Minutes of the meeting of Winteringham Parish Council held on Tuesday 3rd July 2007 commencing immediately after the interviews of people expressing an interest in being co-opted on to the Council. The meeting was held in the Council Room at the Village Hall.

Interviews were held immediately prior to this meeting. A decision was made to invited Mr Harry Wells and Mr Peter Tong to join the Parish Council. Letters will be sent to them and to Mrs Denise Wood, the unsuccessful candidate.
MINUTES OF THE MEETING HELD ON 5th JUNE 2007
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor P. Hatton, seconded by Councillor K. Ashberry that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - Councillor Bateman said at the last meeting that she would try to contact Mr Stan Wood. Unfortunately she had not been able to meet with him so the Clerk was asked to write.
b) School Bus Stop - a number of people are saying that the Village Hall car park is not the right place for the school bus to collect/drop off the children. There have been concerns about the safety of younger children who are playing in this area in the afternoon and also local residents are worried about the road up to the car park - especially about the ’icy corner’ on mornings during the winter. This ‘bus stop’ was for a trial period so the clerk was asked to write to Mr Wigglesworth, at School’s Transport and suggest that for a trial period the bus should pick up/drop off at the bus stops on Silver Street. The children could gather safely on Jubilee Gardens in the morning. However, Mr Wigglesworth will be asked to stipulate to the bus company that the coach comes in/leaves down Silver Street and does not attempt to turn around at this junction.
c) Green at Town End - The Clerk has completed the form to register the land and following a visit to the Council’s solicitor that has now been sent the Definitive Maps Officer along with photographs, letters and other evidence to support our claim. A letter has been received acknowledging the form but pointing out that it is a very slow process.
d) Village Newsletter - Distributed on the weekend 9th/10th June. Comments have been received that this was an excellent issue.
e) Open Air Service on Jubilee Gardens on 23rd June - went off well. Good attendance.
f) 19 High Burgage - Reply was sent to letter from Mr Crawford.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made . The details of the accounts have been sent off to the External Auditor.
HIGHWAY MATTERS
The councillors realised that in view of the difficult weather conditions and the recent floods normal Highway Maintenance had not been possible.
a) Chevron at Composition Corner - A new chevron has been ordered.
b) Footpath on Silver Street - this will be cleared and reinstated but it will probably not be until the summer.
c) Signs to indicate that roads are suitable for heavy/large vehicles - nothing new to report. Councillor Alan Smith said at the last meeting that he would chase this up. No news
d) Name Signs for Lanes - no news
e) Signage at Ferriby Road corner - .Signs are back in position
f) The road verges on Cliff road need cutting.
g) The ‘grips’ on Winterton Road Have been re-instating.
New Highway Matters
a) Mr Roger Duff has requested permission from the Councillors to site a stone ‘planter’ adjacent to the Village Name sign on Cliff Road. The Clerk has explained to Mr Duff that if the Councillors are happy for this to be built then permission will have to be sought from North Lincolnshire Highways Dept. The councillors had no objections but would wait to see what Mr Wayne Hill said.
b) John Wilkinson has cleared the stone bank on West End of rubbish and weeds. Thank you letter to be sent to John. The handyman will be asked to clear the High Burgage bank.
c) Following the recent flooding, Councillor Foord reported that the dykes on Winterton Road would be cleared out this week.
d) An ambulance had called at a bungalow on Frost Close and had not been able to back up due to the low branches. The Clerk will ask for the trees to be pruned back.
e) Pot holes have developed on Cliff road, near the seat and on Silver Street near Ermine Street corner. These will be reported to Highways.
PLANNING MATTERS
New Planning Permissions Requested: 2007/0989 - Planning permission sought to erect 3 dwellings with detached garages including the demolition of existing outbuildings - on land off Ferry Lane Also 2007/1005 - Conservation area consent for the demolition of outbuildings - land off Ferry Lane
The Councillors looked at the plans and the enclosed computer enhanced photographs. They were pleased to see that only three houses are to be built and that consideration had been given to the building materials as this is in a conservation area. Their only concern was whether the existing sewers in Ferry Lane would be able to cope with the foul water.
Permissions Granted: None received.
A question was asked about the Smoking Shelters at the two public houses - do they need planning permission? Is a gazebo adequate? The Clerk will pursue this.
PLAYING FIELD
At the next meeting, Parish Council need to appoint a new Playing Field Officer to carry out the regular inspections. The inspection by North Lincolnshire council is due shortly.
Hewde Lane Hedge Mondegreen EB have written to say that they will extend the time to spend the grant until the end of January 2008. The Councillors felt that in the Autumn newsletter an article should be included to keep everyone informed about what is happening re. the hedge.
HANDYMAN
Again had to work extra hours as there had been glass to clear up off the field/ASWF, the teen shelter had required ‘cleaning up’ and he had worked on Sutton’s Hill during the storm to keep the drains clear of debris.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
Mr Sanderson will replace the damaged finger post but it may be the autumn before all the posts are replaced.
REPORTS FROM REPRESENTATIVES
Village Hall - The hall had suffered some flooding during the storms. Still awaiting to hear about more grant aid.
Neighbourhood Watch - Meeting will be held next month
Cemex - Meeting is on Friday 27th July.
CORRESPONDENCE
North Lincolnshire Council Due to Pittwood House being flooded and the computer system damaged nothing has been received.

Items to bring to the Notice of the Chair/Clerk
New notice board - Mr Harry Wells to be contacted to see if he would be interested in making a new Notice Board.
Flooding - Mr Foord reported on the flooding on Winterton Road - He said that people had been driving like lunatics past his house even though the road was stood in water. He had suffered severe flood damage in his house. Several other properties in the village had been flooded.
There had been problems with the sewerage throughout the village especially in Low Burgage. The sewerage works have been silted up.
The Haven has become silted up and therefore the water is not draining out into the Humber. Also the water did not drain away from the dyke along Water Side road.
The Clerk will write to the Environment Agency about these problems/concerns.

Mrs Denise Wood had returned to the room about 8.30pm. The Chair, Councillor Bateman asked her if she wished to bring anything to the attention of the Councillors.
Mrs Wood said that depended upon whether she would be co-opted onto the council. Councillor Bateman explained that she had not been successful with her application.
Mrs Wood was very unhappy about this and unfortunately became quite agitated.
