Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 6th March 2007 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 6th FEBRUARY 2007
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor P. Hatton, seconded by Councillor N. Hill that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - In her letter dated 19th Feb, Mrs Wingate confirms that she has contacted Bradbury, Roberts & Raby and will let the council know as soon as she has a response from them.
c) The Community Development Officer will be attending the meeting on 3rd April to speak about the benefits of Parish Plans
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made.
The External auditor for the Parish Council to cover 2006/07 is Michael Newbury, an officer with the Audit Commission. Internal Audit - Councillors agreed that Mr Fisher be asked to carry this out once again.
HIGHWAY MATTERS
a) Village Name Signs - the defective signs will be put forward for replacement but Mr Hill could not say when they would be replaced.
b) Harrison Close name sign - A new name sign is now in position.
c) Silver Street - The posts are all up at the junction of Thrush Lane and the damaged post has been removed.
d) Lane Name Signs - Nothing new to report
e) Hewde Lane Name Sign - Has been re-erected.
f) Give Way Sign adjacent to Mere Garage - A new sign has erected.
g) Chevron at Composition Corner - A new chevron has been ordered.
h) Trees at Junction of A1077 - The Clerk had been told that trees have been cut back. i) Footpath on Silver Street - This will be cleared and reinstated but it will probably not be until the summer.
j) Edges of bus route - The grips will be excavated to remove standing water and the routes will be added to this years Surface Dressing programme - before that the roads will be ‘patched’. (There is nothing else that can be done).
k) Holes in road surfaces - those reported have been repaired
l) Calming Measures near school - nothing new to report. Councillor Smith said that he would contact Mr Peter Scott.
New Highway Matters
Marker Post at junction of Cliff Road/A1077 has been knocked down. There are holes in the surface of West End and Marsh Lane which need repairing.
PLANNING MATTERS
New Planning Permissions Requested: 2007/0211 - Permission sought to erect a grain store at Eastfield Farm. (Councillor Dowson declared his interest in this application) No objections or comments made
Permissions Granted: None received
Notice of Appeal The owners of Willow Tree Lodge have appealed against the decision not to allow them to retain a change of use of land from agricultural to domestic garden.
CONSULTATION RE T-MOBILE INSTALLATION
At the last meeting the plans which had been received from LCC. re. T-Mobile’s proposal to erect a new mobile radio base station on land at West Farm Winteringham had been discussed at length. The Councillors comments and objections had been sent to LCC. No reply has been received yet.
PLAYING FIELD
Inspection Councillor Rowbotham said that he had nothing new to report. The handyman was doing a good job as everywhere looked very clean and tidy.
Following the reports received after the North Lincolnshire Council Inspections, Wicksteed Leisure have carried out our annual inspection and a quotation has been made for the work required. The Councillors agreed that the work recommended should be carried out and accepted the quotation of £241 for parts and labour (plus carriage and VAT).
Hewde Lane Hedge The Clerk had contacted firms and has received some quotations for removing the hedge and stump grinding: Melton Tree Services £1,410.00 Aspen tree Services£1,970.00 North Lincs Neighbourhood Services £3,111.00
Waiting for a quote from Cut and Clear who have expressed an interest in clearing the land and replanting. When this has been received the Clerk will go ahead and complete forms for grant aid.
Basket Ball Rings and Nets Two new rings and nets have been purchased. They are in the Clerk’s garage, Councillor Rowbotham said that he would collect them this weekend.
HANDYMAN
Busy painting the teen shelter, bus shelter, seats, etc when the weather is suitable.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
The wall that collapsed on Footpath 316 has not been repaired and there are stones and rubbish on the path. The temporary closure notices have not been removed.
REPORTS FROM REPRESENTATIVES
Village Hall - At last the committee have received the updated quotations and will be sending off for grant aid. The Insurance Company has been changed. Looking at getting the gas and electricity from same source to save money.
Neighbourhood Watch - Newspaper boys had been riding without lights on their bikes - reported to the shop. New bags with reflective strips have been purchased by the shop.
Concerns over youths riding their scooters on the grass at Jubilee Gardens and also at Town End. (Clerk has already reported this to P.C. Sewell).
Cemex - A Climate Fuel Meeting had been held. The works are fitting a new filter system which should help to reduce emissions.

Items to bring to the Notice of the Chair/Clerk
Problems on the green at Town End. The Clerk reported that a lady living in the Earlsgate Bungalows had contacted her several times re. problems with the school children and also youths on scooters in an evening. The Clerk had contacted the headmaster at the school and also P.C. Sewell. The headmaster had spoken with the pupils but no reply as yet from P.C. Sewell. The situation will be monitored.
Councillor Borrill had been asked why there was no bus shelter at Gate End. Explained that a feasibility study had been carried out several years ago and it had been decided that it was not possible for one to be erected here.
The Clerk was asked to contact North Lincs again to ask about weight restriction notices for West End and Low Burgage.
The street light out near the Teen Shelter will be reported.
