Minutes of the meeting of Winteringham Parish Council held on Tuesday 4th January 2011 in The Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 7th December 2010

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Foord, seconded by Councillor Holgate that these minutes be accepted as being a true record.  They were duly signed

MATTERS ARISING FROM THE MINUTES

    a)  Streetlights - What problems do we still have?  No one was sure so the situation will be monitored.

FINANCIAL MATTERS

    The Councillors agreed on payments to be made this month.

    The Councillors agreed that £3,000 should be transferred from the Maintenance Account into the Community Account ready to pay the Parish Council's part of the cost of the new Multiplay Unit

PRECEPT FOR 2011/12 - An e mail was sent to North Lincs Council to say that Winteringham P.C. wished to precept for £12,500 for 2011/12.

HIGHWAY MATTERS

    a) Road edge from Mere Garage to Cliff Road junction. - Dave Miller rang and said that there is subsidence and the area has been marked up.  Due to the weather conditions this work has not yet been done.  

    b) Drain outside Village Shop -The wood has been removed so rain water can now run into the drain

    c) Warning Post on Western Green - not yet repaired.

    d) Salt at junction of Hewde Lane/Cliff Road - Still no salt bin or heap of salt at this junction.  This will be 'chased up'.

New Issues

    Numerous holes in road surfaces, some have been reported already.  The Clerk will send an e mail to Highways Maintenance listing all the larger holes.
    The road name sign for Marsh Lane at the junction with Water Side is still missing.

PLANNING MATTERS

    a) New applications
    2010/1334
    - Planning permission sought to erect a general purpose store at Eastfield Farm.  (Councillor Dowson's interest in this planning application is recorded).
    This is a replacement for an existing building so the Councillors had no comments or objections.

    2010/1377 - Listed building consent for proposed internal & external works at Spring House.
    The Councillors had no comments or objections.

    2010/1477 - Planning permission sought for change of use from a residential home to a residential dwelling - Spring House
    The Councillors had no comments or objections.

    2010/1390 - Planning permission requested to convert existing barn to provide four additional guest suites at Winteringham Fields.
    2010/1397 - Listed building consent for the above
    The Councillors had no objections.

    2010/1391 - Planning permission sought to demolish outbuilding and erect a two storey leisure facility at Coleby House, 3 Silver Street
    2010/1401 - Conservation area consent sought for the above.

    Whilst the Councillors had no objection to the work being carried out, they asked the Clerk to write and express their concerns about the need for extra parking to be provided if Winteringham Fields wished to provide extra rooms and facilities

    b)  Planning Permissions Granted: None received

    c)  North Lincolnshire Local Development Framework - submission draft
         Copy of Inset 43 for Winteringham - Councillors now have a copy each.)

PLAYING FIELD

    Inspections - Councillor Tong was not at the meeting to give a report.

    Holes in surface of AWSF/covers for post holes - Nothing new to report.

    Play Builder Project - The new Multiplay Unit is in situ and the youngsters have voted it 'a hit'.  Mr Martin Ely explained that the final inspection by RoSPA is still awaited.

    Awards For All
    A conditional offer for a grant of £10,000 has been received.  Councillor Bateman and the Clerk have gone through the conditions of the offer with Mr Ely and the signed letter of acceptance (along with the required financial documents) will be posted a.s.a.p.

    The grant is for additional play equipment on the field and Mr Martin Ely showed the Councillors possible items in several catalogues. There is a huge variety of equipment in various price ranges.   Martin said that it would probably be possible to get 3 or 4 pieces of equipment installed, with safety surfaces underneath, for the £10,000.

    Martin said that he would go back into the Junior School and ask the children what they would like and then he would approach the companies to get the 'best deal'.  Hopefully by the February Meeting everything will have been sorted out and the equipment will then be ordered.

    Mr Ely was thanked by the Chairman on behalf of the Councillors for his work towards getting this grant offer.

HANDYMAN

    The handyman has reported that he has been sweeping up broken glass in the Teen Shelter and Play Area.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    The fence on the side of the Playing Field/Frost Close has been repaired.

    Nothing new was reported.

PARISH PATHS

    Rotten uprights on the stile at the end of School Road and also the kissing gate on the path to the east of the Haven have been reported.

    Several new finger posts have been erected.

    The narrow path around Ferry Lane Field had been brought to Mr Sanderson’s attention and this has been cut back.

    The steps on footpath 318 still need attention.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch - A meeting had been held in December but no problems had been reported.  The meetings are now bi-monthly.

    NATS - No meeting held.

    Cemex - Meeting will be held on 28th January

    Village Hall - A very good Christmas Entertainment had raised money for the hall.  The New Year's Event had been enjoyed by everyone who attended.

    Emergency Action Team - still many issues under discussion.

    There were no other issues that the Councillors wished to discuss.

The Chairman asked Mrs Horner if there was anything she would like to say.

She thanked the Councillors for allowing her to attend the meeting, which she said she had found very interesting.

Mrs Horner explained that she and her husband were trying to restore Spring House in order to bring it back to how it would have been before it was turned into a residential home.  She explained that although they could find pictures of the outside of the building there were virtually no photographs of the inside.
