Minutes of the meeting of Winteringham Parish Council held on  Tuesday 5th February commencing at 7.00pm.  The meeting was held in the Main hall of  the Village Hall.

Present:    

    Parish Councillors J. Bateman(in the chair), I. Dowson, W. Foord, P. Hatton, N. Hill,  Z. Sullivan,  P. Tong,  & H. Wells

ADDRESS BY MR POPPLE AND HIS TEAM

    After introducing the members of his team, Mr Popple told the audience that he was going to explain what has been found and what has been done since the flooding in June 2007.  A lot of investigation work has been carried out since 25th June finding out who is responsible for dykes, drains and rivers. The team has worked with Parish Councils and individual land and householders. He said that people wish to be kept informed and this was one of the reasons for tonight’s meeting.

    Mr Wayne Hill from Highways Dept said that most of the issues in Winteringham are to do with dykes:

    Ermine Street - Ermine House had been flooded. The team has found that the culvert under the road needs replacing and dykes cleaning out. One landowner has already agreed to create a new dyke (and the farmer on the other side would be approached) so that the water can flow into the culvert. He assured the householders that this work will be done as soon as possible.

    Swallows Eaves- The garden was flooded and once again this was due to dykes and a culvert which needed cleaning out.

    Low Burgage - Again the water came off the fields and dykes were full to overflowing.  Gulleys were blocked and could not cope with the extra water.

    Winterton Road - Flooding at Mere Farm Cottages: Once again caused by the water which flooded off the fields. There is a ditch which needs cleaning out.  The householder said that at the present time the landowner is not co-operating.  Mr Hill assured him that if necessary the team from North Lincolnshire Council would clean it out and he would be sent the bill.  The grips at the side of the road will be re-instated. If there are ditches which have been filled in then each would be looked at individually. The comment was made that if only dykes were cleaned out regularly then it was a relatively small job.

    15 Winterton Road -  suffered some of the worst flooding in the village but the householder commented that they received very little help from North Lincolnshire Council.  Neighbours and a local farmer had assisted them.

    Again the flooding was caused by water flowing off the fields and into their property. The dykes and pond in the field next door has been filled in and there was nowhere for the water to go.

    There is a ‘sink’ in the road in front of the house which is always full of water. It has been observed that this is not being cleaned out by Neighbourhood Services.  A comment was made that perhaps this is just a soak away and needs looking at.

    Market Hill - In front of Wilden House there is a gulley. Rain water drains from the roads in several directions into this gulley and it is struggling to cope even in normal wet weather.  Mr Hill assured the householder that he would investigate what could be done.

    Winterton Beck & the Haven - Any problems with this beck and the possible danger of it overflowing and causing flooding needs to be investigated by the Environment Agency.

    North Lincolnshire Council is holding multi-agencies meetings to try to ensure that everything possible is done to alleviate any future danger of flooding.  Mr Popple said that they can carry out the relatively minor work but Government funding is being sought for the major issues.

    Mr Graham Wilkinson  from Humber Emergency Planning Services then spoke and explained how the community can help itself:
    a) Individual households can be prepared
    b) A Community Emergency Team can be set up.
    This team would need a co-ordinator who could be the person to contact in an emergency.  The co-ordinator would know the names and telephone numbers of the agencies and people to contact.

    Councillor Bateman thanked Mr Popple and the members of the North Lincolnshire Flood forum team for coming to the meeting.

MINUTES OF THE MEETING HELD ON 8th JANUARY 2008

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Foord, seconded by Councillor Hatton that these minutes be accepted as being a true record.  They were duly signed. 

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - Reply from Mrs Wingate saying that she would contact Lockings Solicitors in Hull to see if they are still dealing with this transfer.

    b) Green at Town End -  Reply from Naomi Boyde at North Lincolnshire Council saying that the application is still being dealt with. She is aware that the procedure is very slow but it is essential that the application is dealt with correctly.

    c) Green Space Strategy - the Clerk had found this on the internet and read through the extremely lengthy document. It does not appear to affect Winteringham as all the Green Spaces listed are those owned by North Lincolnshire Council.

    d) C.E. Electric - Leaflets have been placed in the Post Office

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made .  

    Precept for 2008/9
    At the last meeting it had been agreed that the Precept for 2007/08 should be set at £11,500.  North Lincolnshire Council have been notified.

