Minutes of the meeting of Winteringham Parish Council held on 7th June 2005 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Not present: Councillor R. Wortley

Councillor Wortley has sent in a letter stating his intention to resign from the Council as he is leaving the village. His resignation was accepted. The Clerk will reply to his letter and also write to the Returning Officer at North Lincolnshire Council.

 
MINUTES OF THE MEETING HELD ON 3rd MAY 2005

These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Sullivan, seconded by Councillor Dowson that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

a) Anti Social Behaviour and Under Age Drinking.
The seat has been removed from the bus shelter and the inside painted in a dark colour. Mr & Mrs Rounce have sent a letter thanking the Parish Council for its prompt action and also thanking Councillor Alan Smith for contacting the police on their behalf. They say that although painting the walls in a dark colour has stopped the defacement of the inner walls of the shelter, the anti social behaviour still continues. This now includes the addition of visiting cars and motor scooters. They are still witnessing the use of the inside of the shelter as a public toilet, along with noise, bad language and using the shelter and adjoining roads as a football pitch.

A letter was sent to the new Chief Constable and a reply was received saying that this matter had been passed on to Inspector Di Duca, Divisional Commander. Inspector Di Duca has now replied and his letter was read out to the Councillors. He says that Inspector Di Duca is aware of the problems and has researched the number of calls from Winteringham. Only two calls per month were received from January to April. Once again he urges that the public contact the police immediately they witness anti social behaviour.

The Neighbourhood Beat officers for Winteringham are PC Teal and PC Sewell. PC Teal has been patrolling the village regularly and he intends to attend some Parish Council Meetings.

The Police Caravan visited the village today. ( 7th June 05.) The Clerk had spoken to Sergeant Whiting who said that the Police are not receiving numerous phone calls from the village about anti social behaviour, in fact since April they have only received three calls from Winteringham and only one of these was about anti social behaviour. If the Police do not know that there is a problem then extra patrols will not be organised.

People will once again be urged to call the police if there is a problem. The non urgent phone number will be put on the web site.

b) Letter re. Planning - Nothing new to report

c) Rubbish at Spring House - The neighbours can not see any rubbish mainly due to the fact that the hedge has grown tall.

d) New Filing Cabinet - Nothing new to report. Councillor Bateman said that she would price up a new cabinet from Harlequin Office Supplies.

e) Reply to our letter to Insurance Company re. Occasional Cover
If the event is organised and being run solely by the Parish Council then Public Liability cover will apply. However, if any other organisation is running the event then they do need to get their own cover. The Council will be aware of this fact when future events are being organised.

FINANCIAL MATTERS

The reports prepared by the Clerk were presented and payments to be made were agreed.
It was agreed that Councillor Bateman should purchase a new broom and shovel for Mr Les Burkill who regularly sweeps High Burgage.
 
The books have been audited by Mr Fish for the year ending 31st March 2005. There were no issues raised by Mr Fish. He has submitted his invoice for the audit.

HIGHWAY MATTERS

a) Request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box - An e-mail has been received from Mr Stuart Kemp. He says that the matter is being progressed as quickly a possible but as this is within a conservation area the design has to be “in keeping” with the area.

b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - Nothing new to report.

c) Junction of A1077 and Cliff Road - Nothing new to report.

d) The grid on drain and hole in the road surface adjacent to the shop - Nothing new to report.

e) Silver Street - The edges will be “patched” and Mr Hill will put the road forward to be put in a scheme but he could not promise when the road would be resurfaced.

f) Loose slabs in front of Town End Bus Shelter - still have not been done.

h) Signs on West End and Low Burgage - Mr Hill was going to contact Traffic Dept to find out what had been done.

New Highway Matters

Some of the road edge marker posts on Silver Street are broken.

The verges on Cliff Road need cutting.

Western Green - Mr Hill had promised that once the flooding problems were solved the grass area would be ‘sorted out’.

It was noted that Mr Hill has been on holiday but is due back on Monday. The Clerk will write to him re. Highway Matters in Winteringham.

Cars speeding around the village - the Clerk will contact the Police.

PLANNING MATTERS

New Planning Permissions Requested:
2005/0692
- Permission sought to construct an equestrian open menage at Swallows
  Eaves, Silver Street.

The Councillors wished to comment that this is not a problem as long as it is for private use only.

2005/0846 - Permission sought to erect a two storey extension including demolition of
  existing garage at 4 Market Hill.
No objections or comments.

Permissions granted
2005/0360 - Permission given for the change of use of an existing stable into a café at
  Low Farm, Sluice Lane.

2005/0534 - Permission granted to retain use of an outbuilding as a hair salon at
  Willden House, 4 Market Hill

2005/0528 - Permission to erect extension and make alterations to
  Humber View Farm, Waterside.


Reference Application No. 2004/1266 - The appeal made against the refusal of planning permission for the erection of a detached dwelling on land north west of Briar Garth, Ferry Lane has been dismissed..

Reference Plancon 2003/0715. Land at No 1 Mere Farm Cottages - .The Clerk had once again contacted the Enforcement Officer at North Lincolnshire Council about No 1 Mere Cottages and he said that the summons will be issued and the initial court date will probably be in early June. The Clerk was asked to request an update on this matter.

Application 2004/1498 - 19 School Road. An enforcement order is being prepared.

