Minutes of the meeting of Winteringham Parish Council held on Tuesday 7th March 2006 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

Present:

    Parish Councillors J. Bateman, (in the chair), K. Ashberry, D. Borrill, I. Dowson, P. Rowbotham, Z. Sullivan
    North Lincolnshire Councillors A. Smith & B. Regan

Apologies:

    Councillor P. Hatton & N. Hill

Not present:

    E. Harrison. Councillor Emma Harrison has now missed six consecutive meetings. This will be reported to North Lincolnshire Council’s Returning Officer.

MINUTES OF THE MEETING HELD ON 7th FEBRUARY 2006

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor D. Borrill, seconded by Councillor K. Ashberry that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Refurbishment and alterations to the Village Hall - The new suspended ceiling and lights have been fitted in the main hall. The new kitchen fittings have been ordered and should arrive before the end of March. A meeting had been held with the architects who have told the Committee that only two quotations have been received for the building work.

    b) Trees on West End & Low Burgage - The Clerk had received a phone call promising that this work will be carried out although it is classed as non-urgent and so it may be in the next financial year.
    c) Derelict Farm building at Mere Farm - The Clerk had received a letter from Mr Brown. He confirms that it is his intention to tidy up the site but at this moment in time he is not able to say when. He mentions the problem of an asbestos roof.

    d) Recycling boxes and Bins - Most people in the village now appear to have received their recycling containers.

    e) Stone for Lanes - Mr John Ogg had ordered the stone and carried out the work.

    f) Reply to Neighbourhood Watch Group - A letter was sent to Mr Ken Jacobs, the secretary to explain that it was not practical or advisable for the Council to provide a brighter light adjacent to the Teen Shelter. The problems caused by the mini-motorcycles on the field had been mentioned to P.C. Sewell.

    g) P.C. Sewell had replied to the Clerk’s e-mail saying that the problems mentioned had been noted and that work would start on the problems and also on the problems being caused by youths on Jubilee Gardens.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and payments to be made were agreed.

HIGHWAY MATTERS

    a) White Lines in the centre of the road at the junction of High Burgage/Silver Street - The contractor had been asked to give this work priority due to the time that the matter has been outstanding, however, weather conditions have not allowed for this work to be carried out.
    The Councillors are concerned about the road surface at this junction as it has become very ’shiny and slippery’. This will be reported to Mr Wayne Hill.

    b) Village Name Signs - Instructions have been issued that these are to be cleaned and they will be assessed at this time.

    c) Road edges needing repair - The area at the western end of School Road has been repaired. It had also been reported that the edges of Silver Street are breaking up due to the heavy traffic using the road. Repair work has been carried out and also the holes in the road on West End have been repaired.

    d) Safety Fence on High Burgage - The contractors have damaged the inside path edge and therefore the safety fence has been erected out onto the path itself making it very difficult for anyone to pass. This was reported and the Clerk was then contacted to find out the name of the contractor who had carried out the work on this site. Mr Hill said that he had left messages for the contractor several times but if necessary the work will be carried out by the Council and the contractor would then be charged. Concerns were expressed about the fact that there is no room for any building materials on the site and also that any scaffolding constructed would have to encroach on to the path and road. The Clerk will point this out to Highways Dept.

    e) Trees behind Seat - Councillor Dowson has this in hand.

    f) Bramble Lane Sign - has been repaired. The Clerk was asked to enquire whether Bramble Lane is an ‘adopted road’.

    g) Building material on the Verge of Market Hill/Back Lane - has been removed.

New Highway Matters

    On the whole of the bus route through the village the road edges are breaking up. Councillor Regan will speak with Jeff Popple about this issue.

    Harrison Close - name sign still needs replacing.

PLANNING MATTERS

    New Planning Permissions Requested:

    Planning permission requested to erect a conservatory at 28 School Road
    The Councillors had no comments or objections which they wished to make.

    Refusal of listed buildings consent to demolish the cottage north of Walnut Farm at 22 Silver Street

    NOTICE OF APPEAL
    PA2005/1029 & PA 2005/0959 (Conservation Area Consent and Planning Permission)

    For the barn south of Leaberry House, Ferry Lane.
    The owners are appealing against the refusal to allow them to demolish existing barn and erect new dwelling and garages.

