Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 6th June 2006 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

WELCOME TO MR PAUL GREEN

    Mr Paul Green had been selected by the Councillors following the discussions on 23rd May, with the two gentlemen who had expressed an interest in being co-opted onto the Council.

    Mr Green signed the Declaration of Acceptance of Office and was asked to complete the Notification of Financial and Other Interests. He was also given copies of Standing Orders.

MINUTES OF THE MEETING HELD ON 2nd MAY 2006

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor P. Hatton, seconded by Councillor K. Ashberry that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Refurbishment and alterations to the Village Hall . - No-one present to give a report.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed that the invoices received should all be paid.

    The Clerk reported that she had collected the accounts from the Internal Auditor and there had been no problems with the accounts for 2005/06. The Notice of External Audit has been displayed in the Parish Council Box and everything is ready to be sent off.

HIGHWAY MATTERS

    a) White Lines in the centre of the road and the state of the road surface at the junction of High Burgage/Silver Street - The Clerk had been assured by Mr Hill that this work would be carried out very shortly.

    b) Village Name Signs - Mr Hill had said that that these are to be cleaned and they will be assessed at this time.

    d) Road Edges along the Bus Route - No news on this. However, the Councillors did comment that the state of the roads throughout the whole of North Lincolnshire is a problem.

    e) Harrison Close name sign - A new name sign has been ordered

    f) Road Edges in Ferry Lane - The holes have been marked, so presumably work will be carried out very shortly

    g) Flooding on Silver Street - No further news.

    h) Planter outside Old Post Office - The owner had stood this up before the Clerk had delivered a letter to her. The Councillors asked the Clerk to write to her as the tree in the container is dead and they feel that it is an eyesore and also that there is a danger to the public.

New Highway Matters

    The Give Way sign on Winterton Road, near Mere Garage is once again twisted round.

PLANNING MATTERS

    Planning Permissions Requested:
    2006/0705 -
    Permission sought to insert 4 velux windows and a dormer window at 19 High Burgage, Winteringham.

    The Councillors had no comments or objections which they wished to make.

    2006/0762 - Consent requested to retain 2 static illuminated and 6 non-illuminated signs and 6 associated floodlights at the Ferry Boat Inn.

    The Councillors had no objections to these lights remaining.

    Planning Permission received
    2006/0405
    - Permission granted for an extension at 26 West End

    2006/0387 - Permission granted for the erection of a stable block on field in Marsh Lane

    2006/0555 - Permission granted to retain garage doors at 18-20 High Burgage.

OTHER PLANNING MATTERS

    Land at No 1 Mere Farm Cottages - In his e-mail of 4th May, Mr Martin Wilson the Enforcement Officer said that Mr Foord had gone some way to comply with the enforcement notices but that there was still some work left to be done. Mr Foord had told the Enforcement Officer that he would be applying for planning permission to change the use of the land to a domestic garden but no request had yet been received. In his e-mail to the Clerk, Mr Wilson said that he is keeping a close eye on the situation.

    No 19 School Road - In his letter dated 4th May, Mr Wilson says that the owner has deposited with the council details of amendments to the extension. If these amendments are carried out then it would bring the extension into permitted limits.

    In his e-mail sent earlier today, Mr Wilson said that he would come out and check on the situation. 

    36 High Burgage - The owner has been told that he needs to reduce the height of the extension or apply for planning permission. Again Mr Wilson had said that he needs to visit the property and check on the work which has been carried out.

AFFORDABLE HOUSING

    The results of the survey have been distributed to all Councillors. Although a short discussion took place, it was decided that this should be an agenda item at the July meeting when hopefully more councillors will be present.

PLAYING FIELD

    Inspection
    Councillor Rowbotham reported that everything appears to be in order apart from the portable goal posts. These are still being moved by the youngsters, mainly because they say that the pitch is not wide enough. Councillors Rowbotham and Hill will look at the possibility of relocating the ’anchorage points’.

    Councillor Ashberry reported that she had noticed that a small tree on the Playing Field had been vandalised and that the remaining ‘stick’ had been removed.

    Confirmation has been received from Wicksteed Leisure saying that they will carry out the Annual Safety Inspection and also a Risk Assessment in July.

    Teen Shelter
    The painting of the additional wall still has not been done despite the fact that on numerous occasions the Clerk has contacted Crosby Works by e-mail. Unfortunately she has no other way to contact them.

    AWSF
    Grant Applications

    The Clerk reported that the Council has now been granted £4,120 by HPFA WREN Awards 2006 and £7,650 by EVOLVE EB (Total of £11,770) .

    The Clerk had been in contact with Hemswell Contracting Ltd to ask for an updated quote for the work. The original quotation of £11, 850 plus VAT can stand. If the Councillors are agreeable work can start in June. The Councillors asked the Clerk to contact Hemswell Contractors and accept their quotation and instruct them to commence work a.s.a.p.

    Insurance Claim following an incident at the Bonfire in 2002
    The Clerk had been contacted by Mr John McKay from Allianz Cornhill Insurance. As requested by Mr McKay she had supplied him with the Minutes of the October 2002 parish Council meeting and also letters between the Under Fives and the Parish Council in 2002.

    These documents clearly show that the Parish Council had told the Winteringham Under Fives that they must have their own insurance to cover the event.

HANDYMAN


    The position has been advertised but no one has expressed an interest.

    The Clerk was asked to talk with the Handyman and ask if he would be willing to continue if more of the grass cutting was taken on by Mr Don. Johnson.

    The Handyman had told the Clerk that he was willing to paint the goal posts. She will instruct him to go ahead if he is still willing to do so.

PARISH PATHS

    Numerous complaints have been received about the obstructions which Mr Duck has placed on the footpath from the Kissing Gates to the Croft. The Clerk reported that she had already contacted Mr David Sanderson at North Lincolnshire Council and he was coming out to remove the obstructions.

    Mr Sanderson had explained that he was still in dispute with Mr Duck over the fencing which had been erected between the path and the field and he thought that this was perhaps why the obstructions had been put in place. However, Mr Sanderson wished to come out and remove the barriers himself and he will then take issue with Mr Duck over this footpath.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    The salt bin on Hewde Lane had been tipped over but it is now back on its base (even if it is the wrong way round).

    Neighbourhood Watch - Councillor Ashberry said that she had attended a meeting where the Firemen from Winterton Fire Station had been present. The Neighbourhood Watch are distributing a leaflet to publicise the offer of free alarms and fitting. Councillor Ashberry also mentioned that some drugs (Speed) had been found on the Playing Field and that this had been reported to the police.

    Cemex - Councillor Dowson was not present but the Clerk reported that she had received the agenda for the meeting on 21st July commencing at 12.30 pm

Items to bring to the Notice of the Chair/Clerk

    Wreathes on War Memorial - looking very tatty. The Councillors thought that they should now be removed.

    No. 2 Southside - This is an empty council house and the garden is in a terrible state. The Clerk has been ringing around to try and get North Lincolnshire Council to send someone out to tidy up the garden.

    Trees hanging over the wall at Winteringham Fields - the Clerk will ring and ask if the gardener can trim this back.

    Grass on Suttons Hill - The Clerk will contact Neighbourhood Services to ask if this can be strimmed.

    The hedge on Hewde Lane at the edge of the Playing Field will be made an agenda item at the July meeting.

    Councillor Hill asked if the football club had contacted the Council asking for financial aid. The Clerk said that she had received an e-mail and had pointed out to the Secretary that if he put this in writing it would be discussed when the Budget and Precept was discussed at the end of the year.
