Minutes of the meeting of Winteringham Parish Council held on 4th January 2005 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.
Present: Parish Councillors J. Bateman (in the chair), D. Borrill, P. Hatton, I. Dowson, E. Harrison, N. Hill, P. Rowbotham, North Lincolnshire Councillor A. Smith

Not present: Councillor R. Worley. North Lincs Councillor H Rowson
The Chairman, Councillor Jackie Bateman welcomed everyone to the meeting and wished them all a Happy New Year.
BUDGET AND PRECEPT FOR 2005/2006
The Clerk had prepared figures which she presented to the Councillors for discussion.
The budget was discussed and accepted.
The Precept was discussed. It was unanimously agreed to include a grant of £400 for the Village Hall and everyone agreed that the precept should be set at £10,000 for the year 2005/06. The Clerk will notify North Lincolnshire Council.
MINUTES OF THE MEETING HELD ON 7th DECEMBER 2004
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor D. Borrill, seconded by Councillor P. Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Anti-Social Behaviour - The Clerk had written to Inspector Rutty and also to the Headmaster at the Comprehensive School. Inspector Rutty had e-mailed a reply which was read to the Councillors. There is a new telephone number for non-urgent calls: 0845 60 60 222. Unfortunately there is a still a problem with the gangs of young people who roam around the village.
b) Council Room Tables - These have been repaired by Mr John Armstrong.
FINANCIAL MATTERS
The report prepared by the Clerk was presented and payments to be made were agreed.
The Chairman reported that she had purchased two bottles of wine as a token of appreciation for the Editor of the Newsletter.
HIGHWAY MATTERS
a) No further information re the request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box.
b) Salt Boxes - The problem of the salt boxes being tipped over appears to have been resolved.
c) Western Green - The work carried out appears to have been successful and the flooding has been stopped. The Clerk will ask if there are plans to reseed the grass and if so how will drivers be prevented from driving their vehicles across the area.
New Highway Matters to be reported to Highways Maintenance: The white lines in the centre of the road at the High Burgage/West End Junction need repainting and the chevrons at Tranymere Corner are now totally down.
A letter will be sent to Mr Popple requesting that fluorescent paint is used to mark the kerb edges. Although these kerbs were marked with white paint, this is not visible at night as the chevrons dazzle drivers.
A letter will be sent to Mr Les Burkill expressing the Councillors’ appreciation of his efforts to keep High Burgage free from litter.
PLANNING MATTERS
New Planning Permission Requested 2004/2043 - Planning Permission requested for the change of use from stables into a café at Low Farm, Sluice Road, Winteringham
The following comment will be made: The A1077 outside this property is a very fast road and so there needs to be a good access and adequate parking.
2004/2176 - Permission sought for the change of use of land from agricultural to an extension to a residential garden - 85 West End
The following comment will be made: If the Public Footpath is diverted then the barbed wire boundary of this garden which will be adjacent to the footpath.
Permissions granted - None received
Enforcement Orders and Appeals Reference Plancon 2003/0715. Land at No 1 Mere Farm Cottages - The hearing was held on 19th October and the enforcement order was upheld. The owner had one month to comply with the order. This time has now expired but the owner does not appear to have made any effort to clear the land. The Clerk had contacted the Enforcement Officer and received an e-mail in reply which says that if the owner does not comply then a summons will be issued at the beginning of January.
Reference Application No 2004/1133 - Nothing further has been heard about the appeal against the refusal to allow a bungalow to be built on land at 63 West End.
Reference Application No. 2004/1266 - An appeal has been made against the refusal of planning permission for the erection of a detached dwelling on land north west of Briar Garth, Ferry Lane.
PLAYING FIELD
Work by Wicksteed Leisure A quotation had been received to overcome the problem of the surface breaking away from the concrete strip. Wicksteed Leisure was quoting £501 plus VAT. At the last meeting Councillor Rowbotham said that he would look at this problem before the quotation was accepted.
Councillor Rowbottom had carried out some repair work and at the present time this is no longer a trip hazard.
Disability Discrimination Act Councillor Wortley was not present at the meeting and he had not sent any details of quotations received. It was decided that the Clerk should contact Mr Wayne Crowcroft and also Smith Bros, Builders at 54 Main Street Bonby. She will ask that quotations be given as soon as possible.
Inspections Councillor Rowbotham had carried out inspections and he said that at the present time everything looks quite safe and tidy. The green wheelie bin has been moved onto the Playing Area (from near the bus shelter) and has been secured.
Work by Probation Team Mr Kevin Clough to be contacted again in the spring.
HANDYMAN
The Clerk had contacted him to ask if he would tidy up the area of the field at the side of the bungalows towards the school field. This work he has started.
He was also asked if he could paint the yellow uprights on the Teen Shelter. It was thought that Councillor Wortley had the special yellow paint to do this but he had not. It was therefore decided to leave this until the work is done in Spring.
Ken Jacobs had also reported to the Clerk that he had at his home the spout from the Village Pump. This had been removed by the youths and thrown on the grass.
PARISH PATHS
Proposed Diversion to Path 318 Mr David Sanderson had written to say that he did not intend to seek authority to divert this footpath. However the kissing gate had been removed on 10th December. The Councillors were not happy about the way in which this had been done and were also fearful that the owner of this grass field could decide to run livestock in the field. If this happened then the farmer would probably erect a barrier straight across this opening thus denying walkers access to the path. The Clerk will write to Mr Sanderson expressing the Councillors’ concerns.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Nothing new reported.
REPORTS FROM REPRESENTATIVES
Village Hall - The Christmas Social Evening on 15th December had been a success and had raised approx. £300. Grant applications for the refurbishment of the kitchen will be submitted shortly.
Neighbourhood Watch - No representative present. However it was noted that the Village Neighbourhood Watch Group has gained a Gold Award.
Rugby Cement Works - Nothing new to report.

Councillor A. Smith reported that the ‘Open House’ event held by the local Methodist Minister and his wife had raised over £2,000 for the Tsunami Appeal.
