Minutes of the meeting of Winteringham Parish Council held on 6th July 2004 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE JUNE 2004 MEETING
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor N. Hill, seconded by Councillor R. Wortley that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Vandalism and Request to Police - The village is still suffering from anti-social behaviour by groups of youngsters. The police patrols do come into the village but do not stop and talk to the youngsters. The Nature Garden has suffered from vandalism .
The Clerk was asked to write once again to Inspector Rutty.
b) Grass Cutting of the Verges - The Clerk has again been in contact with Mrs Button of Neighbourhood Services but she is adamant that the verges adjacent to the hedges on Hewde Lane are not the responsibility of North Lincs. The Clerk was asked to contact her once more saying that as this is an adopted highway the verges must be the responsibility of North Lincs. She will be asked to put the verges on to the schedule (if not for this year then for next.).
The Clerk had also asked her if it would be possible for the team not to cut the
grass in front of the Old Post Office as Mr John Wilkinson regularly cuts this
and does not like the mess which the team leaves. She said that she receives
her instructions from the Highways Dept and would mention this to them.
c) Event on 4th September - Liability Insurance. As instructed the Clerk had contacted our Insurance Company to ask if the event would be covered and, if not, for a price for extending the cover to include a village event.
A reply has been received. The event would only be covered by the Council’s Insurance if it was organised by the Parish Council (or a sub committee). Any organisations not under the control of the Council must organise their own insurance. A copy of this letter will be sent to the committee.
A discussion followed about a donation being made to help with the cost of the insurance but this was deferred until the next meeting as the Councillors did not know how much the Insurance Cover would be.
d) A letter had been sent to the Lions Club accepting ownership and also requesting some idea of the insurance value of the planter. In his reply Mr Radford had estimated the Insurance Value of the planter at £1,000.
e) Liaison meeting at Winterton Landfill site on 14th June - No one had been able to attend.
FINANCIAL MATTERS
The report prepared by the Clerk was presented.
Payments to be made were agreed.
The Clerk has received notice of the External Audit of the Accounts for the year ending 31st March 2003. The Statement of Accounts and the Statement of Assurance have been prepared. The Parish Councillors were happy for the Chairman to sign the documents.
The Clerk asked permission to take the books to Mr Martin Fish for the Internal Audit for the year ending 31st March 2004. The Councillors agreed to this.
HIGHWAY MATTERS
a) Western Green Verge - Mr Wayne Hill has said that it will not be possible to channel the water into a stream. However more work will be carried out on the verge in an attempt to solve the problem. The councillors felt that the only way to cure the problem was for the spring to be located and re-channelled. A decision is urgently needed so that work can be carried out before the autumn.
Mr Hill also said that a footpath is to be created on this side of Western Green so the problem has to be solved. (the street lighting in this area is also being looked at in view to creating better lighting).
c) Grass Verges on Cliff Road - These have been cut.
New Highway Matters
The Clerk reported that the Low Burgage name sign (opposite the Alley ) and the Harrison Close name sign were damaged.
PLANNING MATTERS
New Planning Permission Requested
2004/1090 - Permission sought to erect a detached house with integral garage and associated access into Marsh Lane. Plot 3, Glebe Farm.
The Councillors looked at the plans. The only comment they wished to be recorded was that it is an extremely large house for the size of the plot.

2004/0477 - Listed Building consent to make alterations to 3 West End.
2004/0610 - Full Planning Permission to erect a conservatory at 30 Low Burgage
2004/0601 - Full Planning Permission to erect a first floor extension at Oatlands,
44 West End.
2004/0682 - Full Planning Permission to erect a house and garage on a building plot in Ferry Lane.
2004/0724 - Full Planning Permission to erect a single storey extension at
Fairfield, 31 High Burgage.
2004/0886 - Planning permission given to retain two garden sheds at 49 West
End.
Refusal
2004/0619 - Permission refused for an agricultural extension at 39 Cliff Road.
Appeal against Enforcement Notice

INSURANCE CLAIM AGAINST THE COUNCIL
PLAYING FIELD
Portable Goal Posts
Councillor Wortley reported that Mr Crowcroft had promised that the work would be carried out to construct the anchorage points later in the week.