    OTHER PLANNING MATTERS
    2003/0715.
    Land at No 1 Mere Farm Cottages - e-mail received from Mr Hill the Enforcement Officer saying that he will be pushing for another prosecution if the notices have not been satisfied (or at least some work done). It had been noted that some of the cars have been cleared off the paddock..

    Application 2004/1498 - 19 School Road. - Mr Blanchard has said that he intends to reduce the size of the extension.

    27 Silver Street - Planning permission is not required

    36 High Burgage - The extension does require Planning Permission although the developer has spoken to the Planning Officer with regard to reducing the height to ensure that permission is not required.

AFFORDABLE HOUSING

    Concerns were expressed about the statement made at the last meeting by Mr Broadmeadow that it was possible that a development of affordable housing could be built outside the building line if there was no suitable site within the village.

    Although there are not many houses come up for sale in the village which a young couple can afford to buy, there are houses in nearby settlements which would be within their price range. Sometimes the ex council houses do come up for sale and although these are usually reasonably priced, due to the amount of work which has been done by some owners they can not always be classed as “affordable housing”. If all the younger couples have to move out of the village then it would become a village with an ageing population.

    A discussion took place as to whether the Council should ask Mr Broadmeadow to carry out a survey. It was unanimously agreed that the survey should go ahead. It would answer the question as to whether there is a need for Affordable Housing to be built. The debate would start after the results were collated.

PLAYING FIELD

    Inspection
    Councillor Rowbotham said that no problems had been observed.

    Teen Shelter
    The painting of the additional wall will take place shortly.

    AWSF
    North Lincolnshire Council have been informed that the Parish Council are applying for a grant and will keep in touch with them re. sweeping the area and treating it for moss. Mrs Button has replied and each sweep would cost £113.50 and each moss treatment £76.38. These could be asked for as/when required. The Clerk was instructed to accept the quote and to request that the first treatment be carried out in April.

    The application for a grant was sent to Evolve EB and has been acknowledged. The Parish Council have been asked to provide three letters of support for the project. The clerk has already received letters from the InIt Club and Councillor Alan Smith. She is awaiting a letter from P.C. Sewell.
    Evolve have also suggested that the Parish Council seek some match funding and illustrate that an effort has been made to secure funding locally through various fundraising initiatives.
    The Clerk will write to Mrs Dianne Wright at Cemex and will seek other avenues for funding. Councillor Bateman said that she would speak with Mrs Wingate who has been quite successful at getting funding for the Village Hall.

HANDYMAN

    A letter had been sent to Ken saying that his hourly rate would be increased to £6.30 per hour from 1st April 06.

    The Handyman has reported that the ‘wheelie bin’ adjacent to the Teen shelter has been vandalised and will have to be replaced. The Clerk was asked to order a new green bin.

PARISH PATHS

    Letter received from David Sanderson:
    Footpath 318 - the stones which have fallen off the wall onto the path will be removed
    Sign Posts - this will be replaced in April/May 2006
    Councillor Bateman said that she had noticed that the stile on Footpath 311 (adjacent to the cattle grid) needs repairing. This will be reported.

    The Clerk had written to OSSHQ following the article in the ERNLLCA Newsletter. Their reply was read to the Councillors.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    The Councillors had nothing which they wished to report.

REPORTS FROM REPRESENTATIVES

    Village Hall - See earlier in the minutes

    Neighbourhood Watch - Councillor Ashberry gave a report on the meeting which she had attended. Mr Ken Jacobs will be attending a course on ’Removing Graffiti’ .

    A letter has been received from Neighbourhood Watch regarding extra lighting on the Village Hall car park. The Councillors felt that this letter should have been sent to the Village Hall Committee not the Council.

    Cemex - Councillor Dowson had nothing new to report

NEWSLETTER

    Letters had been sent out to the Village organisations to inform them that a Newsletter would be produced at the end of March. The Clerk had prepared the report from the Council and this was available for the councillors to read through..

    Comments from Councillors to the Chairman/Clerk
    Councillor Bernard Regan told the Parish Councillors that more reclamation work is being done on the Normanby Road site.

    The Clerk was asked to report the broken window in the public telephone box.

Next Meeting

    The next Parish Council Meeting will be held on 4th April 2006 commencing at 7.30 pm.

    The Annual Parish Assembly will be held on 2nd May, followed by Annual Parish Council Meeting

    The meeting closed at 9.10 pm.