PLAYING FIELD

Disability Discrimination Act
Evolve GB has granted the Parish Council £2,484 towards the cost of the work on the Playing Field. Funding agreements have been received which need to be signed and returned.

Funding is valid for 4 months from 1st June 05 (Oct 05). The agreement will be signed by the Clerk and returned.

The Clerk had contacted Mr Wayne Crowcroft who says that he will do the work immediately the children return to school in early September. A letter will be sent to Wayne pointing out that the work must be carried out promptly at the date agreed or we will lose the grant.

The fencing will be ordered and Councillor Dowson agreed to accept delivery and store the panels.

Councillor Borrill will be asked if he will work with Councillor Dowson to oversee the project.

Tennis Nets
Have been put up for the summer

Goal Posts
Don Johnson has asked that the portable goal posts be moved around so that he can cut the grass where they are now sited.

Fencing around AWSF
Mr Ken Jacobs had reported to the Clerk that this had been damaged. The Clerk had contacted Neighbourhood Services to find out if they could help her find a contractor to repair the fencing. Michelle Button had said that her team would look at the fencing to see if they could repair it.

Neighbourhood Services will also be asked if they can cut back the trees at the west side of the AWSF.

Inspections
Councillor Rowbotham had given the Clerk his inspection report. He reported that there is evidence of dog fouling on the grass area where the children play football and suggested that perhaps this problem should be high lighted once again in the next Village Newsletter.
His biggest concerns were:
a) The level of graffiti on the play equipment and teen shelter (also on the Village Name signs and sign posts.)
b) The disturbing amount of litter in and around the Teen Shelter.

There are two large bins approximately 20 metres either side of the shelter. Councillor Rowbotham suggests that is should be pointed out to the young people that the possibility of a tuck shop being provided is in jeopardy whilst there is this amount of litter strewn all around the village.

The Inspection by Wicksteed Leisure took place on 2nd June 2005. Report awaited.

Work by Probation Team
The Clerk had once again contacted Liz Adams and explained how long we had been waiting for the painting to be carried out. Liz said that she would put it to the top of the “Urgent Jobs List”.

Motorbikes on the field - The situation will be monitored. If the youngsters are seen again riding on the field then they will be warned that their bikes could be confiscated and if necessary it will be reported to the Police.
 

TERMS AND CONDITIONS OF EMPLOYMENT FOR PARISH CLERKS

The Chairman and the Clerk had attended the ERNLLCA meeting with regard to this. There is a new National Agreement on the employment of Clerks. The Chairman explained that every Council was expected to discuss this matter and reach an agreement over the salary, conditions and working time of its Clerk.

The Councillors discussed this and it was decided to adopt a contract drawn up on the guidelines of the Model Contract of Employment.

The Chairman had looked at the suggested salary scales and hours and explained her conclusions to the Councillors.

It was unanimously agreed that the Clerk should be offered 20 hours each month and her salary be based on Scale LC1, SCP17 (i.e. £7.99 per hour). £479.40 per quarter. However as she works from home it was also decided that this should be raised to £500 to cover expenses for her office and computer, etc. This will be paid from 1st April 2005.

The Clerk said that she was happy to accept this.

HANDYMAN

The Handyman had contacted the Clerk to say that he would have to travel to Scunthorpe to dispose of tyres which had been dumped on the field. The Councillors agreed to the Handyman claiming mileage for this.

The tiles on the roof of the bus shelter has suffered further damage. When Wayne Crowcroft begins work on the field he will be asked to look at this roof to see if it would be possible to have a roof similar to the one on the Teen Shelter.

The Handyman has asked about using weed killer around the fences of the play area. Councillor Dowson suggested Roundup as this is child and animal friendly.

PARISH PATHS

A reply has been received from Mr Sanderson re. Notices on Paths requesting: No Horse Riding and repairs to the steps. This work has not been carried out yet..

Sign post on Footpath 314 has lost both arms. Also the sign post half way along Footpath 14 is lying across the dyke and is being used by the youngsters as a bridge. The arms have been broken off the sign post near the bus shelter.

A letter had been sent to Mr Corney asking him to cut back his hedge off the path at the side of Path 316. Mr Corney did not think that this was his responsibility.

The Clerk will contact Mr Sanderson to ask for his help in these matters.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

Request received for trees to be planted behind the seat on Ferriby Road Corner - Councillor Dowson has not yet been able to contact the farmer who owns the field directly behind the seat.

At the request of the Chairman, the Clerk had spoken to Neighbourhood Services about the bank on West End. Mrs Button explained that her team had been told only to cut the bank when it was safe to do so. The last time they were in the village it was raining and so they consider it too dangerous to cut the steep bank. The bank will be cut the next time the team is in the village if the weather conditions permit. The gentleman who complained to the Chairman has been told of this conversation.

REPORTS FROM REPRESENTATIVES

Village Hall - Plans have been drawn up for the extension and refurbishment of the Hall. The proposals are that there will be new storage areas and a larger committee room with an entrance to the new kitchen.

As the Parish Council still owns 1/5 of the Hall and the land which the Hall is built upon, it was decided that the Councillors should have sight of these plans and proposals before any decision was reached. A letter will be sent to the Village Hall committee.

Neighbourhood Watch - Councillor Wortley. has resigned as our Neighbourhood Watch representative.

Rugby Cement Works - Nothing to report.

Comments from Councillors to the Chairman/Clerk
The Clerk was asked to contact YEDL to ask why the Village has suffered from several power cuts recently.
