. had received information about a course in the Removal of Graffiti. Councillor Ashberry asked if the council would be willing to help with the expenses of this course if Mr Ken Jacobs attended. She was asked to find out the exact cost of the course.
Cemex - Councillor Dowson had attended the liaison meeting in January. He reported that everything appears to be going well for the new owners. £20,000 had been given to the new South Ferriby School .
NEWSLETTER
Mr Harry Wells is happy to produce a newsletter to be distributed at the end of March/beginning of April. Following the ‘mix up’ over delivery of the last newsletter there is a young person who is happy to take over this task. The Councillors thought that in the circumstances this young person should be given the job. Letters will be sent out to the village organisations
The Clerk asked what should be included from the Parish Council? Suggestions including driving carefully around the village, the ongoing problem of dog fouling, a copy of Ken Jacobs poster re litter, and P.C. Sewell’s contact details and e-mail address. Also the contact number for the Recycling boxes and bins.

b) Letter from PC Sewell re.. Neighbourhood Policing. The Clerk will contact P.C. Sewell and tell him about the problems currently being encountered with the youths riding motor cycles and go carts around the village with no insurance and tax. She will also mention the problems with vehicles double parking and parking on the pavements especially the large van at the northern end of School Road.

The clerk was asked to reply to this letter indicating that the Councillors wished North Lincolnshire to once again tender for the listed services. l) A letter from Park Farm Landscapes (to be kept on file for future reference) m) ERNLLCA Newsletter - the Clerk will respond to an article about footpaths. n) Letter from Neighbourhood Watch - The N.H.W have written to ask if a brighter light should be put in position near the Teen Shelter. The letter also mentioned Anti Social Behaviour and youngsters riding small motorbikes on the field. The Clerk was instructed to reply to the N.H.W. saying that the Parish Council did not think that a brighter light was possible or desirable and also that they did not know of any recent incidents with regard to youngsters riding motor bikes on the Playing Field.
Comments from Councillors to the Chairman/Clerk
The Clerk is not available for a meeting on 5th September. It was therefore agreed that the July meeting should be held as normal. The August Meeting would be held on 15th August and then the date of the October meeting would be unchanged.
The Clerk had contacted North Lincolnshire Council as some people in the village have not received the new recycling boxes for glass, foil, etc. She has asked if a number of boxes could be delivered to a central point for people to collect but it is beginning to look as though people will have to ring the contact number themselves. (Scunthorpe 297000) she had also asked about the lids for these boxes. They are £1.50 if collected from Cottage Beck Road but £5 if delivered. Councillor Hatton mentioned that she is going into hospital and would not be able to attend the March and April meetings.
The Chairman, Councillor Bateman checked that Councillor Dowson would be able to chair the June meeting as she is not able to attend.
