Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th January 2009 in the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 2nd DECEMBER 2008
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Hatton seconded by Councillor Tong that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - Letter has been received saying that this strip of land is now owned by the Parish Council and the deeds are held by our solicitors.
b) Green at Town End - Nothing new to report. The Clerk will try to get in touch with Naomi Boyd.
c) Phone box - Letter received from Ian Cawsey. British Telecom have been in touch with him and it will be next March before the box is painted.
d) Environment Agency - Nothing has been heard from Philip Winn, Humber Strategies Officer, about the promised second meeting. The Clerk will contact Mr Winn
e) Water Side Drain - A reply has been received to the letter sent to the Drainage Board. They say that they consider that the alteration to the drainage was for the better as the outfall into Winterton Beck was rapidly silting up. They assure the council that the new arrangements do work but that in the summer months there will be some smell when the standing water and decaying weed will result in some odour.
The Drainage Board only maintain part of this drain as the owners of the properties along the drain asked the Board to discontinue their maintenance as they wished to make their own arrangements. If the odours do continue then the Board can ask the Environment Agency to investigate the pollution and prosecute any offenders.
The Clerk had spoken to Mr Richard Button who knows nothing of such an agreement but he said that he would ask his father. The Clerk was requested to write and find out when such an agreement was made. No reply has yet been received to this letter.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made.
At the December Meeting it was decided that the precept requested for 2009/10 should be £12,000. This was now ratified.
HIGHWAY MATTERS
a) Name Signs for Lanes - The Thrush Lane sign has been ordered . The cost will be £134
b) Holes in road surfaces - Councillor Ashberry reported holes in the road surface on Cliff Road.
c) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage. No update on this matter
d) Name signs - New Village Name signs have been ordered.
e) Flooding at 6 Market Hill - A new gulley is to be put in on the road side. Large holes are appearing in the road surface at this point.
f) Warning post on Silver Street - At the last meeting no one was sure whether this had been repaired. Councillor Dowson said that he did not think that it had and that he was worried that a bus would end up in the dyke. This work still has not been done.
g) A new Village Hall finger post has been ordered.
h) Mr Hill had spotted a vandalised road name sign - Hewde Lane. This has been removed and will be replaced.
i) The Head Mistress of the Village School had asked if the barrier on the path in front of the ‘top’ gate can be extended as this entrance has been altered and the gate moved slightly. This work has now been done.
j) The turn of the A1077 into Ermine Street - an e-mail has been received saying that North Lincolnshire Council are looking at making some changes at this junction
k) Ferry Lane is in a shocking state - the road surface needs attention and the culvert is collapsing.
l) Once again the flooding at Composition Corner is giving cause for concern.
New Matters
Councillor Dowson reported that the culvert on Ferriby Road just past Eastfield Farm is blocked and needs attention.
PLANNING MATTERS
New Planning Permissions Requested: a) New Applications 2008/1170 - Permission sought to change the use of a grassed paddock into a store for caravans, prior to resale. Low Farm, Sluice Lane, Winteringham. (The Councillors comments will be passed on to Planning Dept)
b) Prior Notifications 2008/1697 - Prior notification of intention to fell a conifer within a conservation area, 36 Western Green 2008/1695 - Prior notification of proposed development by telecommunications for a 9 metre wooden pole (1.8 metres below ground, 7.2 metres above) on Western Green
c) Planning Permissions Granted 2008/1595 - Permission to retain a boundary fence at Fairfield, 14 School Road.
PLAYING FIELD
Inspections Councillor Tong gave his report. He said that the handyman had woven in some of the loose wires on the fencing around the AWSF. At the present time there are no problems with the portable football goals.
There is a problem with one driver in particular who continually runs his car on to the grass in front of the Teen Shelter. The situation will be monitored.
Refurbishment/Renewal of Fencing around AWSF SITA have said that work can now commence and the Clerk had written to Mr Julian Nugus asking for a date when he expects to start work.
Dog Fouling on the Field The Clerk had been requested to ask why the signs could not be put on wooden posts and why there are no signs on Harrison Close or Water Side. The reply received said that when all existing signs have been replaced then consideration will be given to other requests for signage. The wooden posts are not owned by North Lincolnshire Council so they cannot put signs on them
Tennis Nets/Posts As soon as the weather permits, Mr Dave Underwood and Councillor Tong will carry out the necessary work to the posts and then the AWSF surface can be repaired. Councillor Tong now has the tennis nets in his possession
HANDYMAN
Keeping busy tidying up and doing minor tasks.
Lettering on War Memorial - The Clerk had asked for a quote for ’refurbishing’ the lettering.

i) Councillor Bateman reported that she had received a letter from Missouri Riders Charity Re-Enactment asking if they can use the hall and field 12th to 16th August 2009.
The Councillors discussed this and made the following comments: Is the field big enough for up to 80 caravans and tents? Concerns about the state of the field if the weather is wet at this time What sort of cost are they expecting to hire the hall and field? A deposit would have to be paid. Concerns about their enquiry if dogs are allowed on the field. What about the insurance for such an event? It was decided that the best course of action was to ask the organiser to come to a meeting with Councillor Bateman and representatives of the Village Hall and Parish Council.
Items to bring to the Notice of the Chair/Clerk
Dog Fouling - At the present time there is a problem with an owner walking his dog on Hewde Lane and leaving the mess which it makes. Several people have reported this to the Clerk. It was decided that the Clerk should contact the Dog Warden and ask for her help with this matter.
Motor Cycles - On Sunday 4th January a number of adult motor cyclists had been heard and seen using the footpath along the Cliff and then coming across the field into School Road. Unfortunately no-one had been near enough to get a registration number of any of the bikes.
Conservation Areas - the North Lincolnshire Council representatives reported that they will be attending a meeting re. planning and conservation.