Inspections
Actions required after the report received in June:
1) Ask about the moss treatment
2) Contact contractors about the wooden seats to get them repaired
and also re-sited in the Play Area.
3) Ask the handiman to cut the Bowling green
4) Contact Wicksteed Leisure about the damaged swings and safety
surface.
Comments:
The Moss Treatment was carried out on 20th May.
The contractors have said that the seats are not economically repairable. The Clerk has asked for them to be removed.
Mr Don Johnson has cut the Bowling Green. He has asked for permission to remove one of the chains.
Wicksteed Leisure have inspected the damaged swings and safety surface. There will be as charge of £30 for this inspection. The report was presented to the Council. It was agreed that the work should be carried out but that it would probably not be possible to do it now until after the school holidays.
The Clerk was asked to point out to Wicksteeds the need for a repair to the safety surface between the two sets of swings. The Councillors agreed that this repair also needs to be carried out.
The Clerk was asked to get in touch with the Probation Service to ask about their team coming out to paint the play equipment.
GRASS CUTTING
After consultation with the Chairman, the Clerk contacted Mr Don Johnson to see if he could extend the area which he is responsible for cutting. Mr Johnson agreed to look at this possibility. As a one off he cut the Bowling Green and surrounding area and then came back to remove all the dried grass. The cost of all this work was £58.12
He has said that he will cut all the field apart from the grass inside the Play Area. A quotation has been received. Mr Johnson will charge £290.62 for five months cutting. (Approx £58 per month)
Mr Ken Jacobs has been told that Mr Johnson will be doing this.
HANDYMAN
Mr Jacobs has sent a letter saying that he would like to continue as Handyman if possible. The Clerk has explained to him that his hours would have to be cut as there is only so much money in the kitty and Mr Johnson now has to be paid for the grass cutting.
The Handyman is paid £6 per hour so his hours would have to be reduced during the summer months by 9 or 10 hours leaving 20 hours approx.
The Councillors felt that as Mr Jacobs had tendered his resignation and it had been accepted then the position of Handyman should still be advertised. Mr Jacobs will be told of the decision but also asked if he would like to reapply. The Clerk will put up notices advertising the position.
PARISH PATHS
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
The new window and outside door for the Council Room had been fitted.
A letter will be sent to Mrs Taylor, headmistress at the Primary School, telling her that the fence at the southern end of the school field is in need of repair.
The wooden seat, adjacent to the Camp field on Winterton Road is damaged. Mr Jacobs will be carrying out the repairs.
REPORTS FROM REPRESENTATIVES
Village Hall - The steps from the car park down to the path have been replaced with a gently sloping path.
An article is being prepared and will be put onto the village web site asking for donations towards the cost of a new roof. (A grant is still being sought for this work.)

The Chairman then asked Mr Naylor if he would like to address the councillors:
Mr Naylor said that he had listened to the meeting with interest and would like to make the following comments:
a) He considered that the new houses that had been built on Western Green had contributed to the flooding as the stream had been diverted but had nowhere to go other than on the grass verge.
b) The water supply for the houses on Western Green was from an old (lead?) main and if a new path is to be constructed then was this pipe going to be replaced?
c) He too was concerned about the large new houses under construction in Glebe Farm. He felt that no consideration had been paid to their immediate neighbours.
d) Mr Naylor was very concerned as he had been told by a neighbour that he must cut his front hedge within a fortnight or action would be taken by the Council. He thought that the Parish Council would have received a letter from this man.
Councillor Bateman explained that it was not the concern of the Parish Council and perhaps the gentleman meant that he would be sending a letter to the Highways Dept at North Lincs Council.
Mr Naylor would like the chance to explain why he had not cut the hedge.
