Minutes of the meeting of Winteringham Parish Council held on 5th July 2005 commencing at 7:30pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 7th JUNE 2005
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor P Hatton, seconded by Councillor Z Sullivan that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Vacancy on Council - The Clerk had contacted the Returning Officer. He had sent a notice to be displayed to advertise the vacancy. Trevor Mills has contacted the Clerk to say that ten people did request an election but one of these people was not on the electoral register and so the request was not valid. It is therefore up to the Council to co-opt a new Councillor. The Clerk was instructed to advertise the fact that the Council would be co-opting a new Councillor and invite anyone who was interested to put their names forward. Closing date for applications 26th July, interviews on 2nd August 2005.
b) Anti Social Behaviour and Under Age Drinking - Quietened down to some extent. However when there is a problem people are still reluctant to call the police.
c) New Filing Cabinet - The Clerk had contacted the Harlequin Office Supplies but they did not have and second-hand cabinets in stock. The cost of a three-drawer new cabinet is approx £75, a four drawer approx £90 (plus VAT). The Councillors agreed that a new four drawer cabinet should be ordered.
d) Amendments to the Bay Horse Inn Licence - A meeting was held on 23rd June to give everyone who had commented about the application a chance to discuss the matter. (Minutes of this meeting have been sent out to all Councillors.
Mr Pritchard has sent a letter to the Council informing them of his forthcoming birthday party on July 23rd. He says that although there will be some "live music" he will strive to keep the noise to an acceptable level.
e) Youth Project - Several more meetings have been held on a Wednesday night However the project can not always have a Wednesday night in the Hall as from September Adult Education have booked the hall for a ten week course each Wednesday
f) Letter sent to YEDL re disruption to supplies-No reply received
g) Refurbishment and alterations to the Village - A letter was sent to the Secretary of the Village Hall Committee and a reply has been received from Diane Wingate.
Mrs Wingate has enclosed the latest proposals of the Development committee and has invited a response from the Parish Council. She points out that no decisions have been made yet and that this latest plan will be presented to the meeting on 7th July.
The councillors studied the proposals and instructed the Clerk to respond:
- The Parish Council are happy to support the development of the Hall
- The Council must have adequate secure storage space for files, etc
- As there will no longer be a designated Council room, the Council would expect priority for booking the second meeting room
- The Council would need access to suitable tables and chairs for meetings.
h) A new broom had been purchased for Mr Les Birkhill to enable him to continue sweeping High Burgage.
FINANCIAL MATTERS
The Clerk had prepared all the returns to be sent to the external auditor for the year end 31st March 2005. The Chairman asked the councillors if they wished her to sign these documents on their behalf and they agreed that she should do so.
The reports prepared by the Clerk were presented and payments to be made were agreed.
HIGHWAY MATTERS
a) Request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box - Nothing new to report
b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - Instructions have been issued to refurbish any defective markings around the village
c) Junction of A 1077 and Cliff Road - Nothing new to report.
d) The grid on drain and hole in the road surface adjacent to the shop - Grid has been replaced.
e) Silver Street -Damaged marker posts should have been replaced by now.
f) Slabs in front of Town End Bus Shelter - Removed and road surface repaired.
g) Village name signs - to be cleaned or replaced
h) Signs on West End - Mr Hill was going to contact Traffic Department to find out what had been done.
i) Verges on Cliff Road - Neighbourhood Services should have cut these verges by now.
j) Western Green - The work on this locations appears to have been finished.
k) Cars Speeding around the village - No reply from the Police.
New Highway Matters
Caravan parked on Back Lane - at the request of the Chairman, the Clerk has reported this to Highways Dept and an officer will be coming out to look at the problem.
Lorry parked at the junction of Southside and School Lane. The Clerk to initiate action if necessary.
The condition of Back Lane to be monitored.
PLANNING MATTERS
New Planning Permissions Requested:
2005/0959 - planning permission requested to demolish existing barn and erect new dwelling and garages - barn south of Leaberry House, Ferry Lane. 2005/1029 - Conservation area consent to demolish same barn (A copy of a letter sent to the Planning Officer by Mr M Dew re. This new application has been sent to the Parish Council).
The Clerk was instructed to reply to the Planning Officer saying that the Councillors thought it would be a real shame if this lovely old barn had to be demolished. Also to comment upon the problems with drainage and sewerage in Ferry Lane and that the lane is very narrow.
2005/1008 - Planning permission requested to erect a first floor extension and install velux windows in the roof - Manor Cottage, 21 Low Burgage.
The Councillors had no comments which they wished to make.
Permissions granted
2005/0692 - Planning permission granted for an equestrian open air ménage at Swallows Eaves
2003/0715 Land at No 1 Mere Farm Cottages - The Clerk had received an email from the Enforcement Officer which said that Mr Foord had been fined £2,050. He has now to comply with the order or face another trip to court.
