Minutes of the meeting of Winteringham Parish Council held on  Tuesday 5th January 2010 in the Tom Thrush room at the Village Hall, commencing at 7.30pm

Present:

MINUTES OF THE MEETING HELD ON 1st DECEMBER 2009

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Hatton, seconded by Councillor  Foord that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Water Side Drain –  The drain has now been cleaned out apart from an area in front of Havendale.  Ancholme Internal Drainage Board will be asked why.

    b) Trees behind the seat at the A1077 junction – Mr Bob Dowson had said that he has not forgotten the request and the trees will be ordered and planted during the winter months.

    c) Scoping Report on Winterton Wind Farm proposal – No new information

    d) Fire Hydrant on Ferriby Road – A gentleman from Anglian Water rang to explain that there is a fire hydrant adjacent to the Chicken Farm.  This is clearly marked and is maintained regularly by the fire brigade (as are all fire hydrants).  It is not known why the fire brigade choose not to use this hydrant when Mr Duck’s Barn was on fire but even if they had used it, it was not felt that it would have altered the outcome as the barn was well on fire when the brigade arrived.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and the Councillors agreed on payments to be made.

    At the December meeting it had been agreed that the Precept for 2010/11 should be set at £12,500.  North Lincolnshire Council have been informed of this.

HIGHWAY MATTERS

    a) Road surface on Ferry Lane – Nothing new to report.

    b)   Ledge in front of No 1 Mere Cottages – a slope has been constructed between the edge of the road and the drive.

    c) Holes in road surfaces –The large hole down Low Burgage has been repaired..

    d) Composition Corner Warning sign – to be replaced

    e) Trees at Town End Farm – As it is autumn the trees no longer obscure the 30 mph sign but this will be brought to the attention of Highways yet again..

    f) Town End Junction and Speed calming measures on Cliff Road - Letter had been  received from Roy Hindmarsh of the Safer Roads Team.  The traffic on Cliff Road will be monitored for a seven day period to measure traffic flow and vehicle speeds.  It will probably be the New Year before this is done but then the results will be collated and it will then be assessed to see if the location falls within the Speed Management Strategy.   Once this has been done then the team will look at the junction layout.

    A reply had also been received from Steve Harrison of the Traffic Team to say that they would be assessing the situation.

    g) Councillor Foord reported that Highways Dept has decided that nothing will be done about erecting signs re. heavy goods vehicles in the centre of the village. It was felt that these signs would be too large and intrusive.

New Highway Matters

    Following a request by Nigel Ogg the Clerk had asked for a pile of salt at the junction of Hewde Lane and Cliff Road.  None had been delivered. The Clerk will repeat this request and also investigate the possibility of a salt bin being sited at this junction.

PLANNING MATTERS

    a) New application
    2009/1449
    – Permission sought to erect a two storey rear extension (re submission of 2009/1139) at 16 Cliff Road, Winteringham.
    No comments or objections

    2009/1509 – Consent sought to carry out works to a mature common beech at Paddock House, 14 Silver Street.
    No comments or objections

    b) Planning Permissions Granted 
    2009/1383 –
    Permission granted to retain a domestic garage extension at 3 Mere Farm cottages

    2009/1366 – Permission granted for single storey extension, loft conversion and Velux windows at 9 Low Burgage

PLAYING FIELD

    Inspections - Due to the adverse weather conditions  Councillor Tong had nothing to report.

    New nets for small goal posts - Councillor Nigel Hill had said that he has some larger nets in his possession but he had said that it will probably be spring next year before he has time to cut and fit them.

    Refurbishment of Play Equipment
    The Clerk had obtained the prices for replacement panels on the Multiplay Unit.  The cost will be £340 each plus carriage plus VAT.  For tubular steel barrier the cost is £177 each plus carriage plus VAT.

    Councillor Tong has asked two firms to quote for repainting the Play Equipment.

    An e mail has been received from North Lincolnshire Council re the Playbuilder Year 2 Project to inform Winteringham that they have been successful in being put forward into Stage 2 of the selection process.

HANDYMAN

    Once again the handyman has had to replace/tighten up the bolts on the fencing around the Play Area and also replace the clips on the fencing around the AWSF. The Clerk will contact Julian Nugus to ask if there is a better alternative to these clips.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

PARISH PATHS

    e-mail from Mr Sanderson to say that the posts should be replaced shortly. A comment had been passed that the post in the field behind Pike’s House is too far into the field.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch - Councillor Foord had brought along an example of a ‘pack’ of information leaflets which will be delivered to all houses in the village.

    NATS -  The last meeting was on 3rd December in Winteringham Village Hall.  Nearly all items discussed at this meeting were about Winterton.

    Cemex –  Next meeting is on Friday 8th January

    Village Hall - Nothing new to report. There are still several small jobs to be finished off. The Christmas & New Year events had been most successful.
