Minutes of the meeting of Winteringham Parish Council held on  Tuesday 8th January commencing at 7.30pm.   The meeting was held in the Council Room at the Village Hall.

Present:    

    Parish Councillors J. Bateman(in the chair), K. Ashberry,  I. Dowson, W. Foord, P. Hatton ,N. Hill, P. Tong, &  H. Wells
    North Lincolnshire Councillors L. Cawsey & A. Smith
    One member of the public.

MINUTES OF THE MEETING HELD ON 4th DECEMBER 2007

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor P.Hatton, seconded by Councillor W.Foord that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - Letter (dated 4/1/08) sent to Mrs Wingate asking for news of any progress.  Clerk will contact her by telephone if no reply received before next meeting.

    b) Green at Town End -  Letter sent (4/1/08) to Naomi Boyde at North Lincolnshire Council asking for news of any progress.

    c) Flooding Matters - Mr Popple will be attending the meeting on 5th February commencing at 7pm in the Main Hall. (Several people affected by the flooding will be invited to attend.)

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made .  

    Precept for 2008/9
    After much discussion about the budget it was proposed by Councillor Hatton, seconded by Councillor Hill that the Precept for 2007/08 should be set at £11,500.  This was unanimously agreed.

HIGHWAY MATTERS

    a) Signs to indicate that roads are suitable for heavy/large vehicles - Councillor Cawsey said that she would contact Mr Popple about these signs.

    b) Name Signs for Lanes - Some have been fitted

    c) Caravan on West End - this has now been moved.

    d) The holes in road surfaces - Mr Hill has instructed his team to patch up the holes identified by the Parish Council but this has not yet been done..

    e)   Damaged footpaths - Mr Hill said that the team would locate and patch up the areas highlighted by the Parish Council. This has not yet been done.
     
    f)   Gulley adjacent to 70 West End - cleaned out.

    g) Road sign at junction of West End/Western Green - A new sign has been ordered for this location

    h) Salt bin tipped over at top of School Road - refilled early in January.

    I) Street Lights reported - Now appear to be working correctly

New Highway Matters

    To be reported: Damage to the barriers at the junction of road into Winteringham and the A1077  (adjacent to Councillor Dowson’s farm). The road markings at this junction are in need of repainting.

    Concerns have been expressed about the blue car which is often parked directly opposite the entrance to Suttons Hill.  The Clerk will write to the new owners of Norwood Cottage to see if it is their car and suggesting that it be parked further along West End.

    Councillor Wells expressed his concerns re. the damage to footpaths caused by drivers parking their cars half on/half off the path.  Councillors will keep a watch out so that any damaged paths can be reported to Highways.

PLANNING MATTERS

    New Planning Permissions Requested:
    2007/1912
    - Planning permission to erect a new covered link to existing building and an extension to form a kitchen and dining room.

    Concerns about where the teachers will park both during construction work and after the building work is finished.

    2007/2051 - Outline Planning permission to erect a dwelling 3/5 West End, Winteringham.
    No objections or concerns.

    Permissions Granted:
    2007/1792
    - Conservation area consent to demolish and part demolish barns and outbuildings and to erect 4 new dwellings and carport on land in Ferry Lane  

    2007/1796 - Conservation area consent to part demolish former cart sheds and erect 2 new dwellings with detached garages.

PLAYING FIELD

    Inspections
    North Lincs on 7th December. Most points raised have already been reported to Wicksteeds.

    Councillor Tong - the portable goal posts have been returned to their correct positions.

    There is a lot of dog fouling on the field.  It was agreed that new signs are needed reminding owners that this is a playing field and it is illegal to allow dogs to foul and not remove the faeces.

    Refurbishment/Renewal of Fencing around AWSF
    It is too big a job for Mr Fletcher to undertake.  Fencing contractors will be sought to give quotations.

    Wicksteed Leisure
    Items highlighted as needing attention by North Lincolnshire Council’s Mr John Colby had been reported to Wicksteed Leisure with a request that they be rectified.  Inspector has been out to review the situation but no quotation received as yet.

    Hewde Lane Hedge
    The Clerk had contacted Cut and Clear to request the removal of  some of the trees which divide the field in order to make room for a bigger football pitch.

    A letter was sent on 4th January reminding him of the importance of getting the work on the hedge completed and invoices sent to the Clerk so that she can forward them to Mondegreen before the end of January.  Mondegreen’s Project Manager has been informed of the progress made so far.

HANDYMAN

    Servicing equipment - the lawn mower and the strimmer have been away for servicing.
    It was agreed that the Handyman is doing an excellent job keeping the Village clean and tidy.  Concerns were expressed about the number of hours he is working.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new reported.

PARISH PATHS

    Work should have commenced on replacing the positive signing during November

REPORTS FROM REPRESENTATIVES

    Village Hall - The committee still have not got confirmation on whether or not they have got full funding for the refurbishment/extensions.   Some minor works will be carried out following the inspection by the Fire Officer.

    Neighbourhood Watch - Meeting is imminent.

CORRESPONDENCE

    North Lincolnshire Council
    a) GreenSpace Strategy - the Clerk will view this on the internet.
    b) Draft Neighbourhood Plan for Barton and District
    c) Mayor’s Appeal Fund Charity Dinner
    e) Liaison meeting 24th January at 7pm - the councillors have each received a letter.
    Other Correspondence
     a)  CE Electric - leaflets to be requested.
     b)  ERNLLCA
     c)  Safer Roads
     d)  Traveller Accommodation in North/North East Lincolnshire 
     e)  Kirton in Lindsey Fire Station - petition to be placed in the Post Office

Items to bring to the Notice of the Chair/Clerk

    Councillor Cawsey mentioned the bus from Winterton to Brigg which runs from April to October.  She asked if details of this can go in the next Newsletter. If enough people are interested then there is a possibility that the bus could run from Winteringham.

    North Lincolnshire Homes have stated that all the work on new windows and doors on the properties in Winteringham should be completed by April this year.

Next Meeting

    5th February 2008  commencing at 7pm as Mr Popple will be attending this meeting.

    The meeting closed at  9.20 pm.

    The Chairman invited Mr Ward to address the meeting. He thanked the Council and the Clerk for their support over the planning issue.  However, he was very distressed that the proposed development had been passed by a Planning Officer and had not gone to the Planning Committee.   He thought that no notice had been taken of local knowledge.
