Minutes of the meeting of Winteringham Parish Council held on Tuesday 3rd January 2006 commencing at 7.00 pm. The meeting was held in the Council Room at the Village Hall.

Councillor Jackie Bateman was in the chair. She wished everyone a Happy New year and welcomed them to this first meeting in 2006.

Presentation by Fire Officers

    Mr Riggall gave a brief overview of what is done at Winterton Fire Station. He said that they would like to discuss what they could do for the Parish Council and what the Parish Council could do to assist them.

    There are 17 retained Firemen at Winterton and many of them are long serving officers. The station covers quite a large area and they wished to promote Community Fire Safety. The problem is getting this message out to members of the community and this is where they wished to ask for the Council’s help.

    The Fire Officers give free advice and will fit Fire Alarms free of cost to all households. 50% of households do not have a fire alarm. The officers had handouts which they passed around. The Parish Council will assist by ensuring that a copy of this information is put on the internet site, included in the next Newsletter and passed on to the Humberside Club, Neighbourhood Watch and W.I.

    Mr Simpson was asked to send the Clerk a poster to be put up in the Council box.

MINUTES OF THE MEETING HELD ON 6th DECEMBER 2005

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Borrill, seconded by Councillor Dowson that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Anti Social Behaviour and Under Age Drinking. - This had not been too bad over the Christmas period. The situation will be monitored.

    b) Refurbishment and alterations to the Village Hall - Nothing new to report about the refurbishment. However, the Councillors were told that the central heating was not on as there had been a total failure of the boiler. The boiler is over 10 years old and to repair it would cost £900 with no guarantees as to how long it would continue to work. A new boiler will cost approximately £2,000.

    c) Trees on West End - This work will be carried out in the near future

    d) Derelict Farm building at Mere Farm - Mr Brown had assured the Clerk that this will be demolished shortly. The Clerk was asked to contact Mr Brown once again.

    f) Affordable Housing - Mr Broadmeadow has accepted the invitation to address the meeting of the Council on Tuesday 7th February 2006.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and payments to be made were agreed.

BUDGET AND PRECEPT FOR 2006/07


    The Clerk had prepared reports which were perused by the councillors and then discussed. (These are attached at the end of these minutes.) It was decided that a precept of £11,000 should be requested.

HIGHWAY MATTERS

    a) White Lines in the centre of the road at the junction of High Burgage/Silver Street - The contractor has been asked to give this work priority due to the time that the matter has been outstanding.

    b) Silver Street - Some damaged marker posts had been replaced but the Clerk had reported that the posts opposite Ermine House still needed to be replaced. It will be pointed out to Mr hill that the dyke is extremely close to the road at this point and it would be very easy for a vehicle to end up in the steep dyke.

    c) Village Name Signs - To be cleaned or preferably replaced.

    d) Signs on West End - Mr Steve Harrison, the Traffic Officer, says that there is no funding currently available for these signs.

    e) Caravan parked on Back Lane - No longer appears to be a problem.

    f) Drain cleaning (including Suttons Hill drain) - The Clerk had written and requested a ‘full clean‘ of all the village street drains. The drain in front of the village shop is still overflowing so she will repeat this request.

    g) Overgrown trees on Low Burgage - Not yet pruned.

    h) Road edges needing repair - The Clerk had reported that the road edge at the top of Suttons Hill is being eroded by the flow of rain water. This area will be repaired.

    i) It had been reported that the edges of Silver Street are breaking up due to the heavy traffic using the road. Repair work will be carried out and an Inspector will monitor the situation.

    j) Soakaway at the junction of Composition Lane and Silver Street - It had been pointed out to Highways Maintenance Dept that this soakaway can not cope in rainy conditions and the road becomes flooded. Grips have been excavated to help top the flooding. However Mr Hill has been told that the Councillors do not feel that this will alleviate the problem.

    k) Safety Fence on High Burgage - The contractors have damaged the inside path edge and therefore the safety fence has been erected out onto the path itself making it very difficult for anyone to pass. This will be reported.

    l) West End Name sign - Has still not be put back into position.

    m) Trees behind Seat - Mr Hill has been asked for his comments.

New Highway Matters

    The Hewde Lane salt bin is not in its correct position and all the salt bins need to be refilled as soon as possible before any more bad weather. The Give Way sign near Mere Garage is twisted around.

PLANNING MATTERS

    New Planning Permissions Requested:
    2005/2010
    - Listed building consent to demolish former cottage north of Walnut Farm, 22 Silver Street, Winteringham.

    A very length discussion took place about this proposal. The Parish Councillors felt very strongly that the owner should not be allowed to demolish this listed building and the Clerk was instructed on the points which should be made in the letter to the Development Control officer.

    2005/2052 - Application for determination concerning prior approval for site and appearance of 8.5m high monopole with one compact line microwave antenna at Winteringham Primary School.

    As this monopole has been requested by the school for their own communications the Parish Councillors saw no reason to object.

    Permissions granted
    None received

    2003/0715. Land at No 1 Mere Farm Cottages
    - In his e-mail the Enforcement Officer says that Mr Foord has been into the office and was asking what he could do with the ‘paddock’ area next to his house. He had been told that any development, agricultural or not would need planning permission. It was agreed that, as long as the number of cars/vans keep depleting then no further action would be taken until the New Year. The clerk had e-mailed the Enforcement Officer to say that there was no improvement. In his reply Mr Hill says that the situation will be reviewed mid-January and he will take matters from there.

    Application 2004/1498 - 19 School Road. - Mr Blanchard had been asked to tell the Enforcement Officer what he intends to do, i.e. if he is prepared to reduce the size of the extension. - No further news on this.

    Notice Boards Outside the Bay Horse Inn
    - A Planning Application had now been received for new boards. The councillors had commented that they wished to see these boards removed if new signage was permitted.

PLAYING FIELD

    Inspection
    As Councillor Rowbotham was not present there was no report.

    Teen Shelter
    The additional wall has been erected at a cost of £180 plus VAT. The ‘In It’ club will be told of this cost.

HANDYMAN

    Ken has reported that the green dustbin near the bus shelter has been split. Attempts will be made to repair it

PARISH PATHS

    A letter has been received from Mr Sanderson advising the Councillors that FP 313 from West Halton to Winteringham will be temporarily closed to allow a dangerous bridge to be rebuilt.

    The Clerk had received a letter from The Girl Guide Association re the fact that there is no longer a footpath along the banks towards South Ferriby. The Clerk had written and explained the situation.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    The councillors had nothing new to report.

REPORTS FROM REPRESENTATIVES

    Village Hall - The problems with the boiler had been reported earlier in the meeting. The next committee meeting is on Thursday 5th January.

    Neighbourhood Watch - Councillor Ashberry said that the next meeting is on 24th January

    Cemex - Councillor Dowson said that there is a liaison meeting in January.

Councillor Bateman then invited Mr & Mrs Pike to address the meeting. They expressed their concerns re the demolition of the listed stone cottage on Silver Street and a further discussion took place.
