Minutes of the meeting of Winteringham Parish Council held on Tuesday 7th  July 2009 in the Village Hall, commencing at 7.30pm
Present:

    Parish Councillors J. Bateman(in the chair), K. Ashberry, I. Dowson, W. Foord, P. Hatton , N. Hill, P. Tong,  & H. Wells

MINUTES OF THE MEETING HELD ON 2nd JUNE  2009

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Ashberry, seconded by Councillor Foord that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Green at Town End - The Council now has a copy of the entry in the registration of Village Greens held by North Lincolnshire Council

    b) Phone box – At the last meeting the clerk had reported that it will now be sometime this summer (before September) before the box is painted
    c) Water Side Drain – A letter has been received from the Ancholme Internal Drainage Board. The Board has agreed that they will instruct their contractor to maintain the watercourse along the frontages of the properties on Waterside. The Board gave a commitment that this clearance would be carried out annually.
    d) New Seats – In situ and invoice paid
    e) Jubilee Garden - The clerk had liaised with Mr Buchan who owns the adjacent property and told him that if he purchases the fencing the Parish Council will pay for it to be erected.  Mr Buchan had contacted several fencing contractors and the most reasonable quote was from Betts. The Clerk had contacted Betts and instructed them to do the job. This work has been completed and the invoice received.
    f) Collapsing Drain on Composition Lane – the Ancholme Internal Drainage Board has requested a location map so that they can investigate the Parish Council’s concerns

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and the Councillors agreed on payments to be made.

    The grant from SITA for the fencing around the AWSF was paid into our bank on 1st June.

    A letter to HSBC requesting movement of £6,000 from Current Account into Maintenance Account had not been sent as this would not have left enough funds in the current account.

    The  new mandate had been completed by Councillors at the last meeting.  Councillors who have not previously been able to sign need to go into the bank.

    Letter from Village Hall re. payment of fees for the use of the hall.  It was agreed to pay for the use of the hall up to the end of March 2010,
    i.e. in advance.

HIGHWAY MATTERS

    Mr Wayne Hill came to the village on Tuesday 9th June and had a walk around with Councillor Bateman and the Clerk

    a) Name signs - New Village Name signs are on order and he promised to chase them up.
     
    b) The Thrush Lane sign – is in the stores and will be erected shortly

    c) Road surface at the end of Ferry Lane - still under investigation.  Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage.  Nothing new to report on this matter

    d) Banking around the shop corner - when time allows this area will be pressure washed and the loose stones removed.

    e) A new Village Hall finger post – should have been erected by now.

    f) Subsidence on Market Hill – where the road has subsided this will be filled but it will only be a temporary measure.

    g) Holes in road surfaces – A number of holes were noted and these have now been filled in.

    h) Footpath adjacent to Earlsgate Bungalows – Mr Hill said that the best option if this becomes green and slippery again is to sprinkle it with rock salt.

    i) Gulleys on Ferriby Road – will be dug out

    j) Composition Lane Corner – will be looked at again but there is not really anything more he can do.

    k) Street light on footpath across Playing field – reported. Also reported street light out on School Hill

    l) Warning signs for HGVs – Nothing new to report.

New Matters

    To be reported:
    In several locations around the village there are trees growing which obscure the street lights.

    In front of No 1 Mere Farm Cottages there is a ledge up from the drive onto the road.

    The Clerk was asked to contact two householders whose hedges are obscuring the footpaths .

PLANNING MATTERS

    a) New applications
    2009/0705
    – Planning permission sought to create new garden steps at No. 14 School Road, Winteringham
    No comments or objections

    2009/0711- Permission sought to erect an extension at 26 Cliff Road, Winteringham
    No comments or objections

    b) Planning Permissions Granted
    2009/0550
    – Permission for the conversion of domestic out buildings to form a dwelling with associated alterations and extension at the Rectory, West End, Winteringham
                                                                                                                    
    c) Appeal
    2008/1170
    – Appeal against refusal of planning permission to change the use of grassed paddock to storage for caravan

PLAYING FIELD

    Inspection
    Councillor Tong said in his report that the only problem he had encountered was the vandalism of the hedge at the rear of the AWSF.

    New nets for small goal posts – still being investigated

    Holes in the field for the goal posts – to be sorted out before the next meeting

    Refurbishment/Renewal of Fencing around AWSF
    Grant money in our bank account on 1st June 09.  Invoice paid. Plaque in position on the fencing to say that it was paid for by a grant from SITA.

HANDYMAN

    Mr Thompson has been kept busy grass cutting and keeping the play area & Teen Shelter clean and tidy.  He has painted the yellow hazard wall in the play area and trimmed the weeds along the new hedge at the top of the field.

    Councillor Ashberry said that she would assist him to cut back some of the low overhanging branches off the trees on the Jubilee Gardens.

REFURBISHMENT OF WAR MEMORIAL

    Completed. Invoice received.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

PARISH PATHS

    The Clerk will report the missing finger post on Footpath 314 where the path goes up onto the Humber Bank.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch – Very small attendance at meeting.

    NATS – Next meeting is on Thursday 9th July.

    Cemex – Next meeting is on 31st July

    Village Hall - The Village Hall Committee asked permission to park cars on the grass at the side of the hall if the car park becomes too full on 9th August (Open Gardens Day).  As long as it is dry and the grass would not be ‘cut up’ then the councillors had no objections.

    Distribution should now have been completed. Councillor Wells was thanked for another good issue.

    Saxby Parish Council have written to ask if Winteringham councillors will support their objections to the proposed windfarm on
    Saxby Wolds. None of the councillors felt that they wished to support this objection. The Clerk will write to Saxby P.C.

    There was nothing new which the councillors wished to discuss.

Next Meeting:  Tuesday 18th  August. There will not be a meeting in September so the following meeting will be on 6th October 2009

    The meeting closed at 9.10 pm .
