Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 9th January 2007 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.
Present:

    Parish Councillors J. Bateman (in the chair), K. Ashberry, D. Borrill, I. Dowson, P. Green, P. Hatton , N Hill, Z. Sullivan,
    North Lincolnshire Councillors A. Smith and B. Regan
    1 member of the public.

Apologies:

    Councillor P. Rowbotham, P.C. Sewell and North Lincolnshire Councillor H. Rowson.

MINUTES OF THE MEETING HELD ON 5th DECEMBER 2006

    These minutes had been circulated along with the agenda for this meeting. It was proposed by     Councillor Green, seconded by Councillor Ashberry that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Cottage at Walnut Farm - The Clerk reported that the work on the stonework at the cottage would commence at the end of January.

    b) Nature Garden on Silver Street - Nothing new to report

    c) Dog Control Orders - The Clerk had written and made the points as instructed by the Councillors

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made.

    Councillor Bateman had asked about the non payment of interest on the Treasurer’s account. She had been informed that interest was only paid if there was over £15,000 in this account. The Clerk was asked to investigate alternative accounts.

PRECEPT

    The Clerk had prepared a draft budget for 2007. This was discussed at length and accepted. The Councillors unanimously agreed that the Precept be set at £11,000 for the year 2007 /2008.

HIGHWAY MATTERS

    a) Village Name Signs - the defective signs will be replaced.

    b) Harrison Close name sign - A new name sign has been ordered and should be in position shortly

    c) Calming Measures near School
    - nothing new to report.

    d) Silver Street - The Councillors said that the marker post still has not been reinstated.

    e) Lane Name Signs - Nothing new to report

    f) Hewde Lane Name Sign - The sign which was propped up on the salt bin had been removed.

    g) Small manhole cover at the end of Bramble Lane - Mr Hill has asked Anglian Water to replace the cover.

    h) Give Way Sign adjacent to Mere Garage - A new sign has been ordered and will be erected as soon as possible.

    i) Chevron at Composition Corner - A new chevron has been ordered.

    j) Trees at Junction of A1077 - An order has been issued for the growth on these trees to be cut back so that the view is not obstructed.

    k) As instructed the Clerk had written to Mr Geoff Popple re. the junction onto the A1077 adjacent to Eastfield Farm. In reply a letter had been received from Traffic Officer, Steve Harrison. He says that the surface condition of the road would be assessed to see if any skid resistance improvements are necessary.

    Mr Harrison says that there is little the Council can do to reduce approach speeds from the direction of Ermine Street, however, they will assess the potential of a stacked chevron sign in a lower reflective sign face material. Mr Harrison had also enclosed some incident cards and reminded the Parish Council about the ‘Near Miss Web Site’

    New Highway Matters
    As the spending for the new financial year will shortly be decided, the Clerk was asked to once again request that repairs are made to the bus route through the village.

    The Clerk was also asked to report that the footpath which runs from Orchard Farm past Ermine House has virtually disappeared and needs re-instating.

PLANNING MATTERS

    New Planning Permissions Requested:
    2006/ 1865
    - Application for determination concerning prior determination of approval of siting and appearance of brick barn on land north of 51 Low Burgage. This application appears to have been withdrawn.

    Permissions Granted: Nothing new to report.

PLAYING FIELD

    Inspection
    Councillor Rowbotham was not at the meeting to make his report.

    North Lincolnshire Council Inspection
    The inspection was due to be carried out in December. The report has not yet been sent.

    Hewde Lane Hedge
    As instructed by the Councillors the Clerk had been in contact with the Environment Officer responsible for trees and hedges. He had been out to view the hedge and had decided that it was not covered by Hedgerow Regulations nor are any of the trees covered by Preservation Orders. However he had advised the Clerk to talk to Mr Chris Grice of the Forestry Commission to find out if a Felling Licence is required.

    Mr Grice had met with Councillor Bateman earlier today and he advised that no permission is required to fell the trees and shrubs. He had advised that the hedge be replanted with native trees and shrubs. The Clerk was asked to seek advice from Tim Allen and Bob Dowson and also to find an expert to carry out the work. Councillor Dowson said that he would donate any top soil which was needed when the new hedge was planted.

HANDYMAN

    At the weekend there had been a great deal of litter & broken bottles on Jubilee Gardens. The field is being kept tidy but the Teen Shelter is taking up much of his time. There have been numerous drink cans and bottles in the shelter. P.C. Sewell is aware of this.

    Paint will be purchased so that the handyman can paint inside the Teen Shelter and also yellow paint for the top of the edge of the wall in the Play Area.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

PARISH PATHS

    Mr David Sanderson had replied to our letter to say that investigations are still ongoing with regard to the width of Footpath 316.

    The Councillors comments on the draft Rights of Way Improvement Plan had been sent to Mr Colin Wilkinson.

REPORTS FROM REPRESENTATIVES

    Village Hall - Meeting next week. (Updated quotations have been requested.)
    The back firedoor and window have had to be replaced.

    Neighbourhood Watch - Councillor Ashberry had not been well enough to attend the last meeting. She reported that some young people had asked to be allowed to attend the meetings.

    Cemex - No recent meeting.
