Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th July in the Tom Thrush Room at the Village Hall, commencing at 7.30pm
Present

    Parish Councillors J. Bateman (in the chair and acting clerk), K. Ashberry, I. Dowson, W. Foord, P. Hatton, N Hill, Z. Sullivan & P. Tong       Mr Martin Ely - PlayBuilder Project Manager.

MINUTES OF THE MEETING HELD ON 1st JUNE 2010

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Ashberry, seconded by Councillor Hill that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Vacancy – There had been no request for an election so the officer at North Lincolnshire Council had given permission for the vacancy to be advertised and for the councillors to make a co-option. A request for the names of anyone wishing to be considered for co-option has been posted and also put in the Newsletter

    b) Trees reported as being felled on Bramble Lane – the clerk had visited the site and apart from branches being trimmed back and one small tree removed (which looked dead anyway) there was no evidence of any major removal of trees.

    c) Letter sent to Environment Agency re flooding issues – No reply as yet.

    d)   Letter from Waste Recycling giving an update on the development plans for Winterton Landfill site.  The proposal for the integrated composting facility will not be going ahead. However, they are still conducting feasibility studies into the siting of four wind turbines.

FINANCIAL MATTERS

    The Councillors agreed on payments to be made.

    The Audit Report for the year 2009/2010 has been received from the External Auditors.  There is nothing that needs to be brought to the Councillors’ attention.

HIGHWAY MATTERS

    a) Holes in road surfaces – Some holes have been repaired but not all.  It was agreed that a list would be prepared to send to Highways.

    b) Drain in front of the Village Shop - repaired

    c) Banking on High Burgage – all the loose stones will be removed.

    d) Winteringham Haven sign – all the graffiti had been removed and the sign cleaned.

    e) 30 mph signs on Silver Street – the trees have been cut back so that the signs are visible

    f) Streetlight on Playing Field – the problem was reported.

New Issues

    Road Sweeper – It had been reported to a councillor that the sweeper had not gone along South Side.  The Clerk had reported this and had been told that it was because too many cars were parked so there was a problem getting through.  The resident said that this was not the case on the morning that the sweeper came. Also it had been noticed that the sweeper was throwing up a lot of dust. The Clerk will ask if this was because there was no water in the tanks.

PLANNING MATTERS

    a) New applications – None received

    b) Planning Permissions Granted:     2010/0513 – Permission granted to retain storage sheds and garage in amended positions at the Primary School

PLAYING FIELD

    Inspections - Councillor Tong said that as far as he could see everything is in good repair.

    Holes in surface of AWSF/covers for post holes – still a problem.  Solutions have been sought but to no avail. Councillor Tong will investigate another possible solution to the problem.

    Portable Goal Posts – Councillor Bateman said that she had been contacted by a gentleman who said that the posts had been moved right up to his hedge and that the footballs were being kicked into his garden.  The idea of these goal posts is that they are moveable and the youths do move them as required. The question was asked –“Should they are removed from the field?”  It was decided to monitor the situation

    Play Builder Project
    Mr Martin Ely was present at the meeting.  He assured the councillors that there is still money available for the Winteringham Project.  Martin had been into the schools asking the children what they would like on the playing field and spinning and swinging activities seem to be their favourites.

    Several companies have already been out to measure up the area available for the new equipment.  A formal letter will be sent out this week and then Martin will see what the companies come back with. A councillor asked about the guarantees issued for the equipment and Martin said that these do vary from company to company depending upon the unit chosen.

    Martin will bring the designs along to a Council Meeting for the councillors to decide what they want. He will try to find out if it is possible to have a ‘curvy slide’ to stop older children riding their bikes up the slide. He will also look at the existing swings to see if anything can be fitted that will stop the youngsters wrapping the swings around the top bar.

    He said that he will keep in touch with the Clerk and that he is still going ahead with an Awards For All Bid. Hopefully Martin will be able to attend the September meeting to report back to the Councillors.

HANDYMAN

    Mr Thompson has been kept busy strimming and grass cutting.  He has been asked to paint/varnish several of the seats.  Councillor Ashberry will monitor his claims for electricity to recharge the batteries for the strimmer.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing was reported

PARISH PATHS

    E mail sent to David Sanderson.  Reply received saying that the step on Path 318 would be tidied up. The clerk had sent a further e mail to him to say that footpath 316/317 was almost impassable and that the steps on path 318 needed attention.  Footpaths have been cut and hedge trimmed back.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch - There was a very poor attendance at the last meeting. Mr Stan Robinson one of the founder members of the group in the village had died. Councillor Foord and the Clerk had attended his funeral.

    NATS - Next meeting is on 12th August 

    Cemex – There is a meeting at the end of July

    Village Hall - The Annual Meeting had been held but Councillor Foord had not been able to attend as he was on holiday.

NEWSLETTER

    More copies are needed next time as there are no copies left to deliver to outlying properties.

    It was decided that the next issue would be distributed 20th/21st November.  This issue will not have to be delivered but can be e-mailed to the printers.  The Clerk will liaise with the Editor and the youngsters who deliver the newsletter.

    c) Application for licence for Winteringham Village Hall. (No objections from Councillors).

    c) Letter from an anonymous visitor to the village grumbling about vehicles that are left parked up on paths. The Clerk will refer this to North Lincolnshire Council and also the local police officer.  (Obviously the Clerk is not able to reply to the person who sent the complaint as no name and address is given.)
    d) A letter from Emily Fagan who has been asked to co-ordinate fundraising to provide a new bench in memory of Louis Wainwright. She is asking the Council’s permission to replace the dilapidated bench on the east bank of the Haven.  Unfortunately this land does not belong to the council but to the Yawl Club.  The Clerk will reply to Emily’s letter giving her this information.

Items to bring to the Notice of the Chair/Clerk

    There was nothing further that the Councillors wished to discuss.

    Next Meeting will be on 3rd August.
    The meeting closed at 9.15 pm.
