Minutes of the meeting of Winteringham Parish Council held on Tuesday 2nd June 2009 in the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 5th MAY 2009
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Z Sullivan, seconded by Councillor W. Foord that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Green at Town End - the application for a Village Green was approved by the Planning Committee. A copy of the registration has been received by e-mail..
b) Phone box – The Clerk had contacted Ian Cawsey and received a reply saying that it will now be sometime this summer (before September) before the box is painted
c) Water Side Drain – Nothing new to report. The clerk will write to try and find out if any decisions have been made.
d) New Seats – should be in situ by the end of this week.
e) Jubilee Garden. - The clerk had spoken to Mr Buchan who owns the adjacent property and he has no idea if he is responsible for repairing the fence or if it should be the Parish Council who carries out the repairs. Mr Buchan has offered to purchase the fencing if the Parish Council will pay for it to be erected. The Councillors agreed to Mr Buchan’s proposal and asked the Clerk to contact him. A reply is still awaited from our solicitors.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented and the Councillors agreed on payments to be made. The details of the accounts have been sent off to the External Auditors
A letter to HSBC requesting movement of £6,000 from Current Account into Maintenance Account was signed.
The grant from SITA for the fencing around the AWSF was due to be paid into our bank on 1st June. The Clerk had prepared a cheque for signing in payment of the fencing but this will not be sent until she is sure that the money has gone in.
Details of the people who can sign the Parish Council cheques has been sent by HSBC. It is obvious that they are using an old mandate. A new mandate had been sent for Councillors to complete.
HIGHWAY MATTERS
a) Name signs - New Village Name signs b) The Thrush Lane sign – no news
c) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage. No update on this matter
d) Banking around the shop corner - when time allows this area will be checked and the stones re-grouted
e) A new Village Hall finger post – no news
f) Warning signs for HGVs – Highways are monitoring the situation. Action may be taken at the end of this year.
g) Holes in road surfaces – Pot Hole in High Burgage and holes in road surface on School Lane had been reported. Holes in roads around the village were filled in last week.
h) Footpath adjacent to Earlsgate Bungalows – No update.
i) Gulleys on Ferriby Road – no action.
New Highway Matters
Street light on the path from Frost Close to Hewde Lane is out once again and the head has been swizzled round.
North Lincolnshire Councillor, Linda Cawsey said that these matters have dragged on for long enough. She would have a word with Highways Maintenance Dept.
PLANNING MATTERS
a) New applications 2009/0530 – Permission sought to erect a detached bungalow adjacent to 22 Silver Street, Winteringham No comments or objections
2009/0550 – Permission sought for the conversion of domestic out buildings to form a dwelling with associated alterations and extension at the Rectory, West End, Winteringham No comments or objections.
b) Planning Permissions Granted 2009/0408 – Permission given to extend playground and erect three sheds and a detached garage at Winteringham Primary School.
PLAYING FIELD
Inspection Councillor Tong gave his report. – The nets on the five-a-side goal posts need replacing. The Clerk was asked to follow this up.
The ‘concrete holes’ to secure these posts are now causing a problem as six of them are on the new pitch. If these are removed then the ‘legs’ on the small goal posts are no longer needed. It was decided to removed the six holes (Councillor Bateman will see Mr Roy Grey). One of the small goal posts will be secured into the remaining two holes (Councillors Hill and Tong).
Refurbishment/Renewal of Fencing around AWSF Completed. Grant money released. Should be in our bank account on 1st June 09
Tennis Nets/Posts Temporarily sorted out.
HANDYMAN
Mr Thompson has spent a lot of time recently collecting up broken glass in the Play Area and on the AWSF.
It was felt that he really does need to ‘keep on top’ of the grass cutting as areas of the village are starting to look untidy (Councillor Ashberry will have a word with him.)
REFURBISHMENT OF WAR MEMORIAL
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
On Composition Lane the road surface is beginning to collapse into a drain which runs under the lane. The Clerk will report this to Ancholme Internal Drainage Board.
PARISH PATHS
The foot paths around the village (including The Alley) have all been cut.
The steps on the paths still have not been ‘filled in’.
The thorn hedge that runs alongside Footpath 317 is becoming very overgrown once again. This will be reported.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch – Poorly attended meeting. Councillor Foord had details of a security camera which NHW could possible get grant aid towards if the Village Hall committee would consider it being erected to cover the car park and new play area.
NATS – At each meeting the police set three priorities. At the last meeting the surveillance of Winteringham Village Hall, the new play area for the Under Fives and the AWSF was one of these priorities.
Cemex – Nothing new to report.
Village Hall - Development work is nearly finished. The car park will be resurfaced shortly. The Councillors congratulated the Village Hall Committee as everything is looking very nice.
NEWSLETTER
Letters have been sent out requesting that items for the Newsletter be given to Councillor Wells before 22nd June. The Newsletter will be distributed at the weekend 3rd /4th July.
The Parish Council’s contribution was discussed. To be included: AWSF Fencing, War Memorial Refurbishment, The Village Green, New Seats and the phone box.

Items to bring to the Notice of the Chair/Clerk
Nothing new to discuss.
Next Meeting is scheduled for 7th July. The Clerk reported that she is away until 6th July so if this date is adhered to the agendas will be out a week early.
It was decided that the meeting in August would be held in the middle of the month (18th or 25th August) and then there would not be a meeting in September.
The meeting closed at 8.55 pm.
