Minutes of the meeting of Winteringham Parish Council held on Tuesday 1st July 2008 in the council room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 3rd June 2008
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Hatton, seconded by Councillor Sullivan that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - Councillor Bateman had been in contact with the new owners of 19 Silver Street and they said that as far as they were aware the transfer of ownership of the strip of land at the front of the Nature Garden had already taken place. Mr McGurran is looking out the paperwork.
b) Green at Town End - The advert appeared in the Scunthorpe Telegraph, on Friday 20th June.
c) Phone box - Letter from Ian Cawsey saying that he had been in touch with B.T. B.T. have acknowledged that the box is ‘listed’ and our box is not on the current list of boxes to be removed. The phone is now in working order, a light has been installed in the box and the box is clean and tidy. John Wilkinson had asked if he could paint the box but B.T. have said “No” due to Health & Safety reasons. B.T. field staff will assess the situation and ascertain if the box needed painting - Mrs Wilkinson has reported that a gentleman has been out taking photographs of the box. Ian Cawsey has requested that this painting to be done as soon as possible. d) Environment Agency - A meeting has been arranged with Philip Winn, Humber Strategies Officer, to take place in the Village Hall on Wednesday 23rd July at 7pm.
Ian Cawsey has been notified that this meeting will be held but unfortunately will be out of the country on that date.
A discussion was held about the wording of the letters and posters.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made.
The 2007/08 Accounts had been sent to the External Auditor
HIGHWAY MATTERS
a) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’. Mr Hill has ordered another one. b) Road Markings on A1077 (adjacent to East Field Farm) - An order has been issued for the road markings to be re-painted.
c) Holes in road surfaces - Most have now been repaired. However Councillor Ashberry reported that the one on Back lane has been missed.
d) Damaged post on the grass on Western Green - has been replaced.
e) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talk to the owner of the cottage.
f) Safety Barrier on Marsh Lane Bridge needs attention - bolts will be replaced. Still not repaired
g) West End/Western Green - One sign has been ordered but now the other sign needs repairs as the wooden legs are broken.
h) Paths outside school - have been repaired
i) Culvert on Ferry Lane - not yet repaired
j) The caravan is once again parked on the roadside on West End
k) Name signs - The ‘logos’ are missing from the Winteringham Name signs and Winterton Haven sign has been sprayed with blue paint.
l) Cutting of the grass verges - the edges of these have been cut by the farmers.
m) The grate outside the Village shop still needs repairing
Other Highway Matters
Councillor Wells reported that since the leaflet drop there has been some improvement re. the parking on Southside. The local Police Officers do intend coming around after dark and will speak to anyone found to be double parking, parking on the pavement or pointing the wrong way. The question was asked “ Would one solution be for a ‘white line area’ which allows people to park up on the pavement where the lines are painted?” This is working in some town areas but it was not felt that it would be considered on a village road.
The councillors agreed that Mr David Jacklin should be asked to spray the banks around the village shop corner for weeds.
PLANNING MATTERS
New Planning Permissions Requested: a) New Applications 2008/0820 - Planning permission sought to amend the type of house previously approved under Application 2007/1791 - development in Ferry Lane. The councillors had no comments or objections which they wish to make
2008/0782 - Planning permission requested to erect an extension to provide new kitchen and lounge for existing flats at ground floor and to provide additional flats at first floor level to include parking and amenity area - Brant House, 17 Low Burgage. The Clerk was asked to comment upon the poor plans provided which made the application very difficult to understand. Also the councillors wished to ask if a ’time to finish’ the project could be stipulated.
Planning Permission granted None received.
PLAYING FIELD
Inspections - Councillor Tong reported that he had recently carried out some minor repairs to the fencing around the AWSF.
At the last meeting, Councillor Tong had reported that there are problems with the tennis posts, as the collars have come adrift. The Clerk contacted Hemswell Contracting to report this, as it is only two years since the resurfacing work was carried out.
