Minutes of the meeting of Winteringham Parish Council held on Tuesday 3rd February 2009 in the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 6th JANUARY 2009
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Tong, seconded by Councillor Foord that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Green at Town End - The Clerk has contacted Naomi Boyd by e mail. Naomi is back at work in February and she promises that one of her first tasks will be to get the village green application finalised. Hopefully it will be presented to the Planning Committee in March
b) Phone box - Letter received from Ian Cawsey. British Telecom have been in touch with him and it will be next March before the box is painted.
c) Environment Agency - The Clerk had contacted Mr Philip Winn, Humber Strategies Officer, about the promised second meeting. The date arranged for this meeting is Thursday 26th February at 7pm. Posters and flyers will be prepared.
d) Water Side Drain - A reply has been received to the letter sent to the Drainage Board. They suggest that a ‘site’ meeting be held. A letter will be sent inviting them to set the time and date.
e) Dog Fouling on Hewde Lane. - the Clerk has sent/received a number of e-mails from the Dog Warden. Hewde Lane was cleaned up by the Neighbourhood Team but it has once again been fouled. However, the Dog Warden says that complaints cannot be made to the Clerk for her to pass on. They must be made by the person witnessing the incident.
f) Missouri Riders Charity Enactment - Nothing new to report .
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made.
It was agreed the £1,400 should be transferred from the Maintenance Account into the Community Account
HIGHWAY MATTERS
As requested the Clerk had written to the Highways Maintenance Dept requesting that some of the long standing issues be sorted out as soon as possible. Unfortunately no reply has been received.
a) Warning post on Silver Street - At the last meeting no one was sure whether this had been repaired. Councillor Dowson said that he did not think that it had and that he was worried that a bus would end up in the dyke. This work still has not been done.
b) Name signs - New Village Name signs have been ordered.
c) Name Signs for Lanes - The Thrush Lane sign has been ordered . The cost will be £134
d) The vandalised road name sign on Hewde Lane had been removed and will be replaced.
e) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage. No update on this matter
f) Flooding at 6 Market Hill - A new gulley is to be put in on the road side. Large holes are appearing in the road surface at this point.
g) Banking around the shop corner - loose stones thrown into the road.
h) Ferry Lane is in a shocking state - the road surface needs attention and the culvert is collapsing.
i) Composition Lane Corner - drainage still needs attention
j) A new Village Hall finger post has been ordered.
k) Holes in road surfaces - Councillor Ashberry reported holes in the road surface on Cliff Road. These are getting worse
l) Culvert adjacent to Eastfield Farm - need unblocking
New Matters
The closure of Silver Street. - No one in the village knew about this closure until the morning that the notices went up on the corner near the shop. Councillor Bateman had investigated and she was told that the road had collapsed so emergency work had to be carried out to construct a new culvert in front of Ermine House. Once the work was started it was found that the sides of the road were also collapsing. The estimate for the completion of this work varied from one week to six weeks.
The buses did not run into the village as the bus companies said that they could not come in along Winterton Road and then turn round. It was pointed out that the bus could come in along Winterton Road and then go out along Cliff Road.
After a lot of phone calls and help from North Lincolnshire Councillor Alan Smith eventually buses were organised and began to run the next day (although only the Town End bus stop was in use).
The road was only closed for a couple of days before a one way system was set up near to the work and traffic was once again able to use Silver Street/Ermine Street..
PLANNING MATTERS
New Planning Permissions Requested: a) New Applications 2008/1697 - Notice of intention to fell a conifer tree at 36 Western Green b) Planning Permissions Granted 2008/1657 - Permission grant to erect a detached bungalow and construct a new entrance on land adjacent to 23 Ferry Lane.
c) Permission Refused 2008/1697 - Permission refused for the change of use of a grassed paddock to a storage area for caravans at Low Farm, Sluice Lane
PLAYING FIELD
Inspections Wicksteed Leisure had sent a letter reminding us that it will soon be time for our annual inspection. The cost is £45 for an unaccompanied inspection. The councillors wished to accepted this quotation.
Councillor Tong gave his report. He asked if the Councillors thought that it would be possible to use some of the mesh (when the AWSF fence is removed) to make new nets for the small goal posts? Would this be safe? To be investigated.
Refurbishment/Renewal of Fencing around AWSF The Clerk had contacted Mr Julian Nugus asking for a date when he expects to start work. Mr Nugus hopes to get the work done at the end of March before the school Easter holidays.
Tennis Nets/Posts As soon as the weather permits, Mr Dave Underwood and Councillor Tong will carry out the necessary work to the posts and then the AWSF surface can be repaired. Councillor Tong now has the tennis nets in his possession
Quotation for Grass cutting in 2009/10 Mr Don Johnson has quoted £1339.00 for cutting the field. (£1360 was allowed in the budget). The Councillors agreed to accept Mr Johnson’s quotation.
HANDYMAN
LETTERING ON WAR MEMORIAL
The Clerk had received a quote for ’refurbishing’ the lettering. It was unanimously agreed that the quote from Barnham Memorials for £495.20 (plus VAT) should be accepted.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
The wooden seat on the Village Green needs repairing. As soon as the weather permits Councillor Wells will carry out the repairs.
The hedge adjacent to 26 Frost Close needs trimming as it is causing the path to become slippery with moss. The Clerk will look at this to see if it is a hedge owned by the Parish Council and if so she will try to find someone to carry out the work.
PARISH PATHS
The Clerk had reminded Mr Sanderson about the work needed on the steps on several paths. She will inform him that the finger post on Cliff Road pointing across to the church has been knocked down.
An e-mail has been received from South Ferriby Clerk asking if Winteringham has had any problems with the cutting of the Humber Banks.
REPORTS FROM REPRESENTATIVES
Town & Council Liaison Meeting - Councillor Foord had attended this meeting and gave a brief report.
Village Hall - Work has been held up due to the bad weather
Neighbourhood Watch - The next meeting is on 12th February
NATS - North Lincolnshire Housing have been approached to fit safety chains on doors and windows of older peoples’ bungalows.
Cemex - Councillor Dowson had attended the meeting. The South Ferriby works has a new manager, Phil Baines. There have been reductions in the staff but hopefully the situation has now stabilised.
CORRESPONDENCE
North Lincolnshire Council a) Meetings in February - already on display b) Invitation for the Clerk to attend a meeting on 19th February c) Local Transport Plan - consultation feedback d) Consultation document on the new Local Development Plan.- there did not appear to be any problem with the new building line in Winteringham. It had only been extended to include dwellings already constructed.
Other Correspondence a) Letter requesting a warning sign for Toads (on Silver Street). The request will be forwarded to Highways Maintenance.
