Minutes of the meeting of Winteringham Parish Council held on  Tuesday 3rd June 2008 in the council room at the Village Hall, commencing at 7.30 pm

Present:

MINUTES OF THE MEETING HELD ON 6th MAY 2008

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor K. Ashberry, seconded by Councillor W. Foord that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - Councillor Bateman had been in contact with the new owners of 19 Silver Street and they said that as far as they were aware the transfer of ownership of the strip of land at the front of the Nature Garden had already taken place.

    b) Green at Town End e-mail sent by Naomi Boyde on 24th April saying that the registration of the Kenilworth Road Green was now complete and she was looking at our application.  If it appears that there is a valid claim then she will notify the Parish Council when an advertisement will be placed in the Telegraph and any objectors will have 6 weeks in which to object.

    c) Phone box - No reply from B.T.

    d) Street Light on car park - repaired at no cost to the Parish Council

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made.

    The 2007/08 Accounts have been sent to the External Auditor

HIGHWAY MATTERS

    a) Signs to indicate that roads are not suitable for heavy/large vehicles - Letter dated 9th May 08 received from Gareth Denovan, Assistant Traffic Officer. Mr Denovan says that it was felt that installing these signs would have little impact. The roads are not through roads and as any vehicle wishing to use them for collecting or delivering has a right to do so.

    b) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’.  Mr Hill has ordered another one.
     
    c)   Road Markings on A1077 (adjacent to East Field Farm) - An order has been issued for the road markings to be re-painted. 

    d) Holes in road surfaces - Still not repaired and some of these are now quite deep.

    e)   Damaged post on the grass on Western Green - will be replaced.

    f) Road surface at the end of Ferry Lane - still under investigation.  Both Wayne Hill and David Sanderson have been out to look at the situation and talk to the owner of the cottage.

    g)   Safety Barrier on Marsh Lane Bridge needs attention - bolts will be replaced. Done?

    h) West End/Western Green - New sign has been ordered

    i) Paths outside school - will be repaired

    j) Culvert on Ferry Lane - not yet repaired

New Highway Matters

    The caravan is once again parked on the roadside on West End
    Name signs - The ‘logos’ are missing from the Winteringham Name signs and Winterton Haven sign has been sprayed with blue paint.
    The Clerk will enquire about the cutting of the grass verges.

PLANNING MATTERS

    New Planning Permissions Requested:
    a)   New Applications
         2008/0752
    - Planning permission to erect a single storey front extension and a two storey rear extension at 23 Hewde Lane
         No comments or objections

         2008/0781 - Planning permission to erect a two storey extension to rear of 32 Western Green (resubmission of application)
         No comments or objections

    Planning Permission - request withdrawn
    2008/0583
    - Planning permission to erect a bungalow on land to the rear of 8 Silver Street, Winteringham

    Brant House
    The Clerk will report to the Enforcement Officer that work is once again ongoing on the extension.

PLAYING FIELD

    Inspections - Councillor Tong reported that there are problems with the tennis posts, as the collars have come adrift.  The Clerk will contact Hemswell Contracting to report this, as it is only two years since the resurfacing work was carried out.

    Council Tong also reported that there are further problems with the fencing around the AWSF. Grant aid will be sought as quickly a possible to replace this fencing.
     
    Roundabout - A request was made to Wicksteed Leisure for them to check the height from the ground.  The Inspector has visited the site and inspected the ‘Rotarider’. They confirm that the ground clearance is correct and is currently at the recommended height.

    Refurbishment/Renewal of Fencing around AWSF
    New quote received from Nugus Fencing. The councillors decided that they did wish Mr Nugus to carry out the replacement work and from the options he had given they choose the one which they considered the best. The Clerk was instructed to progress the applications for grant aid as swiftly as possible.

    Dog Fouling
    e-mail received following enquiry about the signs. Currently North Lincs are obtaining quotes for the new signage.

    New Goal Posts
    The Parish Council have been successful in their application to the Football Association for a grant.  The goal post grant is 50% of the cost of the new goal posts up to a maximum payment of £355.  The goal posts originally selected were £710 (including carriage but not VAT).  Cheque to be sent with order then reclaimed

    Two copies of the forms of acceptance were completed and signed. (Two signatures on the form - one to be the Chair.)   The Clerk was asked to progress the order.

    Councillor Wells agreed that the goal posts could be delivered to his home and Councillor Tong offered the services of the local ‘Lions’ to assist in erecting the goals.

    Leylandii Hedge
    Cut & Clear have been asked once again to come out and trim this. To be chased up.

HANDYMAN

    Mr Thompson has once again had to replace some of the bolts on the fencing around the Play Area. He will be asked to cut the grass under the ‘out of the village’ seats and also to tidy up the area around the War Memorial.

    Repairs had been carried out once again on the lawn mower but it is still not working correctly. After a detailed discussion it was decided that a new lawn mower should be purchased.  Councillors Ashberry and Foord will accompany Mr Thompson to Scunthorpe lawnmowers to select the new equipment.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing was reported.

PARISH PATHS

    The problem with youths riding motor bikes on the field paths and on the Humber Bank - was reported to Mr Sanderson and also to the Police.

    Also reported:
    Footpath post at the end of School Lane broken off - to be replaced shortly
    Sign on path 14 which is in the middle of the drain - to be removed

    Footpath 316/317 is in need of trimming - to be cut and rubbish removed

    Footpath 318 - Mr Sanderson will arrange a site meeting with the tenant of the field as he does feel that the definitive line of the path has been ploughed.

    He also says that the bus stop sign is probably obstructing the path and that at the Ermine Street end of the path there is a discrepancy between the route that is signposted and the definitive map. The Clerk has e-mailed him to ask for clarification.

    Kissing gate at side of The Haven - new gate will be erected shortly.  The Parish Council were requested to write to say that this was necessary to stop the illegal use of motor bikes.
    This has been done

REPORTS FROM REPRESENTATIVES

    Village Hall - Councillor Bateman reported that new tenders are being sought as the firm which was to have carried out some of the work has gone into receivership.  Work will be commencing shortly on the new toilet area.

    Neighbourhood Watch - Councillor Ashberry said that the last meeting had been well attended.  Signs have been erected to say that homes in the village are protected by Smart Water.  The Village School have asked for a special Smart Water kit.

    Councillors Ashberry & Foord will be attending the NATS meeting on 3rd July at Winterton Old School Hall.

    Cemex - Councillor Dowson was not present.

COMMUNITY EMERGENCY PLAN

    The intent by North Lincolnshire Council is for each village/community to have a co-ordinator. This was featured in the Village Newsletter but no interest has been shown.

Items to bring to the Notice of the Chair/Clerk

    Newsletter distribution - Lewis Kirkby to be asked if he would be interested in delivering the next issue.

    Garden of the house on the corner of Southside/School Road - The Clerk had been approached by neighbours to see if should could help to get this garden tidied up. North Lincolnshire Homes had been contacted and the grass and weeds have been strimmed.  However, there are still bushes and briars growing out on to the footpath so she will contact North Lincolnshire Homes once again.

    Press reports from the Environment Agency are giving the impression that the flood defences are being maintained at Brigg but not at Whitton Ness.  This could cause problems in this village and this ‘threat’ has already caused devaluation of properties.   It was decided to write to the Environment Agency to request a public meeting (A letter also to be sent to Ian Cawsey, M.P.)

Next Parish Council Meeting

    Tuesday 1st July at 7.30pm

    It was agreed that the August Meeting would be held on Tuesday 19th August and that there would not be a meeting in September.

    The meeting closed at  9.40pm .
