Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 4th July 2006 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 6th JUNE 2006

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor P. Hatton, seconded by Councillor K. Ashberry that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Refurbishment and alterations to the Village Hall . - A letter has been sent to Cemex asking for their financial help towards the refurbishment. B&Q have replaced the damaged doors and drawers.

    b) Wreathes on the War Memorial - these have now been removed.

    c) No 2. Southside - After numerous phone calls, the Clerk had eventually managed to get someone out to tidy up the garden of this council property. They had merely strimmed the grass and left all the cuttings but at least it looks tidier.

    d) Trees overhanging the Footpath - The Clerk had rung Winteringham Fields and almost immediately the trees were cut back. However, the Councillors commented about the trees overhanging the war memorial so Councillor Bateman said that she would have a word with the proprietors.

    e) Suttons Hill - The Clerk had rung Neighbourhood Services to request that the grass banks be strimmed but they said that they not sure that it was their responsibility. However, the banks have now been cut.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed that the invoices received should all be paid.

    The Notice of External Audit has been displayed in the Parish Council Box and everything ready to be sent off for the External Audit on 17th July.

HIGHWAY MATTERS

    a) The white lines in the centre of the road at the junction of High Burgage/Silver Street have been repainted. Silver Street is on North Lincolnshire councils list for resurfacing in July

    b) Village Name Signs - Mr Hill had said that that these are to be cleaned at the beginning of July and they will be assessed at this time.

    c) Road Edges along the Bus Route - some work has been done to fill in the edges

    d) Harrison Close name sign - A new name sign has been ordered

    e) Road Edges in Ferry Lane - the edges have been filled in

    f) Flooding on Silver Street - Work will be carried out

    g) Give Way sign adjacent to Mere Garage -This has been turned back around the correct way.

    h) Planter outside Old Post Office - The Clerk had written to the owner asking if this could please be removed as the fern is dead. This has now been removed

New Highway Matters

    The village school have asked if there can be any calming measures or any no parking restrictions adjacent to the school. The Clerk will write to Highways Dept but the Councillors did feel that the problems were caused by the irresponsible behaviour of the parents who drive their children to/from school.

    Councillor Borrill reported that there are once again holes in the road surface on West End adjacent to the new bungalows (Nos. 60, 62 & 64).

    One of the warning posts on the triangle at the bottom of School Hill has been knocked over.

    The grass verges along Cliff Road are urgently in need of cutting.

PLANNING MATTERS

    New Planning Permissions Requested: - None received

    Planning Permission received

    Permission given to insert a dormer window and erect a conservatory at 19 High Burgage, Winteringham

OTHER PLANNING MATTERS

    Land at No 1 Mere Farm Cottages - An e-mail has been received from Martin Wilson, the Enforcement Officer and he says that he thinks that the property is a bit tidier.

    No 19 School Road - Martin Wilson says that the owner does not appear to have made any effort to make the alterations required so he will be contacting him again shortly.

    36 High Burgage - The required alterations have been made.

    23 School Road - Numerous complaints have been made about the owner of this property parking his lorry outside on the road which is making it very difficult for other vehicles to pass. There now appears to be several vehicles belonging to his firm parked at this property. The neighbours have asked if he is running the business from his home. The Clerk will contact the Enforcement Officer to make him aware of the situation.

COTTAGE AT WALNUT FARM

    Notes of the meeting held on 22nd June have been circulated. The Councillors were happy to learn that the cottage is to be restored.

AFFORDABLE HOUSING

    The results of the survey have been distributed to all Councillors. A discussion took place about the results. The Councillors commented:

    • They do not feel that there should be any development outside the building line
    • They were not able to identify any other available site in the village
    • There are still ‘council properties’ available for rent including a number of bungalows for senior citizens.
    • Although at the time Mr Broadmeadow reviewed the houses for sale in the village, there were only a couple of fairly expensive properties advertised in the local press, houses in the lower end of the price scale do come up for sale.
    • There are three new houses being built on High Burgage which will be available for rent.
    • Only a very small number of people living in the village had said that they felt that there was a need for Affordable Houses to be built.