Application 2004/1498 - 19 School Road. An enforcement order has been served. Mr Blanchard is required to take down the entire extension. They had until 20th June to appeal.
No 20 School Road - The Clerk had been asked to find out if the lady planning to run a childminding business at No 20 School Road needed planning permission. If she is not planning to have more than 5 children to look after at any one time then she does not need permission from the planning dept.
PLAYING FIELD
Disability Discrimination Act The Chairman, Councillor Bateman had met with Suzanne Chapman from Evolve GB on the field on Wednesday 15th June. Suzanne was happy with the Council's plans.
Funding is valid for 4 months from 1st June 05 (Oct 05). The Clerk had written to Mr Wayne Crowcroft to emphasise that the work must be done immediately after the children return to school in early September. Another letter to be sent asking Mr Crowcroft to make a written commitment to start in w/c 5th September. The fencing has been ordered and will be delivered to Councillor Dowson.
Councillor Borrill will be asked if he is able to assist Councillor Dowson to liaise with Wayne over the work.
Goal Posts Have been moved around as requested.
Fencing around AWSF Mr Ken Jacobs had reported to the Clerk that this had been damaged. The Clerk had contacted Neighbourhood Services to find out if they could help her find a contractor to repair the fencing. Unfortunately they are not able to help. Councillor Paul Rowbotham said that he would look at the fencing.
Trees at west side of AWSF Neighbourhood Services have indicated that they will be able to carry out the work. The Councillors instructed the Clerk to liaise with them to get the pruning done.
Inspections The Clerk has received the Inspection Report from Wicksteed Leisure. The report says: The wet pour is showing signs of wear and needs monitoring. There is evidence of rust on the framework of the cradle swings. There is no operators sign. Multiplay Unit - wear at bottom of net Unit fails the 'toggle trap' at top of slide Vandalism to barriers. Bin - no bin in play area. Gat spring not working. When the Clerk sends the cheque to Wicksteed, she will ask the cost of new metal barriers for the Discovery Unit. When the work is completed in the Autumn a sign will be ordered saying that the Parish Council owns the Playing Field, etc
Councillor Rowbotham's Report The AWSF is ready for sweeping and moss treatment. The area is in need of "new lines". The Teen Shelter is becoming more untidy and needs painting, Since the Youth Project has opened a Tuck Shop the amount of litter has increased.
Work by Probation Team Nothing heard from Liz Adams. The Clerk will have one final attempt at getting the team here to paint the equipment.
Motorbikes on the Field Situation to be monitored.
HANDYMAN
The grass around the roadside seats has been trimmed, and the grass around the perimeter fence of the Play Area has been treated.
Ken has sent a letter to the Council which the Clerk read out. He suggests getting the young people more involved in keeping the village tidy and the Playing Field in good order. The Councillors thought that this was a good idea but were worried about the safety aspects. The Clerk was asked to talk to him and explain the Councillors concerns. A copy of the letter will be sent to the Youth Project team.
PARISH PATHS
The clerk had contacted Mr Sanderson about the work requiredon the steps and signposts. She had also spoken to him about the hedge along side footpath 316. In his letter of 24th June Mr Sanderson says that the work will be done as soon as possible but at the present time the team is very busyon way clearance. He said that he would write to Mr Corney about the hedge along side footpath 316.
Mr Sanderson has requested a meeting with the Clerk and Chairman on Thursday 7th July at 3pm to discuss the village footpaths.
REPAIRS AND REPLACEMENTS AROUND THE VILLAGE
Request received for trees to be planted behind the seat on Ferriby Road Corner. Councillor Dowson has said that he would speak to the farmer who owns the field directly behind the seat . Unfortunately Councillor Dowson was not present at this meeting.
The Clerk had received a letter from Mr John Wilkinson asking her to please arrange for the trees on the bank in front of his home to be trimmed- Mr Wilkinson also asks about trimming the Silver Birch on his property The Clerk has written to Andrea Ellis at North Lincolnshire Council and also sent a copy of the letter to John.
The Clerk will contact Mr Crowcroft to ask if it is possible to put a. similar roof to the one on the Teen Shelter, on the bus shelter.

g) Letter re. Youth Project -the young people have written to ask if the Teen Shelter can have a fourth wall. The Councillors did not think this wise as the idea was never to make the shelter too comfortable and in any case it is important that the shelter is not too enclosed.
A request for a donation was also made. The Councillors decided that no donation would be made until the 'club' was really up and running and meeting on a regular night.
Comments from Councillors to the Chairman/Clerk
The drain along the south side of Water Side has really smelt very unpleasant during the hot weather. This drain no longer runs into the Haven and the water becomes stagnant. Environmental Health will be made aware of the problem.
