Minutes of the meeting of Winteringham Parish Council held on Tuesday 3rd March  2009 in the Village Hall, commencing at 7.30pm

Present:

MINUTES OF THE MEETING HELD ON 3rd FEBRUARY  2009

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Dowson, seconded by Councillor Foord that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Green at Town End -  E mail from Naomi Boyd saying that the report of the village green application has been finalised but must go to the legal dept and the Head of Dept before it can be presented to the Planning Committee.  It will therefore be April before it can be presented to the Planning committee.

    b) Phone box - Letter received from Ian Cawsey.  British telecom had said that it would be March 09 before the box is painted. The Clerk will write to remind them

    c) Environment Agency - Meeting on Thursday 26th February at 7pm. This meeting had been well attended by members of the public.  The representatives of the Environment Agency had said that as long as funding allows the banks will be maintained and weak points reinforced.  The residents had expressed their concerns about the letters sent out by the Environment Agency. Some householders reported that they were struggling to get insurance for their houses and their houses had been devalued.

    d) Water Side Drain - A reply has been received to the letter sent to the Drainage Board.
    They suggest that a ‘site’ meeting be held.  The Clerk had replied but is still waiting to hear a time and date.

    e) Dog Fouling on Hewde Lane.  - No improvement.

    f) Missouri Riders Charity Enactment - Probably not going to happen.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made.

    The new schedule for the Parish Council insurance policy has been received.  This does show the revised fidelity cover.  The Annual premium for the year 1st June 2009 to 1st June 2010 is £2,086.39 (£2,200 had been allowed in the budget).   To be paid in the new financial year.

HIGHWAY MATTERS

    As requested the Clerk had written after the January meeting to the Highways Maintenance Dept requesting that some of the long standing issues be sorted out as soon as possible.  Mr Hill had rung the Clerk to apologise for the delays. He says it is frustrating for him too when issues drag on and on. Weather conditions permitting he promised lots of work would be carried out before the end of February/beginning of March.

    a) Warning post on Silver Street -   Mr Wayne Hill says that there are several posts which need re-erecting or replacing.  This will be done shortly

    b) Name signs - New Village Name signs have been ordered but it will be in the new financial year before they are delivered..

    c) Name Signs for Lanes - The Thrush Lane sign has been ordered and should be erected shortly

    d) The vandalised road name sign on Hewde Lane had been removed and will be replaced.

    e) Road surface at the end of Ferry Lane - still under investigation.  Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage.  No update on this matter

    f)   Flooding at 6 Market Hill - A new gulley is to be put in on the road side. Large holes are appearing in the road surface at this point. This work should be carried out before the end of February

    g) Banking around the shop corner - when time allows this area will be checked and the stones re-grouted

    h) Ferry Lane is in a shocking state - The culvert has been repaired and the holes will be filled in shortly

    i) Composition Lane Corner - the grips have been dug out as deeply as possible and now drain into the field. There is no dyke at this point so there is nowhere else for the water to drain. There is nothing else which can be done

    j) A new Village Hall finger post has been ordered and will be erected as soon as time permits.

    k) Holes in road surfaces - Councillor Ashberry had reported holes in the road surface on Cliff Road. These have still not been repaired.

    l) Culvert adjacent to Eastfield Farm - Still not dug out.

    m) Silver Street - Work has been completed but the area needs tidying up.

    n) Warning Sign for Toads - A reply has been received saying that a warning sign can not be erected as signs can only be erected on approved sites and Silver Street is not one of these site. (A copy of the letter has been sent to Dr. Coe).

New Highway Matters

    Damaged Warning Post at junction of Cliff Road and A1077 was reported on 22nd Feb. Mr Hill said this would be re-erected. He also mentioned new signage which will be erected before the corner.

    Chevron at the ‘Seat Corner’ - Mr Hill is aware that this needs repairing

    A proposal had been made at the Barton Police Authority Meeting to introduce a one way system in Meggitt Lane at Winteringham.  A letter has been received from Mr Gareth Donovan, Highways Dept, saying that this has been looked into but it is felt that there is no justification for such a system.

    H.G.V. signs - Councillor Foord had spoken to Mr Gareth Donovan who has promised to look once again at the Parish Councils request for warning signs that Low Burgage and the area around the church are not suitable for heavy goods traffic.

PLANNING MATTERS

    a) Application for the determination of the requirement for prior approval
       2009/0127
    - Agricultural building for storage at 39 Cliff Road.      
      
    b) Planning Permissions Granted - Nothing to report

PLAYING FIELD

    Inspections
    Wicksteed Leisure had been asked to do an unaccompanied inspection and the Order Acknowledgement has been received.  The Inspection will be carried out in March.

    Inspection carried out by North Lincolnshire Council in January. Report received.

    Quotation  from North Lincs Council - Quarterly inspections £203.60  (£800 allowed in the budget for work by North Lincs). It was agreed that this quotation should be accepted.

    Councillor Tong gave his report. There is a lot of graffiti on the Teen shelter both inside and out.  The walls will be repainted as soon as the weather permits.

    Refurbishment/Renewal of Fencing around AWSF
    Work is due to be done at the end of March.

    Tennis Nets/Posts
    As soon as the weather permits, Mr Dave Underwood and Councillor Tong will carry out the necessary work to the posts and then the AWSF surface can be repaired. Councillor Tong now has the tennis nets in his possession

HANDYMAN

    Keeping busy tidying up and doing minor tasks.

REFURBISHMENT OF WAR MEMORIAL

    The Clerk had accepted the quotation by Barnham Memorials. Councillor Wells mentioned an article he had read which mentioned that grants were available from English Heritage for the refurbishment of War Memorials.  The Clerk will look into  this.

    The wreaths will be removed as they are looking quite shabby.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    The seat on the Village Green is beyond repair.  It was decided that a new seat should be purchased although it was not felt that this should be a ‘double sided seat’.  Investigations will be carried out to find a suitable replacement.  (Perhaps an oak seat?)

PARISH PATHS

    The Clerk had reported to  Mr Sanderson that the finger post adjacent to the Cliff Road seat has been knocked down. In his letter of reply Mr Sanderson says that there are in fact two posts missing from the paths off the Cliff.
    Footpath 312 - the posts will be re-erected in the near future
    Footpath 313 - the post was a positive signpost and will need to be reordered.

    Steps - Mr Sanderson is waiting for more stones before the steps can be ‘in filled’.

    Seat on Cliff Road
    The seat had been damaged beyond repair during the bad weather.  In the interests of safety the Clerk had arranged for A & E Cox and sons to removed the seat and had requested a quotation for a new seat.    The damaged had been reported by phone to our insurance company and the quotation has now been sent.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch - Meeting was cancelled due to the weather

    NATS - Minutes of the meeting on 22nd January received.  North Lincolnshire Homes have promised to supply and fit door chains on the older peoples bungalows.

    Village Hall - A bit chaotic at the present time but work has now started on the internal finishing.

    Cemex - Councillor Dowson said that he thought that the next meeting is not until July

     a)  Details of the first Annual Conference of ERNLLCA to be held on Saturday 4th April at the Ropewalk Barton.  The cost is £38 per delegate.  (No one wished to attend)

Items to bring to the Notice of the Chair/Clerk

    Problems with parking on Harrison Close - would it be feasible to make the parking in this area for residents only?  The question will be asked at the next NATS Meeting and Neighbourhood Panel Meeting.