    The Clerk was asked to contact Mr Broadmeadow and tell him that the Parish Councillors do not feel that at this moment in time there is a need for Affordable Housing to be erected in the village.

PLAYING FIELD

    Inspections
    Councillor Rowbotham - nothing new to report. Wicksteed Leisure had carried out the Annual Safety Inspection and also a Risk Assessment in July. They had identified a possible problem with the Pineapple Whirl (roundabout) so the Clerk was asked to write and request a quotation for the work required.

    In the Risk Assessment Wicksteeds say that an Operational Playground Safety Inspection should be carried out three monthly by a person competent to do so. This has never been the policy previously and the Parish Council do not have a person able to carry out this inspection. The Clerk will contact the Parks Dept at North Lincolnshire Council to ask for their advice.

    Teen Shelter & Goal Posts
    The painting still has not been carried out. The Clerk will try once again to find someone able to complete this task.

    AWSF
    The work on resurfacing and re-lining the surface and also the refurbishment of the fencing has been completed. The invoices from Hemswell Contractors have been received. The Clerk will contact EVOLVE EB and HPFA in order to get the grant money paid.

    A letter had been received from Mr & Mrs Tong congratulating the Parish Council on the refurbished facility but also asking when the second tennis net would be erected. Councillor Rowbotham said that he would see to this the following evening.

    Nothing new to report.

HANDYMAN

    The position has been advertised. Mr Jacobs is adamant that he will finish work at the end of July. Mr David Jacklin had expressed an interest so the Clerk had sent him details of the work involved and a copy of the contract. In the mean time new notices will be erected around the village advertising the position.

PARISH PATHS

    The obstruction on footpath 316, around the Ferry Lane field, had been removed when Mr Sanderson had arrived to carry out this task. However due to this path being very narrow and the thorn hedge bordering the path, it is still very awkward to walk along it.

    The footpath around the back of Cemex Works is signposted for a short area but then there are no further signs and it is impossible to tell where the path runs.

    The Methodist Chapel Annual Walk will take place on Sunday 23rd July.

    The Clerk will report these matters to Mr Sanderson.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Councillor Sullivan asked permission for her husband to trim back the tree on the bank on Market Hill as it is growing over onto their property. The councillors saw no reason to object but the Chair pointed out that he was working on the side of the Highway at his own risk.

    Neighbourhood Watch - Councillor Ashberry said that no meeting had been held due to holidays, etc.

    Cemex - Councillor Dowson will attend the meeting on 21st July commencing at 12.30 pm

    a) Forthcoming Meetings in July

    Other Correspondence
    a) Waste Recycling - - Suggestions required for a time and date to hold a liaison meeting. Wednesday 6th September was suggested.

    b) Barton Police Authority Neighbourhood Meeting will be held at 7 pm on Monday 24th July at Baysgarth House Museum

    c) Citizens Advice Bureau - asking if anyone would be interested in joining the board. They are especially looking for a treasurer.

    d) A pamphlet from CE Electric UK

    e) Details of the North Lincolnshire Council/ ERLLCA Meeting on 6th July - No one is able to attend.

Items to bring to the Notice of the Chair/Clerk

    As they appear to be the firm responsible for cutting back vegetation and trees, the Clerk will write to CE Electric about the state of the access path from Back Lane up to the ’electrical station’.

    Several of the councillors commented upon the fact that Tesco On-line will not deliver to our area. She was asked to write to Tesco and also to our M.P., Ian Cawsey to ask for his help with this matter. She will also ask Tesco to publicise the fact that there is a bus from the village to Tesco’s on a Friday morning.

    The Councillors also commented upon the closure of the village shop. Hopefully this will only be for a fortnight whilst refurbishment work is carried out by a new owner.