HIGHWAY MATTERS

    a) Signs to indicate that roads are suitable for heavy/large vehicles - Councillor Cawsey had contacted Mr Popple about these signs but had not made any head way.

    b) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’.  It was agreed that another sign should be ordered.

    c) The holes in road surfaces - Mr Hill had instructed his team to patch up the holes identified by the Parish Council.  The Councillors were not sure if this work had been carried out but agreed to leave this item until the Spring.  

    e)   Damaged footpaths - Mr Hill had asked his team to locate and patch up the areas highlighted by the Parish Council.  Again the councillors did not think that this had been done but it was agreed to leave it until the Spring.

    f)   Gulley adjacent to 70 West End - This was cleaned out but since the recent heavy rains needs doing again.  Mr Hill to be informed.

    g) Barrier and Road Markings on A1077 (adjacent to East Field Farm) - The barrier has been repaired but the road markings have not yet been done.

New Highway Matters

    The barrier on Sluice Road adjacent to the river is damaged and the Gulley in front of the Post Office needs cleaning out.

PLANNING MATTERS

    New Planning Permissions Requested:
    2008/0083
    - Permission sought to erect a two storey extension at 32 Western Green
    The Councillors had no comments or objections which they wished to make

    Permissions Granted:
    2007/1673
    - Permission granted to erect a stable block and generator building at Field No. 7483, Marsh Lane. 
      
    2007/1912 - Planning permission to erect a new covered link to existing building and an extension to form a kitchen and dining room at the Primary School.

    Councillor Allan Smith had provided the Parish Council with details of the funding for this project. He commented that some villages are losing their schools so Winteringham should be pleased that this work is being carried out to ensure the future of the Primary School

    Letter re. the excavation of footings at Brant House, Low Burgage
    The Enforcement Officer, Martin Wilson has written to say that the owner has been informed that he must submit a planning application for consideration.

    Validation of Planning Applications - Proposed list of requirements
    Document received and read through.  To be kept on file

PLAYING FIELD

    Inspections
    North Lincs on 7th December. Most points raised have already been reported to Wicksteeds.

    Councillor Tong reported that things as pretty much the same as last month - still a problem with dog fouling. The spring on the gate into the Play Area is broken.

    Refurbishment/Renewal of Fencing around AWSF
    Several Fencing Contractors have been contacted and asked to give quotations.
    Waiting replies. The Clerk has received one quotation which is for £25,000 approx.

    Wicksteed Leisure
    Items highlighted as needing attention by North Lincolnshire Council’s Mr John Colby  had been reported to Wicksteed Leisure with a request that they be rectified.  Inspector has been out to review the situation but no quotation received as yet.

    Hewde Lane Hedge
    Hedge was completed w/e 19th January.  (Some youngsters immediately took it upon themselves to removed the supporting canes. The Clerk has since replaced these.)

    Cut and Clear had also removed some of the trees which divide the field in order to make room for a bigger football pitch.
    The invoices have been received from Cut and Clear and the cheque from Mondegreen for the grant has already been received and banked.

    Dog Fouling
    Councillor Tong had reported that there is a lot of dog fouling on the field.  It was agreed that new signs are needed reminding owners that this is a playing field and it is illegal to allow dogs to foul and not remove the faeces.

    The Clerk has spoken on several occasions to the Dog Warden who has told her about the consultation currently taking place and about the new Dog Control Orders which will be coming out at the end of this consultation.

    The Dog Warden had advised that the Parish Council wait as North Lincolnshire Council would be putting up notices on all areas covered by these orders and Winteringham Playing field is one of the areas covered.

HANDYMAN

    The Handyman has been working to clear the bank in front of the new hedge. He has requested some top soil and Councillor Dawson said that he would supply this.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Cliff Road Street lights are all out.  This has been reported but the Clerk will also ring and report it.

PARISH PATHS

    Mr Sanderson had confirmed that work had commenced on replacing the positive signing during November and will progress during the next months.

REPORTS FROM REPRESENTATIVES

    Village Hall - Fund Raising event on Saturday 9th February. The Grand Prize Draw will take place at this event.

    Fund Raising Event planned for May Day Monday.  A query was raised about insurance for this event as it was planned to use the Playing Field. Councillor Bateman will take this back to the committee.

    Neighbourhood Watch - Councillor Ashberry was sick and not at this meeting to give a report.

    Cemex - Meeting on 18th January 08.  Councillors Dowson has attended.  He said that there has been some opposition to the proposals to have a wind farm.  At the present time, Cemex are refurbishing the kiln.

    Neighbourhood Action Team - Councillor Foord had attended the meeting on 10th January and had supplied copies of the minutes to the Councillors.

Items to bring to the Notice of the Chair/Clerk

    Councillor Wells expressed his concerns about the cars parked on South Side. Recently there had been an incident when an ambulance could not get through when answering an emergency call.

    The Clerk was asked to find out the cost of new full size goal posts and nets.
    North Lincs Councillor Linda Cawsey said that she had some goal post nets which the council could have if they were of any use.
