Minutes of the meeting of Winteringham Parish Council held on Tuesday 4th March commencing at 7:30pm.

MINUTES OF THE MEETING HELD ON 5th FEBRUARY 2008
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Hill, seconded by Councillor Tong, that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Presentation by the North Lincolnshire Flood Forum Team. Councillor Bateman commented that it was obvious that a lot of work has been done in this area since the meeting. Dykes have been cleaned out and drainage pipes laid.
b) Nature Garden on Silver Street – Reply from Mrs Wingate saying that she would contact Lockings Solicitors in Hull to see if they are still dealing with this transfer.
c) Green at Town End – Nothing new to report. The clerk was asked to write to Naomi Boyd to find out if any further action has been taken.
FINANCIAL MATTERS
HIGHWAY MATTERS
a) Signs to indicate that roads are suitable for heavy/large vehicles – Nothing new to report. Councillor Ashberry said that she would speak to a member of the Highways Dept team. b) Name Signs for Lanes – These were all fitted but Thrush Lane sign has ‘gone missing’. Mr Hill has been asked to order a new one. c) Gulley adjacent to 70 West End and also adjacent to the Post Office – still debris and rubbish in drains. d) Barrier and Road Markings on A1077 (adjacent to Eastfield Farm) – nothing appears to have been done since these were reported after the last meeting. e) Holes in road surfaces – to be reported yet again to Mr Hill.
New Highway Matters
Damaged post on the grass on Western Green – to be reported.
Ferry Lane – the owner of the last cottage on the northern end of the lane has removed some of the road surface. This was reported immediately to Highways Dept but the Clerk will mention it again in her letter.
PLANNING MATTERS
New Planning Permissions Requested: No new planning requests received.
Permissions granted: 2007/2051 – Outline planning permission to erect a dwelling at 3 & 5 West End.
Brant House The Clerk will report to the Enforcement Officer that work is still ongoing for the extension although no planning application has yet been made.
PLAYING FIELD
Incident on the field - A young girl had got her hand trapped under the roundabout. Councillors were amazed to hear this since Wicksteeds had adjusted the height of the roundabout. No official complaint has been made to the Council.
Inspections - Councillor Tong had nothing new to report but he did think that the hedge/trees at the western perimeter of the AWSF could do with trimming.
Fence around Playing Area – the fence has suffered from vandalism. Brackets and bolts have been removed. The Clerk is trying to get someone to come out to do the necessary repairs.
Refurbishment/Renewal of Fencing around AWSF.- Several fencing contractors have been contacted and asked to give quotations. So far only two have actually responded. A discussion took place about the refurbishment of the fencing and a suggestion was made that whilst this is being done the redundant goal area at the western end could be removed.
Wicksteed Leisure - Items highlighted as needing attention by North Lincolnshire Council’s Mr John Colby had been reported to Wicksteed Leisure with a request that they be rectified. Inspector has been out to review the situation. Quotation received for work required £561.60 plus carriage and VAT. Work will be carried out at the end of March.
Dog Fouling - Councillor Tong had reported that there is a lot of dog fouling on the field. It was agreed that new signs are needed to remind owners that this is a playing field and it is illegal to allow dogs to foul and not remove the faeces.
The Dog Warden had advised that the Parish Council wait as North Lincolnshire Council would be putting up notices on all areas covered by the new Dog Control Orders.
Notice has been put up but is very small. The Clerk did not think that this was a new notice relating to the new Dog Control Orders.
New Goalposts - Several catalogues have been received. Possibility of a grant from the Football Foundation. The councillors looked through the catalogues and selected goalposts at a cost of £710 a pair complete with nets. The Clerk will pursue this.
HANDYMAN
As promised a load of topsoil had been delivered and the brick/stone rubbish has been cleared away (adjacent to the new hedge on Hewde Lane). The Handyman has been working on this area to tidy it up and to spread the topsoil.
REPAIRS AND REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
Mr Sanderson had confirmed that work had commenced on replacing the positive signing during November and will progress during the next months.
The field through which footpath 318 passes has been ploughed up. A wide grass area has been left at the edge of the field but this is not the line of the footpath and so this will be reported to Mr Sanderson.
The Clerk will also mention the replacement of the kissing gate at the side of the Haven.
REPORTS FROM REPRESENTATIVES
Village Hall – The Clerk was asked to pursue Insurance for the event planned for Monday 5th May. The event in the hall and the grand raffle drawn at this event had raised £320.
Neighbourhood Watch – At the last meeting P.C. Sewell had given a list of crimes in this area. There had been a number of car break-ins.
Councillor Ashberry spoke about “Smart Water”. A leaflet drop is planned when the Neighbourhood Watch will be inviting every household in the village to apply for this crime deterrent.
Mr Ashton had been on a Graffiti Removal Course and has the necessary chemicals if they are needed.
Cemex – Councillor Dowson was not at the meeting to give a report.
COMMUNITY EMERGENCY PLAN
The intent by North Lincolnshire Council is for each village/community to have a co-ordinator. This will be featured in the newsletter.
NEWSLETTER
Printing costs were discussed. Councillors Tong and Ashberry are following up contacts to find out the cost from them.
The Village Church would like to include a single page insert, urging people to use the church, in the Newsletter when it is distributed. The Councillors had no objections.
The next issue will be distributed w/e 26th/27th April. A letter will be distributed to Village Organisations asking them to get their news to Councillor Wells by 11th April.

1st April 2008 commencing at 7:30 pm. The Clerk reported that she is away the week preceding this meeting so agendas will be distributed earlier than normal.
ANNUAL PARISH ASSEMBLY will be at 7 pm on 6th May. This will be followed by the Annual Council Meeting.
