Minutes of the meeting of Winteringham Parish Council held on Tuesday 2nd February 2010 in the Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 5th JANUARY 2010
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Hill, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Water Side Drain – The drain has now been cleaned out apart from an area in front of Havendale. Ancholme Internal Drainage Board had been asked why.
b) Trees behind the seat at the A1077 junction – Mr Bob Dowson had said that he has not forgotten the request and the trees will be ordered and planted during the winter months. The Clerk said that she thought the trees have now been planted.
c) Scoping Report on Winterton Wind Farm proposal – Nothing new to report
FINANCIAL MATTERS
HIGHWAY MATTERS
a) Road surface on Ferry Lane – Nothing new to report.
b) Holes in road surfaces – the holes that had been reported are now filled in but a number of new holes have developed: ·Two on High Burgage ·Several on Cliff Road ·The edge of Hewde Lane ·The junction of Water Side and Marsh Lane
Also in front of the village shop the road in front of the drain is breaking away and the drain needs a new grid The footpaths around the village are in a terrible state.
c) Composition Corner Warning sign –replaced
d) Trees at Town End Farm – As it is autumn the trees no long obscure the 30 mph sign.
e) Town End Junction and Speed calming measures on Cliff Road - Letter had been received from Roy Hindmarsh of the Safer Road Team. The traffic on Cliff Road will be monitored for a seven day period to measure traffic flow and vehicle speeds. It will probably be the New Year before this is done but then the results will be collated and it will then be assessed to see if the location falls within the Speed Management Strategy. Once this has been done then the team will look at the junction layout.
A reply had also been received from Steve Harrison of the Traffic Team to say that they would be assessing the situation. Nothing new to report on this.
f) The Clerk will ask again about a Salt Bin being placed at the junction of Cliff Road/Hewde Lane.
g) One of the warning posts on the triangle in Back Lane has been knocked over.
New Issues
Hewde Lane sign has been damaged and needs re-erecting.
There are signs on the footpaths in front of the Bay Horse and the Ferry Boat public houses and complaints have been received. The Clerk was asked to write to the publicans pointing out that it is illegal to obscure public footpaths and asking them to please remove the signs.
PLANNING MATTERS
a) New applications – None received
b) Planning Permissions Granted 2009/1373 - Permission granted for velux roof windows at house on Ferry Lane
2009/1449 – Permission granted to erect a two storey rear extension at 16 Cliff Road, Winteringham. (re submission of 2009/1139)
PLAYING FIELD
Inspections - Councillor Tong had nothing new to report.
Letter from North Lincs Council re inspections in 2010. The cost for 4 quarterly inspection will be £206.20 for the year (payable in Sept). The Clerk was instructed to accept this quotation.
Letter from Wicksteed Leisure to say that the Annual Inspection is due shortly. The cost is £45 for an unaccompanied inspection. The Councillors decided that the quarterly inspections by North Lincs Council were adequate and they had not been happy with the Wicksteed Inspection last year.
New nets for small goal posts - Councillor Nigel Hill had said that he has some larger nets in his possession but he had said that it will probably be spring next year before he has time to cut and fit them.
Refurbishment of Play Equipment - Councillor Tong had asked two firms to quote for repainting the Play Equipment. A quote of £1399.12 plus VAT has been received from Holmes & Musgrave. Councillor Tong has been talking to the other contractor who has told him that it will be impossible to paint the barriers on the Climbing Frame. He will request a quote for painting the rest of the equipment.
At the last meeting the Clerk had reported that an e mail had been received from North Lincolnshire Council re the Playbuilder Year 2 Project to inform Winteringham that they have been successful in being put forward into Stage 2 of the selection process. The Clerk has now been asked to complete the Second Stage Application Form. Advice sought from councillors as to whether they wish to proceed. The clerk was instructed to complete the form. She told the Councillors that in order for the application to be successful letters of support from the village were urgently needed.
Fence around AWSF Julian Nugus has said that he will replace all the clips which have been removed and if we have any further trouble he will try to think of a better alternative.
HANDYMAN
Mr Thompson has cleaned the lawn mower and it will be going in for a service.
He has once again had to clean the Teen shelter following several instances of vomiting. There is evidence that youths are drinking alcohol in the shelter and this will be reported to the police.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
E-mail was received from Mr Sanderson to say that the posts should be replaced shortly and he had been told that a comment had been passed that the post in the field behind Pike’s House is too far into the field.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch – Still waiting to hear about grants for the CCTV camera. Ongoing with key safes and chains on doors for older people.
NATS – Next meeting is on Thursday 4th February at Winterton.
Cemex – The date of the meeting in January was changed and Councillor Dowson was unable to attend.
Village Hall – Nothing new to report.

Items to bring to the Notice of the Chair/Clerk
There was nothing that the Parish Councillors wished to be discussed.
Councillor Regan told the meeting that at the end of February North Lincolnshire Council takes over the responsibility for on street parking. Wardens have been appointed and they will cover the whole of North Lincolnshire not just town areas.