Mr Jennison met the Clerk on the field and he explained that the problem is caused by the shafts moving. A letter has now been received from Mr Jennison which says that the collars have become detached due to the movement of the sockets within the foundations and if the collars are re-fixed then they will more than likely break away again. The solution would be to replace the anchor sockets at the correct angle. The Clerk was instructed to contact Mr Jennison again and to ask him to contact Councillor Tong to arrange a meeting on the A.W.S.F. Refurbishment/Renewal of Fencing around AWSF Applications for grant aid completed and sent off to Evolve EB and Sita. Unfortunately a letter has been received from Evolve EB stating that due to the enormous demand for funding, at this present time they are not able to consider our application. Still waiting to hear from Sita.
Dog Fouling e-mail had been received following the enquiry about the signs. Currently North Lincs are obtaining quotes for the new signage.
New Goal Posts Cheque sent off with the order- acknowledgement received. Goal posts should be delivered this week. When they arrive Councillor Tong will arrange a ‘working party’ to erect them. Councillor Dowson said that he would provide the necessary equipment.
It was felt that some sort of event should be arranged to mark the purchase of the new goals.
Leylandii Hedge Cut
Moss on field Mr Don Johnson has approached the Clerk to ask if the playing field can be treated for all the moss which is growing on it. The councillors agreed that the Clerk should contact Mr David Jacklin to request that this is done. Also there is an elder bush growing at the edge of the AWSF which needs spraying.
HANDYMAN
New lawn mower has been purchased. This cuts well but Scunthorpe Lawnmowers Centre had been contacted by the Clerk as part of the exhaust system has ‘been lost’.
The Handyman has reported that he has once again had to replace some of the bolts in the fencing around the Play Area.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
Footpath post at the end of School Lane broken off - to be replaced shortly
Sign on path 14 which is in the middle of the drain - to be removed
Footpath 316/317 is in need of trimming - to be cut and rubbish removed
Footpath 318 - Mr Sanderson will arrange a site meeting with the tenant of the field as he does feel that the definitive line of the path has been ploughed.
He also says that the bus stop sign is probably obstructing the path and that at the Ermine Street end of the path there is a discrepancy between the route that is signposted and the definitive map. The Clerk e-mailed him to ask for clarification.
Kissing gate at side of The Haven - a new gate will be erected.
The Clerk was asked to contact Mr Sanderson to report that the steps on footpath 318 need attention and also those on the bank on the east side of the Haven. (Path 315). The stones from the wall on footpath 318 have once again fallen on to the path
REPORTS FROM REPRESENTATIVES
Village Hall - Nothing new to report
Neighbourhood Watch - Councillor Ashberry said that the June meeting was well attended and that there were police officers there too. About ½ of the property owners in the village had taken up the offer for Smart Water Kits. The signs referring to the marking of property with smart water have been erected.
Cemex - Councillor Dowson will be attending the meeting on 25th July 2008

Items to bring to the Notice of the Chair/Clerk
Newsletter distribution - Lewis Kirkby had been asked if he would be interested in delivering the next issue and had indicated that he would be pleased to do so.
Garden of the house on the corner of Southside/School Road - North Lincolnshire Homes had been contacted re the wild rose bushes and the briars growing out on to the footpath but so far nothing had been done about this problem.
In the cupboard at the corner of the Council Room there is an old sign which has been refurbished and really should be on display in the village. This sign is a warning to carters that they are approaching a steep hill so the obvious place for it to be erected would be high up on the outside wall of the Bay Horse Public House at the top of Low Burgage. The Clerk was asked to investigate if this would be possible.
Councillor Wells mentioned that he had observed an Inspector going around with the men who were emptying the bins. The Inspector appeared to be checking that only the correct items had been put into the bins.

Tuesday 19th August at 7.30pm No meeting in September. The following meeting will be on Tuesday 7th October.
