Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 6th February 2007 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Present:

    Parish Councillors: J. Bateman(in the chair), K. Ashberry, D. Borrill, I. Dowson, P. Green, P. Hatton , N Hill, P. Rowbotham
    North Lincolnshire Councillors A. Smith; and
    1 member of the public.

Apologies:

    Councillor Z. Sullivan, North Lincolnshire Councillor B. Regan

MINUTES OF THE MEETING HELD ON 9th JANUARY 2007

    These minutes had been circulated along with the agenda for this meeting. It was proposed by     Councillor Ashberry, seconded by Councillor Borrill that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Cottage at Walnut Farm - Work has commenced once again.

    b) Nature Garden on Silver Street - A letter had been received from the Council’s solicitor, Mrs Wingate saying that she had not received a reply from Mr Stan Wood. Councillor Bateman had given the Clerk a copy of the letter Mr Wood had sent to his solicitor instructing him to proceed with the transfer of ownership. The Clerk will send Mrs Wingate a copy of this letter.

    c) The Community Development Officer will be attending the meeting on 3rd April

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made.

HIGHWAY MATTERS

    a) Village Name Signs - the defective signs will be replaced.

    b) Harrison Close name sign - A new name sign has been ordered and should be in position shortly

    c) Calming Measures near School - nothing new to report.

    d) Silver Street - Mr Hill says that he has inspected the location and the marker posts have been erected. However, the Clerk had looked at the location and there is still one marker post thrown in the hedge.

    e) Lane Name Signs - Nothing new to report

    f) Hewde Lane Name Sign - The sign which was propped up on the salt bin had been removed. Mr Hill confirms that it had been taken away to be repaired and cleaned and will be re-erected shortly

    g) Give Way Sign adjacent to Mere Garage - A new sign has been ordered and will be erected as soon as possible.

    h) Chevron at Composition Corner - A new chevron has been ordered.

    i) Trees at Junction of A1077 - An order has been issued for the growth on these trees to be cut back so that the view is not obstructed.

    k) Footpath on Silver Street - this will be cleared and reinstated but it will probably not be until the summer.

    l) Edges of bus route - The grips will be excavated to remove standing water and the routes will be added to this years Surface Dressing programme - before that the roads will be ‘patched’. Although the Councillors were pleased to hear that something will be done they did feel that this is a very short term measure and not really economically sensible.

New Highway Matters

    Holes in the road on Hewde Lane and adjacent to No. 3 Winterton Road will be reported to Mr Hill.

    It was noted that the council’s requests for extra salting routes around the village had been ignored.

PLANNING MATTERS

    New Planning Permissions Requested:
    2007/0042
    - Consent sought to final reduce a mature common ash tree and a mature common beech tree and to reduce by 20% branch and weight of a semi-mature walnut tree (all covered by preservation order) at Paddock House, 14, Silver Street, Winteringham. The Councillors had no objections or comments they wished to make.

    2007/0097 - Planning permission requested to erect a single storey kitchen extension at No. 3 Silver Street.
    The Councillors did not object to the erection of the extension but asked the Clerk to comment that they did feel that the building should be pantiled .

    Permissions Granted:
    2006/1694 -
    Permission given to crown lift and thin a fig tree at Fig Tree Cottage,
         Western Green, Winteringham.
    2006/1813 - Permission given to erect a two storey extension at 65 West End, Winteringham.
    2066/1818 - Permission given to pollard a Hawthorn tree at Rookery Cottage.

CONSULTATION RE T-MOBILE INSTALLATION

    A letter and plans have been received from LCC. T-Mobile are proposing to erect a new mobile radio base station on land at West Farm Winteringham.

    Quite a lengthy discussion took place and the Councillors agreed that the Clerk should reply making the following points:
    Is a site in the centre of the village the right place for this base station? It is closed in and too low to be effective.
    Surely there is a better site in more open farm land
    People in the village have already expressed their concerns
    Proximity to the school
    Loss of trees adjacent to the site
    Health Issues?

PLAYING FIELD

    North Lincolnshire Council Inspection
    Inspections were carried out in December. The Clerk read through the report and pointed out the comments from the Inspector. There was nothing which needed immediate action. The Councillors instructed the Clerk to request an inspection from Wicksteed Leisure to be carried out in early April and to ask for quotations for any work required.

    Also letter received re. Sweeping and Moss Treatment of the AWSF during the next financial year. The Clerk was instructed to accept the quotation for a twice yearly sweep/treatment.

    Hewde Lane Hedge
    The Clerk had contacted Neighbourhood Services and Graham Abbott had looked at the work which needed doing. A quotation has been received:
    Cutting down and removing the material £1879.04
    Grinding out 7 tree stumps and removing debris £1236.10

    The Clerk had spoken with Tim Allen and he had said that he would find out about trees and hedging plants. The length of the hedge is 81 metres. Tim Allen had not replied to the Clerk’s subsequent phone calls and e -mails.

    The Councillors felt that this work could only be carried out if grant aid was obtained. The Clerk pointed out that in order to try for grant aid three quotations for the work were needed. The Councillors will assist her in obtaining further quotations. In the meantime the Clerk will look into possible grant aid. Letters will be sent to the Forestry Commission and Neighbourhood Services explaining the current position regarding the replacement of the hedge.

    Basket Ball Rings and Nets
    The Clerk has been told that it is no longer possible to purchase mesh nets due to Health & Safety reasons. The cost of two new suitable rings and nets will be £150.

    The Councillors ask if new rings were really necessary. These will be inspected before new ones are ordered. Councillor Rowbotham said that he would ‘erect’ the new equipment when it arrived.

HANDYMAN

    The handyman had reported that he had once again had to clean out the Teen Shelter after someone had vomited in it.

    Permission was given for the Clerk to purchase the paint requested by the Handyman to paint the Teen Shelter, the bus shelter, the seats, etc

    Councillor Ashberry asked if she should investigate the possibility of the Handyman going on a free Graffiti Course. The Councillors told her to go ahead.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    On the Nature Garden a lorry delivering to the building site opposite had left two deep ruts. The Handyman will fill these in.

PARISH PATHS

    Mr Colin Wilkinson had been in touch with the Clerk re. Footpath 316/317. She had forwarded the information he requested and he has returned these letters (to be put back into the Council‘s files).

REPORTS FROM REPRESENTATIVES

    Village Hall - Still replacing the defective kitchen unit doors. This is a manufacturing problem and is ongoing. Still awaiting updated quotations from the builders.
    The entertainment on Saturday 3rd February had been excellent and a large number of people had turned up to see the play, “Happy Jack”. The evening had raised over £240 for Village Hall funds.

    Neighbourhood Watch - Councillor Ashberry reported that the last meeting had been well attended. Two main issues were discussed:

    People do not appear to be reporting incidents to the police and therefore are not getting a crime number.

    Should a meeting be called of all the organisations in the village to discuss this and other neighbourhood watch concerns?

    Cemex - Councillor Dowson had attended the last Liaison Meeting and gave a brief resume.
    There is ongoing investment in the South Ferriby Works.

    The WRVS would like to extend their Meals on wheels Service into Winteringham and are seeking volunteers to help deliver the meals.
